Proclamation naming September 17-23, 2017 as Constitution Week. Mayor Swancy issued the proclamation to local representatives of the Daughters of the American Revolution.
Consent agenda, approved as one vote (5-0, on the motion of Dale Fleeger, second by Jeff Robinson): On the motion of Dale Fleeger, second by Jeff Robinson, the Council voted unanimously to approve CONSENT AGENDA ITEMS. Motion carried 5 - 0. Approved the minutes of the City Council meetings held August 22, 2017 and August 31, 2017. Approved Resolution R2017-29 authorizing the Weatherford Office of Emergency Management to accept grant funding offered by the Office of the Governor, Emergency Management Division, for an Emergency Response Trailer. Authorized the Weatherford Police Department to apply for grant funding offered by the Office of the Governor, Criminal Justice Division, for rifle-resistant body armor for police officers. Approved Ordinance 858-2017-42 to amend rural water rates for customers in the Westridge and Southcrest subdivisions located in Parker County. ORDINANCE 858-2017-42 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING RATES AND CHARGES FOR THE USE OF WATER SUPPLIED BY THE MUNICIPAL UTILITY SYSTEM OF THE CITY OF WEATHERFORD, TEXAS, AS SHALL BE APPLICABLE TO CUSTOMERS IN THE WESTRIDGE AND SOUTHCREST SUBDIVISIONS WHICH ARE LOCATED IN PARKER COUNTY, TEXAS; REPEALING ALL ORDINANCES, RESOLUTIONS AND RATE SCHEDULES IN CONFLICT; PROVIDING FOR AN EFFECTIVE DATE AND PROVIDING A SAVINGS CLAUSE. Appointed Rich Zimmer to the Parks & Recreation Board replacing Audrey Hobbs; appointed Allison Baker to the Planning & Zoning Commission replacing Richard Simmons.

Hold a PUBLIC HEARING and consider approval of ordinance 859-2017-43 a zoning change request for property zoned C1 Commercial and C1 Commercial with a Conditional Use Permit (CUP) to C1 Commercial District with a CUP for tool and machinery rental with outside storage for property located at 1960 Clear Lake Road and a portion of property located at 1950 Clear Lake Road and described as Lots 1 & 2 Block 1 of the Plakos Addition, City of Weatherford, Texas. ZCH2017-0016 Craig Farmer, Director of Planning and Development, presented this item. This is an equipment storage, rental, and sales facility. An existing portion of the property has a CUP for this purpose. The Planning and Zoning Commission recommended approval with the following conditions: 1) the extension of the western screening wall to the north, and 2) limit the display of "extended or raised" equipment to normal business hours only. Mayor Swancy opened the public hearing at 7:59 p.m. As there were no speakers, Mayor Swancy closed the hearing at 7:59 p.m. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to approve with the amendments recommended by the Planning and Zoning Commission. Hold a PUBLIC HEARING on the proposed voluntary annexation of “PCCOA” being A 35.968 Acres Tract Of Land Out Of The T. & P. R.R. Co. Survey, Section 163, Abstract No. 1451, And The R.E. Davis Survey, Abstract no. 393, All In Parker County, Texas: All That Certain "Tract 2" As Recorded In Volume 2601, Page 1501, Real Records, Parker County, Texas. Mr. Farmer presented this item as well. The applicant is in favor of this annexation. City staff is working with the applicant for fire protection and paved access. This request is for the Parker County Committee on Aging's senior citizen center, including the Meals on Wheels program and will require a full CUP as the process moves forward. The rear portion of the property will be left for future development. Mayor Swancy opened the public hearing at 8:01 p.m. As there were no speakers, Mayor Swancy closed the hearing at 8:01 p.m. Hold a PUBLIC HEARING on the proposed ad valorem tax rate of $0.4992 per $100 valuation, including $0.3437 per $100 valuation for operations and maintenance and $0.1555 per $100 valuation for interest and sinking (debt service). Kyle Lester, Assistant Director of Finance, stated this is the second and final public hearing on the proposed tax rate.
