Presentation from Doss Heritage and Culture Center regarding the relocation of the log cabins from Holland Lake Park to the Pioneer Cabin Village at the Doss. Representatives from the Doss Heritage and Culture Center gave this presentation. They provided information and photographs regarding the cabins that have been moved and will be moved to the village. The McDonald cabin was moved first and has been made ADA accessible; occasionally it is opened for certain special events. The Strain cabin was the second cabin that was moved. The Double-Log cabin from Holland Lake Park will take longer to move because it must be deconstructed. The deconstruction will take approximately two to three weeks. The materials will be relocated to the village and the cabin will be reconstructed. Where needed, certain pieces may be replaced with period materials from an inventory of other cabins within Parker County that were not candidates for relocation and inclusion in the village. The Newberry cabin will be moved intact, and the Hamilton cabin is also a candidate to be moved intact. The goal is to have the Pioneer Cabin Village operational by 2020. The goal of the capital campaign is $2m and thus far, $768,641.71 has been raised.

Accepted the Weatherford Police Department Annual Contact Report for 2017. Approved an Interlocal Agreement with the City of Fort Worth to acquire permission to add the City of Fort Worth's interoperable radio channels to the City of Weatherford's radio channel list. Reappointed the following: Lindsey Hester to his first full term on the Municipal Utility Board (MUB) effective 12/31/17; Bill Cantrell to his first full term on the Building and Standards Commission (BAS) effective 1/31/18; Kwin Smith to his first full term on the Zoning Board of Adjustments (ZBA) effective 1/31/18; Kathy Lyon to her second term on the Animal Shelter Advisory Committee (ASAC) effective 2/27/18; Faye Maxwell to her first full term on the ASAC effective 2/27/18; Curtis Tucker to his second term on the Historic Preservation Commission (HPC) effective 3/20/18; Allen Beadel, Jeff Brazzell, and Debbie Browder to additional terms (no limits) on the Weatherford Housing Authority effective 05/01/18; Lexie Lee to her first full term on the Parks and Recreation Advisory Board (PARD) effective 5/31/18; Trey Woodard to his second full term on the PARD effective 5/31/18; Rich Zimmer to his first full term on the PARD effective 5/31/18. Appointed the following: Rachel Pattillo to the vacant seat on the Planning and Zoning Commission (PZC), effective immediately; Liza Walters from alternate member to regular member on the BAS effective immediately; and Lexie Lee to the vacant regular member seat on the ZBA effective immediately. Approve the City of Weatherford Investment Policy and Strategy. Approved the purchase of Micro-surfacing for various city streets from Intermountain Slurry Seal Inc. through the current Cooperative Purchasing Agreement between the City of Weatherford and the City of North Richland Hills. Consider approval of a two-year agreement for budget software as a service for the Finance Department from OpenGov, Inc. not to exceed a total cost of $96,010. This item was removed from the Consent Agenda for separate consideration. Assistant Director of Finance Kyle Lester presented this item. He stated that the City does not currently have budget software which makes succession planning difficult. Software would make the process much more efficient and reduce potential errors. Mr. Lester stated he is seeking a two-year agreement because that would carry the City up to the point of an overall ERP (enterprise resource planning) software. Mr. Lester stated that the budget software will integrate with the current accounting system and that it is driven by GL data. All of the datamining will be on actual audited numbers. Mr. Lester stated he was uncertain if the software will perform all calculations automatically, but the software will make it easier for staff to work with the calculations. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Hold a PUBLIC HEARING to consider a request for a zoning district change to allow an AG Agricultural to a PD Planned Development Zoning District for Multi-Family at a property located at approximately 100 College Park Drive, and described as being 5.56 acres situated in and being a portion of the B.F. Draper Survey, Abstract 405, and the R. Inman Survey, Abstract 725, City of Weatherford, and being a portion of the Grogan Grandchildren Partners, LP tract as recorded in Volume 2505, Page 769, Deed Records, Parker County, Texas. ZCH2017-0041. Since the Council has no recommendation from the Planning & Zoning Commission at this time, on the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to leave this item on the table and to continue the public hearing until February 27. Motion carried 5 - 0.
Hold a PUBLIC HEARING to consider a request for a zoning district change to allow an R1 One- Family Residential to a PD Planned Development Zoning District for Multi-Family at a property described as being a 10.00 acre tract of land situated east of North Denton Road in the Desiderio de la Cruz Survey, Abstract 223, and being a portion of the Randy Thomas, Stan Thomas and Tommy Thomas as evidence by deed recorded in Volume 2816, Page 925, Deed Records, City of Weatherford, Parker County, Texas. ZCH2017-0042. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to accept the applicant’s withdrawal request. Motion carried 5 - 0.
Review, discuss and consider approval of Ordinance 892-2018-07 closing and abandoning a portion of Clear Lake Road in the Joel Walker Survey, Abstract No. 1589, Parker County, Texas and authorizing the Mayor to issue a Quit-Claim Deed to the adjacent real property owner. Terry Hughes, Director of Capital Projects, presented this item. Clear Lake Road was taken into the City of Weatherford by annexation ordinance 1768 on November 11, 1968. The road was rural in design and had served as the main roadway to southeast Parker County before the construction of FM Highway 2554 (Santa Fe Drive) in 1969. Clear Lake Road continued as a rural roadway serving Holland Lake Park, Kennedy Sausage and Hamilton's Meat Company until a transportation bond funded improvements to a portion of the roadway that was completed in 1990. In the late ‘90s the United States Post Office relocated to Santa Fe Drive at the northeast corner of the intersection of Santa Fe Drive and Clear Lake Road. It was then necessary to widen, reconfigure, and rename a portion of Clear Lake Road. The reconfiguration formed a "T" intersection of Clear Lake Road and Hilltop Drive which left a small section of the unused Clear Lake Road in the southwest corner of the intersection. Consider a request to update the required sign plan for a project zoned PD Planned Development (ZCH2017-0002 “The Houston Center” now known as "Houston Place"), located at 102, 104 and 106 Houston Avenue. This is to confirm the plan is in line with the PD, and other zoning requirements. Craig Farmer, Development and Neighborhood Services Director, presented this item. Mr. Farmer presented the proposed sign changes for Houston Place. Mr. Farmer clarified that the specific wording on the signs does not require Council approval; however, if any new signs are installed, then the applicant/owner would have to present that proposal to the Council. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve this item. Motion carried 5 - 0.
