Proclaim November 9 - 15 as Veterans Week in the City of Weatherford. Mayor Hooks presented the proclamation to local veterans Eric Matthews, Ron Chandler and Bill Mallory.
Discuss and consider approval of Ordinance 642-2013-36 on first reading for the proposed voluntary annexation of 1.10 acre tract of land being a portion of Block 1, Lockwood Estates, as recorded in Plat Cabinet C, Slide 339, Plat Records, Parker County, Texas, also known as 301, 305, 309, and 313 Lockwood Lane. Craig Farmer, Director of Planning and Development, presented this item. This is the first reading of the Ordinance for the four lots on Lockwood Lane. The property owners want to be annexed into the City. The second and final reading will be held during a Special Session on Friday, October 25, 2013 at 12:00 noon. On the motion of Waymon Hamilton, second by Craig Swancy, the Council voted unanimously to approve the Ordinance on first reading. Motion carried 5 - 0.
Discuss and consider approval of Ordinance 643-2013-37 on first reading for the proposed voluntary annexation of Lockwood Phase 3, an 11.3 acre tract situated in and being a portion of the John Rucker Survey, Abstract No. 1144, Parker County, Texas and being a tract of land deeded by Lockwood to Kenmark Homes, LLC. as recorded in volume 20120370, Real Record, Parker County, Texas. Craig Farmer, Director of Planning and Development, presented this item. This is the first reading of the Ordinance for the 11 acres of undeveloped land at the end of Lockwood Lane. The second and final reading will be held during a Special Session on Friday, October 25, 2013 at 12:00 noon. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve the Ordinance on first reading. Motion carried 5 - 0.
Discuss and consider entering into an interlocal agreement between the Weatherford Public Library and the Boyce Ditto Public Library in Mineral Wells to provide integrated library system hosting. Dale Fleeger, Director of Library Services, presented this item. This agreement would allow Mineral Wells to join the Parker County Library Association (PCLA) at no cost to the City of Weatherford. This agreement will create a vehicle by which the library could begin to collect money to sustain the PCLA. The PCLA is a network of libraries located in Parker County. The County does not fund the PCLA, but they do provide some level of funding for all public libraries in Parker County. The benefit of this agreement to the Weatherford Library is that the collection will be increased by approximately 150,000 items from the Mineral Wells collection, due to resource sharing among the libraries involved in PCLA. Weatherford citizens can go to any of the libraries within the PCLA and be treated as a patron, or the CC 102213 Page 2 of 4 citizen can come to the Weatherford Library and place an order for materials from another library in the PCLA. Through the courier service, those materials can be delivered to the Weatherford Library. On the motion of Heidi Wilder, second by Craig Swancy, the Council voted unanimously to approve this item. Discuss and consider adding the Boyce Ditto Public Library in Mineral Wells to Weatherford Public Library's integrated library system contract with GIS Information Systems, Inc. d/b/a Polaris Library Systems, pursuant to an Agreement dated June 6, 2007, via a contract addendum. Dale Fleeger, Director of Library Services, presented this item. To facilitate the incorporation of Mineral Wells into the PCLA network, Mineral Wells has to sign an agreement with our system provider, Polaris. The Mineral Wells agreement with Polaris is an addendum to the City of Weatherford's Polaris agreement. After approved by both entities, the Mineral Wells collection will be loaded into the system at Weatherford. All fees in the addendum will be paid by Mineral Wells. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to approve this item. Motion carried 5 - 0.
City Manager's Action Report for Fiscal Year October 1, 2012 to September 30, 2013. City Manager Jerry Blaisdell presented this item. Each year, the City Manager is required, as soon as possible after the Fiscal Year End, to give to the Council an Action Report about the prior Fiscal Year. The Council had no questions. Mr. Blaisdell noted that the City now has a new Chief Financial Officer, Mr. David Croff, from California. The Council welcomed Mr. Croff and commended staff for compiling the report.
Discuss and consider an Interlocal Agreement with Parker County Emergency Services District (ESD) #3 for a joint working agreement. Fire Chief Paul Rust presented this item. The Council was provided with a copy of the proposed contract written by ESD 3's attorney. Mr. Zellers has reviewed the agreement on behalf of the City and has recommended a few minor changes. The agreement addresses what has been discussed up to this point and is anticipated to be advantageous for both entities. Chief Rust and ESD 3 Chief Pat English were both available to answer questions. Access to ESD 3 volunteers should benefit the City. They have 25 volunteers; approximately 19 have some level of certification. Volunteers are mentioned in the agreement because they have put in numerous hours over the years and we want them to stay engaged. The ESD will compensate up to twenty 24-hour shifts per year. This will help reduce Weatherford overtime by approximately $14,000. Volunteers will be able to respond to the station and for mutual aid. Savings to Weatherford staff could occur on items such as cleaning hoses and preparing the engine to be put back into service after responding to a fire. Volunteers can respond within their district, but in order to maintain a good response time, they would need to be at the station at the time the call was received. Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in section 551.072 - to deliberate the purchase, exchange, lease, or value of real property being part of Lots 2 and 3, Block 9, VEASEY Subdivision and being located at 214 Prince Avenue. The Council took no action on this item.
