5.a: Presentation of the Weatherford Police Department's Civic Achievement Award to Tonya and Kevin Williams of Funky Munky Shaved Ice. Mayor Paschall announced that the recipients of this award were unable to attend and that the presentation would be postponed to a future meeting date.
5.b: Parker County Transportation Bond Project Update. Parker County Judge Pat Deen discussed future Parker County plans and initiatives. Parker County Commissioner Larry Waldon provided a brief update on the Parker County Water Supply Initiative. Chris Bosco, with Freese and Nichols, presented updates from the Parker County Transportation Bond Project and noted that detailed progress information is available online at www.parkercountybond.com. Bryan Grimes, Parker County Director of Strategic Projects, reviewed his collaborative goals between the City and County.
Consent agenda, approved as one vote: 7.a: Appointed Brooke Cray and Grant Mills to the Parks and Recreation Advisory Board, and Jaime White to the Historical Preservation Commission. 7.b: Awarded the purchase and installation of a Splash Park at Love Street Park to Kraftsman Commercial Playgrounds and Water Parks through the competitively bid BuyBoard, in an amount not to exceed $447,830. 7.c: Awarded Bid 2025-027 for Hail Damage Repair Services to City Fleet Vehicles in an amount not to exceed $443,241. 7.d: Approved the renewal of Bid No. 2023-015, Miscellaneous Concrete Improvements for FY26 in an amount not to exceed $700,000. 7.e: Authorized the procurement of asphalt paving materials from Texas Materials Group through an existing contract with Fort Worth under an interlocal agreement in an amount not to exceed $500,000. 7.f: Approved the purchase of radio system maintenance services from Motorola Solutions in an amount not to exceed $179,861, under Houston-Galveston Area Council (H-GAC) Contract RA05-21. 7.g: Authorized the City Manager to purchase network security hardware, support services, licensing, and maintenance from Maverick Computer Services using the Texas Department of Information Resources (DIR) Contract (DIR-TSO-5687) in an amount not to exceed $150,000. 7.h: Authorized the City Manager to purchase hardware, software, and services from SHI Government Solutions using applicable cooperative agreements and state bid contracts in an amount not to exceed $400,000. 7.i: Authorized the City Manager to approve the Year 2 payment of $167,747.04 to Motorola Solutions for the ongoing provision of in-car cameras, body worn cameras, cloud storage, and related services for the Weatherford Police Department, under the existing HGAC Contract (RA05-21), for a total aggregate fiscal year expenditure of $347,608. 7.j: Approved the final plat for Holiday World, being 1 lot on approximately 26.31 acres of land being generally located at 2328 East Interstate 20, City of Weatherford, Parker County, Texas. 8.a: Receive a report and consider adoption of Resolution R2025-20 formally adopting the Weatherford Comprehensive Safety Action Plan. Director of Public Works Matt Leppla requested that this item be tabled to allow staff more time to confirm the report data. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to table this item. The motion carried 5 - 0.
8.b: Consider adoption of Ordinance O2025-49 amending the Weatherford Roadway Impact Fee Regulations. Director of Public Works Matt Leppla presented a proposed ordinance to reduce both residential and non-residential roadway impact fees. • Chris Coffey, 113 Christopher Court, spoke in support of the proposed reduction in impact fees. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2025-49, amending the Weatherford Roadway Impact Fee Regulations. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2025-49 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING ORDINANCE NO. 02022-14 “WEATHERFORD ROADWAY IMPACT FEE REGULATIONS” BY AMENDING EXHIBIT B, SCHEDULE 2, “ROADWAY IMPACT FEE COLLECTION RATE PER SERVICE UNIT”; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
8.c: Consider authorizing the purchase of 4 Mack MD6 Non-CDL trucks with Truck Mounted Attenuators from Gulf Highway Equipment through an HGAC contract in an amount not to exceed $821,559.10. Director of Public Works Matt Leppla presented the proposed purchase of four Mack MD6 Non-CDL trucks equipped with truck-mounted attenuators—two for the Fire Department and two for City Operations. Mr. Leppla and Fire Chief Jonathan Peacock responded to inquiries from the Council. On the motion of Zack Smith, second by Heidi Wilder, the City Council voted unanimously to authorize the purchase of 4 Mack MD6 trucks with truck mounted attenuators from Gulf Highway Equipment through the HGAC contract in an amount not to exceed $821,559.10. The motion carried 5 - 0.
8.d: Consider approval of Resolution R2025-19 casting the City's votes for the Parker County Appraisal District Board of Directors (PCAD). On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to approve Resolution R2025-19, casting 48 votes for Richard Barret and 48 votes for Joe Wilkinson. The motion carried 5 - 0.
