Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meeting held January 12, 2021. Reappointed Allen Beadel and Patrick McGhee to the Building and Standards Commission. Approved Resolution R2021-03 authorizing the Weatherford Police Department to apply for grant funding offered by the Texas Department of Transportation. Approved Ordinance O2021-06 amending the FY21 Adopted General City Budget. Approved the FINAL PLAT for a 9.435 acres tract of land, being all of tract 1 and a portion of tract 2, of the Hubbard Heights subdivision, located in the City of Weatherford ETJ, Parker County, Texas. SBD2020-0059. Adopted Resolution R2021-01 ordering the May 1, 2021 General Election (Places 3 and 4), authorizing the Mayor to execute the “Notice of General Election”, and authorizing the Mayor to contract with the Parker County Elections Administrator to administer early and Election Day voting.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2021-03 amending Title XII – Zoning Ordinance for the City of Weatherford. MCA 2020-0010. Director of Development and Neighborhood Services Kaleb Kentner presented this item. He reviewed the major proposed changes. In August 2020, Council adopted a new zoning ordinance. During the adoption processes, staff discussed the need for further refinements to the zoning ordinance on a periodic basis. Staff proposed minor amendments which included amendments to development review procedures, commercial zoning districts, non-conforming uses, sign code, food trucks standards, and updates to definitions and illustrated figures. At their January 13th, 2021 meeting, the Planning and Zoning Commission voted (7 - 0) to approve the proposed amendments excluding the supplemental conditional use standards for automobile wash, mini- storage/warehouse, and hotel/motel. Mayor Paschall opened the public hearing at 6:41 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:41 p.m. Mr. Kentner stated that the Planning and Zoning Commission requested a joint work session to discuss the supplemental conditional use standards for automobile wash, mini-storage/warehouse, and hotel/motel, which the Commission did not recommend for inclusion in the amendment. Hold a PUBLIC HEARING and consider adoption of Ordinance O2021-04 amending Title XI – Subdivision Regulations for the City of Weatherford and its extraterritorial jurisdiction (ETJ). MCA 2020-0011. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The City of Weatherford adopted new subdivision regulations in January 2020 and updated them most recently in October 2020. Staff proposed amendments to parkland fee requirements, centralized mailbox locations, and minor administrative changes. At their January 13th, 2021 meeting the Planning and Zoning Commission voted (7 - 0) to approve and recommend to the Council. Mayor Paschall opened the public hearing at 7:05 p.m. As there were no speakers, Mayor Paschall closed the hearing at 7:05 p.m. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item as presented. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2021-05 for a request for a zone change from AG Agriculture to C2 Interstate Commercial with a Conditional Use Permit for Auto Sales and Service at the lot located on Westbound Interstate 20 Frontage Road and east of CenterPoint Road; being a 5.629-acre tract of land as identified on the Addison Hawkins Survey, Abst. No. 665 and PB Pipkin Survey, Abst. No. 1073, City of Weatherford, Parker County, Texas ZCH2020-0016 and CUP2020-0013. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of the zone change and conditional use permit with the following conditions: 1. Display of new auto sales only is permitted within the City of Weatherford portions of the parking lot. 2. No structures, to include carports or coverings are authorized in front of the primary structure. 3. Separate permit from the City of Weatherford required for signs on the parking lot. 4. Parking lot is subject to all City of Weatherford parking and landscaping requirements. 5. All conditions must be met within 180 days of issuance of required building and/or right-of-way permits. Include the name, address, and phone number of the subdivider/developer on each sheet (Reference Weatherford Municipal Code (WMC) §11-4-3(f)). 3. Show and label the extents of the proposed streets (Reference Weatherford Municipal Code (WMC) §11-4-4(b)). 4. Include an existing conditions sheet with the information required in the subdivision ordinance (Reference Weatherford Municipal Code (WMC) §11-4-5). 5.
