Receive a report from the Larry Hagman Memorial Committee; discuss and consider recommendations and possible locations. City Manager Jerry Blaisdell introduced Sherry Watters, a representative with the Larry Hagman Memorial Committee. Ms.Watters discussed finding a location in the City of Weatherford for the Larry Hagman Statue. The committee is requesting an outdoor location. Ms. Watters stated that the committee is in favor of Heritage Park and believes it is an ideal location. It will take six to nine months for the sculpture to be completed. Dr. Harold Lawrence, the Chair of the Parker County Historic Commission, stated that an historical marker is feasible; however, the State of Texas requires it to be ten years after his death. A site can be designated now and when the time arrives to apply for the marker the Historic Commission will help with the process. The Council discussed Heritage Park and other locations. They are in favor of Heritage Park as a location but also wish for other local icons to be represented as well. No action was taken on this item. Discuss and consider adoption of Ordinance 610-2013-04 amending elements of the Water Conservation and Drought Contingency Plan. James Hotopp, Director of Water/Wastewater and Engineering presented this item. Mr Hotopp stated that the Water Conservation and Drought Contingency Plan are required by the Texas Commission on Environmental Quality (TCEQ). The Water Conservation Plan defines specific conservation or water loss reduction goals and the Drought Contingency Plan identifies triggers, stages, and actions. The City Council adopted a plan in August of 2002 by ordinance. It was revised in October 2004 to include requirements by TCEQ for updates and resubmission every five years. It was revised again in April 2009 to include targeted water conservation goals. Recent implementation of the plan include: a stage five restriction in 2010 due to a two month time period when the Water Plant was shut down, a stage two restriction in 2011 due to a record drought, and stages one and two restrictions that started in 2012 and are still in effect. Lessons learned from previous plans are that the plan needs to be simplified, it needs to be consistent with the metroplex mainly due to media coverage, and that it needs to be revised so that our trigger levels are tied to lake levels and Tarrant Regional Water District (TRWD) so that if TRWD is in conservation mode we are as well. Discuss and consider the use of Gas Well Royalties for Preliminary Engineering Services for a Wastewater Effluent Project. Mr. Hotopp presented this item. Mr. Hotopp explained that over the past year, staff has discussed with the Utility Board the possibility for developing a wastewater plant effluent re-use project that would send the effluent to Lake Weatherford and help augment our raw water supply. During these discussions, the Utility Board expressed an interest in taking the next steps to develop this re-use project. At the October 2012 Utility Board meeting, staff discussed a cost benefit analysis showing the cost of water compared with the existing cost of water from Tarrant Regional Water District. CC 031213 Page 3 of 7 Over this time period, staff has been working with Freese and Nichols to develop a scope, fee and timeline for preliminary engineering services for this project. It is the intent of the scope to provide the answers about the location of a re-use collection point, discharge point, permit requirements, amount of effluent we can discharge into Lake Weatherford, and required improvements at the Wastewater Treatment Plant at the conclusion of the preliminary engineering. Discuss and consider approval of a Master Development Agreement between the City of Weatherford and George Mercer, Developer to provide for the dedication and construction of certain public improvements as described for property located in the 1800 block of Santa Fe Drive. Mr. Hotopp presented this item for Craig Farmer who has worked on drafting the agreement with Mr. Mercer. Mr. Hotopp stated that the development is a proposed office complex located in the 1800 block of Santa Fe Drive, also located at the southwest intersection of Santa Fe Drive and the future "proposed Mesa Drive." To meet their client's requirement of a June 30, 2013 opening for the office building the developer is in need of an expedited process. The City has required, and the developer will meet all standard development requirements including platting, engineering and building permits. This includes the dedication for the future "Mesa Drive" right-of-way and the extension of wastewater lines. So as not to cause a hardship on the project, the City is willing to expedite certain portions of the development process including: accelerated reviews; parallel processing of the plat and building plans; early release of certain permits such as grading and foundation; and the timing of this agreement. CC 031213 Page 4 of 7 Discuss and consider adoption of Ordinance 611-2013-05 vacating and abandoning a general utility easement described in Volume 1877, Page 1403, D.R.P.C.T. and located at the corner of Texas Drive with Interstate Highway 20. Director of Capital Transportation Terry Hughes presented this item to Council. Mr. Hughes explained that in June of 2000 the City of Weatherford sold a small portion of the Gulf, Colorado and Santa Fe Railroad Right-of-Way that is owned near Texas Drive and Interstate Highway 20 to Randall and Debra Bradford. The City retained a general utility easement across the deeded property. The property is now a part of Lot 1B2, Block 1, Bradford Subdivision. The current owner, First Financial Bank, wishes to use the area included in the retained general utility easement and has provided for new easement with the current plat. Mr. Hughes stated that all franchise utility providers have been contacted and approve of the request. On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to approve the authorization of the general utility easement abandonment. Motion carried 5 - 0.
Discuss and consider authorizing the City Manager to execute Supplement No. 18 to the design contract with Dannenbaum Engineering Corporation. Mr. Hughes presented this item to the Council. Mr. Hughes stated that a traffic signal was considered as part of the Pass-Through Toll project on South Main Street at its intersection of Cleburne Avenue. When the project was developed the intersection was slightly under the volumes and movements needed to warrant a signal. A new development known as Weatherford Hilltop Addition has now been filed with the City for plan review. The 6.953 acre development extends from the intersection of South Main Street and Bethel Highway south to Cleburne Avenue and the added traffic volumes and movements now make a traffic signal feasible and warranted. The new development will also need a new driveway and deceleration lane north of the Cleburne Avenue intersection. The additional entrance will help the function of the intersection and traffic flows. Mr. Hughes explained that design cost for the traffic signal and driveway is $61,793.82. Once the supplement is approved, and the design and change order completed, it will be brought back to the Council for approval. Discuss and consider adopting a City of Weatherford Mosquito Surveillance/Response Plan and contracting out certain mosquito management services for the 2013 Mosquito Season. CC 031213 Page 5 of 7 Consumer Health Officer Angel Rudolph presented this item to the Council. Ms. Rudolph stated that the Consumer Health and Parks and Recreation Departments have prepared a proposed Mosquito Surveillance and Response Plan for the City of Weatherford. The Plan is divided into five risks levels, each with specific recommended responses in accordance with the principles of Integrated Pest Management Control, which is a process consisting of the balanced use of cultural, biological, and least toxic chemical procedures that are environmentally compatible and economically feasible to reduce pest populations. Each different risk level must exist before certain control measures are recommended. Generally, there are four surveillance/observation factors that are evaluated to determine if the trigger condition has been met for a particular risk level. Those factors are: Environmental/climatic conditions (temperature, rainfall, and season) Adult Culex mosquito abundance Virus infection rates in Culex mosquitoes and other mosquito vectors Confirmed infections in humans within the City of Weatherford The proposed City of Weatherford Mosquito Surveillance and Response Plan was developed [...]
