Receive donation from the Weatherford Noon Lions. Carl McAfee, president of the Weatherford Noon Lions, presented a check in the amount of $12,000 to the City of Weatherford for the construction of horseshoe pits at Love Street Park. Presentation from the Weatherford Little League (WLLA). Goeff Hetherington, president of the W L L A, presented this update. He reported to the Council regarding the association's past year. He stated W L LA now has two of the best fields in district seven and several brand new scoreboards. The association has completed other cosmetic improvements as well. Since the user fees were lowered, they have been able to put dollars back into the fields. W L LA has almost 900 participants, which is the largest number in the last 10 years. Mr. Hetherington provided the financials and thanked the city for their support.

Texas. ZCH2015-0009 On the motion of Dale Fleeger, second by Jeff Robinson, the Council voted unanimously to remove this item from the table. Motion carried 5-0.

Hold a PUBLIC HEARING and consider adoption of Ordinance 770-2016-16 requesting a Zoning Change for property zoned AG Agricultural to RE Residential Estate and CI Commercial, located at the northeast corner of Zion Hill and Ric Williamson Memorial Hwy (RWMH), more specifically described as being approximately 71.86 acres of the T. & P. RR. Co. Survey Abstract No. 1447, City of Weatherford. Parker County, Texas. ZCH2015-0005 Craig Farmer, Director of Planning and Development presented this item. This property is located at the intersection of Zion Hill Road and R W M H. It is a 71 acre tract of land that was voluntarily annexed into the city recently. Mr. Farmer stated that the lots are approximately one-half acre and includes one CI Commercial lot at the comer of Zion Hill Road and R W M H. Mayor Hooks opened the Public Hearing at 6:44 p.m. As there were no speakers, Mayor Hooks closed the Hearing at 6:44 p.m. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve this zoning change. Hold a PUBLIC HEARING and consider a request for a Zoning Change for property zoned AG Agricultural to CI Commercial with a Conditional Use Permit for equipment rental and outside storage, being approximately 10.388 acres located at the northeast corner of Greenwood Road and RWMH, City of Weatherford, Parker County. Texas. ZCH2015-0006 Mr. Farmer presented this item as well. This item was tabled at the previous Planning & Zoning Commission meeting due to concerns raised by adjacent neighbors. The property owner that is making this CC022316 Page 2 of 5 request has met with neighborhood and the Planning & Zoning Commission will hear the item at their meeting tomorrow, February 24. This item was tabled at the February 9,2016 meeting. Consider approval of an Interlocal Agreement between the City of Weatherford and Parker County, Texas for joint transportation projects. This item was left on the table. Consider and/or act upon approval Ordinance 771-2016-17 and the issuance and sale of Tax Notes. Series 2016. Brad Burnett, Chief Financial Officer, presented this item, which is the consideration of the issuance and sale of Tax Notes, Series 2016 in the amount of $6,065,000. Mr. Burnett reviewed for what items the notes can be used. The notes will not be bank qualified. They are seven year notes and will be callable at any time. The city has extra funds in 'Interest and Sinking' and this will allow the city to access those funds. This will be a portion of the seed money for the Transportation Investment Partnership (TIP) and staff has designated some projects for these funds. Ms. Marti Shew, Hilltop Securities, spoke about the bond sale for the tax notes. Various banks were solicited to submit interest rate proposals to act as the sole purchaser of the bonds. This was a very cost effective method because the city did not have to apply for and purchase a bond rating, nor did the city have to prepare an offering document, or pay underwriters fees. Discuss and consider adoption of Ordinance 772-2016-18 amending Title IX. Chapter 11, section 9¬ 11-1 (4) to allow the Special Events Permit process to grant the permission for the use alcoholic beverages within City of Weatherford special events. Shannon Goodman, Director of Parks, Recreation & Special Events, presented this item. He stated that staff recommends changing the ordinance to allow the use of alcohol at certain events through the city's special CC022316 Page 3 of 5 event application process. This is a streamlined process which the Parks' special events division already manages. By a vote of 4-1 at their January meeting, the Parks Board voted to recommend an amendment to the ordinance. The Board requested City Council review of event applications that include alcohol. Mr. Goodman provided the following overview of the steps within the special event application process: • Step 1. With a citizen, group or business asking to sell or provide alcohol at a Special Event at Heritage Park. • Step 2. Staff would ask for the Special Event application to be completed with as much detail as possible. • Step 3. The Special Event application would then be sent to all departments involved in the process. (Police, Fire Marshal, Health, Code, Public Works, etc.) • Step 4. Update on the city's curbside recycling program. Steve Bates, Director of Municipal and Community Services, presented this update. In August 2015, the city contracted with a new Materials Recovery Facility (MRF) and began accepting glass; however, also since that time, the city can no longer accept Styrofoam. Currently, the city has 1,480 recycling customers, which is 13 percent of the customer base. Staff would like to increase that to 20 percent. This program is break-even. The previous roll-off containers were contaminated frequently. Due to staff efforts, the city has no contamination with the curbside program. While we do experience some contamination at curbside, staff has door-hangers they leave for the customer to remedy the issue so that there is no contamination when the city delivers the recyclables to the M R F.
