Consent agenda, approved as one vote: 6.a: Appointed Wayne Garrett to the Planning and Zoning Commission; reappointed Rick Mutina to the Building and Standards Commission; appointed Liza Walters as a Regular Member and Martin Troy as an Alternate Member to the Building and Standards Commission; and appointed Marc Sager as a Regular Member and Martin Troy and Allen Strickland as Alternate Members to the Zoning Board of Adjustment. 6.b: Consider a request for preliminary plat approval for Villas at Heritage Point Addition, being 89 residential lots on approximately 16.788 acres of land being generally located at along East 1st Street, City of Weatherford, Parker County, Texas. SBDP-26-0001. Director of Development Services Scott McDonald presented Items 6.b. and 6.c. together, a request for preliminary plat and final plat approval for the Villas at Heritage Point Addition, submitted by applicant Rob Foster. • Lynn Baber, 2126 Timber Cove Court, questioned the timeline associated with the plat. City Attorney Rob Allibon explained the plat approval process in accordance with state law. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve the preliminary plat as presented, subject to all requirements of the Subdivision Ordinance. The motion carried 5 - 0. 6.c: Consider a request for final plat approval for Villas at Heritage Point Addition Phase 1, being 9 residential lots on approximately 0.919 acres of land being generally located at along East 1st Street, City of Weatherford, Parker County, Texas. SBD- 26-0001. On the motion of Luke Williams, second by Heidi Wilder, the City Council voted unanimously to approve the final plat as presented, subject to all requirements of the Subdivision Ordinance. The motion carried 5 - 0. 6.d: Approved a final plat for Shannon's Subdivision, being a total of 3 residential lots on approximately 0.66 acres of land, generally located on 517 North Brazos Street, City of Weatherford, Parker County, Texas. SBDM-26-0001. 6.e: Authorized the City Manager to purchase computer workstations, laptops, and technology products from CDW-G, LLC with budgeted dollars in an amount not to exceed $136,000. 6.f: Accepted the Weatherford Police Department's 2025 Racial Profiling Report.

7.a: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-04, concerning a general plan and zoning map amendment from (AG) Agricultural to (C2) Interstate Commercial, being 2 lots an approximate 14.17-acre tract generally located at the southeast corner of Cleburne Avenue and Tin Top Road, City of Weatherford, Parker County, Texas. ZCH-26-0002. Director of Development Services Scott McDonald presented a general plan and zoning map amendment request generally located at the southeast corner of Cleburne Avenue and Tin Top Road, submitted by applicant BT Cobb Development LLC. Mayor Pro Tem Zack Smith opened the Public Hearing at 6:22 p.m. With no public comments received, Mayor Pro Tem Smith closed the Public Hearing at 6:22 p.m. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to adopt Ordinance O2026-04, approving the general plan and zoning map amendment as presented. The motion carried 5 – 0 and the ordinance is captioned as follows: ORDINANCE O2026-04 AN ORDINANCE AMENDING THE GENERAL PLAN AND ZONING DISTRICT BOUNDARIES OF THE ZONING DISTRICT MAP OF THE CITY OF WEATHERFORD, TEXAS, CONCERNING CERTAIN PARCELS OR TRACTS OF LAND GENERALLY LOCATED AT THE SOUTHEAST CORNER OF TIN TOP ROAD AND CLEBURNE AVENUE BEING IDENTIFIED AS 14.17 ACRES OF LAND WITHIN THE CORPORATE LIMITS OF THE CITY OF WEATHERFORD, TEXAS; HERETOFORE ZONED (AG) [...]

7.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-05, concerning a zoning map amendment from (AG) Agriculture to (C1) General Commercial with a conditional use permit for an Auto Repair Use on an approximate 3.852-acre tract being generally located at 2239 Fort Worth Highway, City of Weatherford, Parker County, Texas. ZCH-26-0001 & CUP-26-0001. Director of Development Services Scott McDonald presented a request for a zoning map amendment with a conditional use permit for a proposed Auto Repair Use at 2239 Fort Worth Highway, submitted by applicant Tim Clark. • Applicant Tim Clark, 2125 Woodland Hills Lane, explained the details for the project. Mayor Pro Tem Zack Smith opened the Public Hearing at 6:27 p.m. With no public comments received, Mayor Pro Tem Smith closed the Public Hearing at 6:27 p.m. On the motion of Heidi Wilder, second by Luke Williams, the City Council voted unanimously to adopt Ordinance O2026-05, approving the zoning map amendment and conditional use permit as presented with the following conditions: 1. Temporary signs shall not be permitted on the property. 2. Auto repair use shall be limited to vehicular glass and associated repairs only. 7.c: Consider authorizing the City Manager to execute a development agreement pertaining to The Enclave at Chisolm Trail. Director of Development Services Scott McDonald presented Items 7.c., 7.d., 7.e., and 7.f. together and reported that the applicant, M&A Development, had withdrawn their requests for a Development Agreement, Voluntary Annexation, Zoning Map Amendment, and Preliminary Plat approval. • Applicant John McKenzie, 1706 Burberry, Allen, explained that his company had listened to the previous City Council meeting and community remarks, and would continue to evaluate plans with consideration of those comments. Mayor Pro Tem noted that if the project is resubmitted, it would be required to return to the Planning and Zoning Commission and the City Council for public hearings and consideration. • Jeff Oakes, 1668 Whippoorwill Trail, spoke in opposition to the proposed subdivision. • Lynn Baber, 2126 Timber Cove Court, expressed concerns regarding the value of developments to residents, zoning changes, housing supply and demand, and the impact of density on infrastructure and schools. • Director of Water Utilities Rick Shaffer reported on the City’s ability to supply water to future developments. • Assistant City Manager Chad Marbut, reported on the City’s ability to supply electricity to future developments, noting the City is prepared for growth with no issues [...]

7.d: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-02, regarding a voluntary annexation of a 15.949-acre tract of land owned by Stanislav Properties LP into the City of Weatherford, Texas. ANX-25-0003. No action was taken on this item.

7.e: Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-03 for The Enclave at Chisolm Trail for a zoning map amendment from (AG) Agricultural to (SF7.5) Single Family 7.5 with a (P) Planned Unit Development Overlay, being 123 single family lots on an approximate 42.60-acre tract generally located at 1420 King Street, City of Weatherford, Parker County, Texas. ZCH-25-0013. No action was taken on this item.

7.f: Consider a request for preliminary plat approval for The Enclave at Chisolm Trail, being 123 residential lots on approximately 42.60 acres of land being generally located at 1420 King Street, City of Weatherford, Parker County, Texas. SBDP-25- 0011. No action was taken on this item.

7.g: Consider authorizing the City Manager to execute a construction contract with Gilco Contracting, Inc. for the Kirkpatrick Drive Phase 2 project in the amount not to exceed $2,010,948. Director of Public Works Matt Leppla presented a proposed agreement with Gilco Contracting, Inc. for the Kirkpatrick Drive Phase 2 project, which would extend Kirkpatrick Drive to Bethel Road. He explained that the contract is for 270 days, with construction anticipated to begin in March 2026 and be completed in December 2026. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to authorize the City Manager to execute a construction contract with Gilco Contracting, Inc. for the Kirkpatrick Drive Phase 2 project in an amount not to exceed $2,010,948. The motion carried 5–0.
