Update regarding Parker County Frontier Days Rodeo and Parade. Sheriff's Posse Members Larry Walden and Joe Harris presented this update. No action was required.

Update regarding 2020 Spark in the Park. Director of Parks, Recreation and Special Events Shannon Goodman presented this update. No action was required.

Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Heidi Wilder): Authorized the City Manager to purchase mobile data terminals and related equipment for the Fire Department in the amount of $59,673 using Texas Department of Information Resources (DIR) State Contract DIR-TSO-4025. Approved Resolution R2020-13 authorizing the Weatherford Police Department to apply for grant funding offered by the Office of the Governor, Public Safety Office, Criminal Justice Division through the Coronavirus Emergency Supplemental Funding (CESF) Program. Approved the repeal of Ordinance O2019-25 which added chapter 5 - Pawn Shops to Title V Business Regulations of the City Code requiring reporting of information to the Chief of Police. Approved a professional engineering services contract with Halff Associates for the design of roadway improvements on the Northeast Quadrant of Downtown.

Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-29 for a conditional use permit for a three-car garage located at 1001 East Lake Drive, being a .45 acre tract of land described as lots 250 and 251 of the lots surrounding Lake Weatherford, as shown on the plat now on file at City Hall, City of Weatherford, Parker County, Texas. CUP2020-0002. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval with the following conditions: 1. The garage height and size must be subordinate to the main house. 2. Accessory dwelling on lot requires separate conditional use permit. 3. Any alterations to the attached site plan require City Council Approval. At their June 10, 2020 meeting, the Planning and Zoning Commission unanimously recommended approval (5 - 0) of the Conditional Use Permit with the conditions indicated by staff. Mayor Paschall opened the public hearing at 6:49 p.m. • Applicant Ted Goosen, 1001 East Lake Drive spoke regarding this request. As there were no other speakers, Mayor Paschall closed the public hearing at 6:51 p.m. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this ordinance with the aforementioned conditions. Motion carried 5 - 0.

Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-30 for a conditional use permit for a detached accessory garage and dwelling located at 3533 Cliff View Loop, being a .645 acre tract of land defined as lot 26; City of Weatherford, Parker County, Texas. CUP2020-0003. Director of Development and Neighborhood Services Kaleb Kentner presented this item as well. Staff recommended approval of the conditional use permit with the following conditions: 1. The garage height and size must be subordinate to the main house. 2. The applicant will replace any protected trees which must be removed as part of this project. 3. If the structure is used for home occupations at any time in the future, then the applicant must comply with all the requirements of the Zoning Regulations Section 12-5-3. 4. The accessory dwelling unit may not be sold separately from sale of the entire property, including the main dwelling unit. The utilities must connect with the primary structure, no separate utility meters will be authorized. 5. Incidental residential use of the structure shall only be allowed by the applicant or persons of the immediate family and shall not be rented. 6. Any major alterations to the attached site plan will require a new Conditional Use Permit. public hearing on June 10, 2020 and voted unanimously to table this request to their July 8 meeting at the request of the applicant. City Council will schedule a public hearing for this item following a recommendation from the Planning & Zoning Commission at a subsequent date. Director of Development and Neighborhood Services Kaleb Kentner presented this item as well. This public hearing was originally advertised and scheduled to be heard at this meeting. The Planning and Zoning Commission held a public hearing on June 10, 2020 and voted unanimously to table this request until the July 8, 2020 meeting at the request of the applicant. Mayor Paschall opened the public hearing at 6:55 p.m. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted unanimously to table this item until the July 28, 2020 City Council meeting. Motion carried 5 - 0.

Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-31 for a zoning district change from AG Agricultural to R-1 One-family Residential located at 1514 East Lake Drive, being a 1.200 acre tract of land defined as lots 108-112, block 1 of the Holiday Hills addition, City of Weatherford, Parker County, Texas. ZCH2020-0008. Councilmember Heidi Wilder recused herself due to possible conflict of interest. An affidavit was filed with the City Secretary’s Office prior to the meeting. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At the June 10, 2020 meeting, the Planning & Zoning Commission recommended approval (5 – 0) of this item. Mayor Paschall opened the public hearing at 6:57 p.m. • Dominic Padrta, 1533 East Lake Drive, questioned the impact to the easement behind the property. As there were no other speakers, Mayor Paschall closed the public hearing at 6:58 p.m. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted to approve this item. Motion carried 4 - 0.

Heidi Wilder recused herself. Hold a PUBLIC HEARING and consider a request for a zoning district change from R1 One- Family Residential to PD Planned Development and General Plan amendment from SL Suburban Living to UL Urban Living on property located at the eastern terminus of Lynn Street and described as being 3.884 acres out of the I.C. Spence Survey, Abstract No. 1172, City of Weatherford, Parker County, Texas. ZCH2020-0009. Director of Development and Neighborhood Services Kaleb Kentner presented this item as well. At the June 10, 2020 meeting, the Planning and Zoning Commission recommended denial of the applicant's requests. Applicant Colt Cantrell spoke regarding this project. Mayor Paschall opened the public hearing at 7:06 p.m. • Marvin Adams, 1529 Greenwood Road, spoke in opposition. • Debra Manuel, 1121 Rusk Street, spoke in opposition. • Cecelia De Lozier, 1211 Bois D’Arc Street, spoke in opposition. • Karen Cerda, 1210 South Mill Street, spoke in opposition. • Gene Hooker, 108 East Lake Drive, owner of the property, spoke regarding the need to sell the property and the need for a plan if the request is denied. As there were no other speakers, Mayor Paschall closed the public hearing at 7:19 p.m. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted to approve the denial of this request. Motion carried 5 – 0.

Consider a request for FINAL PLAT approval for Silverstone at Pearson Ranch Phase 9, 79 residential lots being a 30.12 acre tract of land situated in the T and PR.R. Company survey and a portion of the Parker Pearson, LP tract, City of Weatherford, Parker County, Texas. SBD2020- 0017. Director of Development and Neighborhood Services Kaleb Kentner presented this item as well. Staff recommends approval subject to the following conditions which must be meet prior to certification and filing: 1. The final plat cannot be recorded until all public improvements are accepted or a surety is provided (Subdivision Ordinance §11-5-9(c)). 2. Onsite easements shall be created by plat as opposed to separate instrument (Subdivision Ordinance §11-6-4). 3. Callout what is assumed to be VAM easements. Dimensions should also be provided. 4. A 15’ drainage easement is required for the portion of SD-C1 on private property. At their June 10, 2020 meeting, the Planning & Zoning Commission unanimously recommended approval (5 - 0) with the conditions recommended by staff. Motion carried 5 - 0.

On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted unanimously to approve this item with the aforementioned conditions. Motion carried 5 – 0.

Update regarding progress of the downtown bypass project. Director of Capital Improvement Projects Terry Hughes presented this update. No action was required or taken.
