Rev. Mike Wiley of Adell Community Fellowship will make a presentation to the Fire Department and the City Council. Mr. Wiley thanked the Fire Department and the Council for their assistance and support during the recent total loss of the Adell Community Fellowship Church building. Present Lannie Fulton the City Manager's Award for Excellence. City Manager Jerry Blaisdell presented Lannie Fulton with the City Manager’s Award for Excellence and the Kurt Harris Lifetime Achievement Award upon his retirement after 29 years of service to the City of Weatherford. Proclamation naming January 8, 2013 as "Grandmaster Bob Nuttall Day in Weatherford". Mayor Hooks issued a proclamation in honor of Bob Nuttall naming January 8, 2013 as “Grandmaster Bob Nuttall Day.” Mayor Hooks announced that he would need to leave the meeting at 7:15 p.m. to go to the Courthouse and present this proclamation to Mr. Nuttall during his ceremony.
Hold a PUBLIC HEARING and discuss and consider Ordinance 603-2013-52 approving a Municipal Code Amendment for a Residential Fence Exception Process. Craig Farmer, Director of Planning and Development, presented this item to the Council stating that staff has been working through our ordinances and plans to bring forward one or two per month to resolve some issues. He stated that this particular ordinance pertains to fence setbacks, and specifically on corner lots. Staff surveyed other cities and the results were varied. Basically, this change allows property owners to erect a wooden fence in the easement if there are no utilities in the easement, and no plans to put utilities there. It also includes a couple other options if utilities exist in the easement, as well as an exception clause for the City Manager’s approval in unique situations. Mayor Hooks opened the Public Hearing at 6:50 p.m. As there were no speakers, the Hearing was closed at 6:50 p.m. On the motion of Mayor Pro Tem Craig Swancy, second by Waymon Hamilton, the Council voted unanimously to approve Ordinance 603-2013-52 approving the Municipal Code Amendment regarding residential fence exceptions. Motion carried 5 - 0.
Discuss and consider draft copy of amendments to the City of Weatherford Code of Ordinances, Title I, Administrative. City Secretary Malinda Nowell presented this item. In November 2010, voters approved amendments to the City's Charter, which affected portions of the city Code of Ordinances, specifically that portion of the Code recorded in Title I, Administrative. Former Assistant City Manager Robert Hanna had been working on the proposed amendments. CC 010813 Page 2 of 6 Council had no questions or changes to the draft. Staff will bring back a final draft for Council’s approval at the next meeting. The draft Ordinance is captioned as follows: ORDINANCE NO. _____ AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING ALL OF TITLE I “ADMINISTRATIVE CODE” OF THE CITY CODE OF WEATHERFORD; PROVIDING SAVINGS AND SEVERABILITY CLAUSES; AND PROVIDING AN EFFECTIVE DATE. Provide staff direction regarding the presentation given December 11, 2012 relating to the Use Agreement with Weatherford Little League. City Manager Jerry Blaisdell stated that he placed this item on the agenda and that it was prompted by his concern in timing for 100% attendance of the Park Board. He asked the Council to reconsider the requirement of 100% attendance and asked if a simple quorum would suffice.
