Proclamation naming November 3, 2017 as Texas Arbor Day. Mayor Swancy presented the proclamation to Shannon Goodman, Director of Parks, Recreation, and Special Events stating that Weatherford has been a 'Tree City U.S.A.' participant for 26 years. Proclamation naming November 11, 2017 as Veterans Day in the City of Weatherford. Mayor Swancy presented the proclamation to representatives of the American Legion. The annual Veterans Day parade will be on Saturday, November 11. Presentation of award for the Comprehensive Annual Financial Report (CAFR). Accounting Manager Sidney Kirk presented this award to the City for the Comprehensive Annual Financial Report for the year ended September 30, 2016. This was the 29th consecutive year for the City to receive this award.
Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Heidi Wilder): Approved the minutes of the City Council meeting held October 10, 2017. Allowed purchases of 322 Motorola APX radios, 4 MCC7500 dispatch consoles, 16 WAVE Mobile Communicators Licenses, and 1, 700 MHz 6 channel RF site for a total cost of $3.2 Million. Authorized the City Manager to execute a lease contract with Motorola Solutions for the purchase of radio equipment. Authorized the City Manager to renew a support contract for Tyler Technologies financial management suite. Approved the continuation of an agreement with Dr. S. Kent Glenn, DVM to provide veterinary services for the Weatherford/Parker County Animal Shelter (WPCAS). Authorized the City Manager to purchase servers with budgeted dollars not to exceed $53,500 using a Texas Department of Information Resources (DIR) Contract.
Hold a PUBLIC HEARING and consider approval of ordinance 871-2017-55, a zoning change request for property zoned AG Agriculture to C1 Commercial for property located at 2082 Mineral Wells Highway and described as being an approximate 1.76 acre tract of land out of the G. Staggs Survey, Abstract No. 1196, City of Weatherford, Parker County, Texas. ZCH2017-0027 Craig Farmer, Director of Development and Neighborhood Services, presented this item. The tract of land is at the northwest corner of Mineral Wells Highway and the Ric Williamson Memorial Highway (RWMH). The request is for a convenience store with gasoline sales. Mayor Swancy opened the public hearing at 6:45 p.m. As there were no speakers, Mayor Swancy closed the hearing at 6:45 p.m. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider approval of ordinance 872-2017-56, a zoning change request for property zoned R-1 Residential to R-1 Residential with a Conditional Use Permit (CUP) for an accessory structure larger than 400 square feet for property located at 713 West Spring Street and described as being a portion of lot 4, block 3 Ball & Roach Addition, an Addition to the City of Weatherford, Parker County, Texas. ZCH2017-0028 Mr. Farmer presented this item as well. The property is located on the corner of Spring Street and Merrimac Street. The structure is approximately 1,000 square feet and is basically a carport with RV storage. Mayor Swancy opened the public hearing at 6:47 p.m. As there were no speakers, Mayor Swancy closed the hearing at 6:47 p.m. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve this request. Hold a PUBLIC HEARING and consider approval of ordinance 873-2017-57, a zoning change request for property zoned C1 Commercial to C1 Commercial with a Conditional Use Permit (CUP) for automobile rental/automobile wash for property located at 802 Fort Worth Highway and described as being an approximate 0.732 acres of land situated in and being a portion of Block 5, J.A. Yeoman Addition, according to the Myers Map of City of Weatherford, Parker County, Texas. ZCH2017-0029 Mr. Farmer presented this item as well. Enterprise Rent-A-Car plans to relocate from rental property across the street to this property, which they plan to purchase. Mr. Farmer spoke briefly about automobile uses on Fort Worth Highway. He stated that the Planning and Zoning Commission recommended approval by a 4-3 vote, with the following conditions: 1. No new or used car sales from this location. 2. No aerial devices such as balloons, inflatables or air-activated characters used for marketing under normal or special circumstances. 3. Improve screening of the south frontage with fencing or landscaping. 4. Upgrade, or otherwise improve, building materials on the western face of the building. 5. Increase diameter of the trees from three (3) to six (6) inches. 6. No overnight parking of Enterprise vehicles in the front of the building. Hold a PUBLIC HEARING and consider approval of ordinance 874-2017-58, a zoning change request for property zoned C2 Commercial to C2 Commercial with a Conditional Use Permit (CUP) for sign manufacturing/outside storage for property located at 801 West I-20 and described as being an approximate 1.203 acres, Lot 2-R-A, Block 1, City of Weatherford, Parker County, Texas. ZCH2017- 0030 Mr. Farmer presented this item as well. The subject property is located adjacent to the new Gunn Honda site. Steve Savoy, owner of Garnett Sign, spoke about his company. It is a nationwide company which serves primarily west of Mississippi. Mr. Savoy has a company in Montrose, Colorado that will make interior signs and the Weatherford location will make the exterior signs for large scale clientele. This will be the signature location for his company. All manufacturing will be done inside. The facility will have a beautiful showroom and a conference room inside as well. There will be some outside storage of very large heavy poles. The company intends to be good neighbors and wants to represent themselves well therefore, the outside storage will be shielded from public view. The pipes are very large and heavy and are not normally the types of metal that people steal. The company will keep regular business hours. Discuss and consider a request for a preliminary plat for Hickory Place Subdivision, located in the 200 block of Hickory Lane, more generally described as being in the Sarah Monk Survey, A-906, City of Weatherford, Parker County, Texas. SBD2017-0026 Mr. Farmer presented this item as well. The proposal is for 22 lots with single family homes. Mr. Farmer reminded the Council that the master plat had been presented approximately one year ago. The street will be a cul-de-sac but will eventually extend and connect to other streets as other properties are developed. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to approve this request. Motion carried 5 - 0.
Give staff final direction on FY18 Outside Agency funding. Kyle Lester, Assistant Director of Finance, presented this item. Council discussed the following requests at previous budget meetings: • General Fund: $20,000 o Casa-Hope for Children: $5,000 o Freedom House: $5,000 o Manna Storehouse: $5,000 o Parker County Committee on Aging: $5,000 • Hotel Fund: $20,000 o Doss Heritage & Cultural Center: $20,000 After discussion on the Doss Heritage & Cultural Center request on September 26, the agency has agreed to reallocate their proposal so that no Weatherford funds are requested to pay for advertising. All Weatherford dollars granted will be utilized on direct program expenses. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve these requests. Discuss and consider allowing the City Manager to execute an interlocal agreement with Parker County to provide library services for Parker County residents. This item was TABLED at the October 10, 2017 meeting. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.
Chris Accardo, Director of Library Services, presented this item. Parker County contributes $45,100 to the City to provide library services for Parker County residents that live outside the Weatherford City limits. Having discussed this matter in work session on October 17, 2017, on the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve this request with the understanding that the City needs to have further discussion with the County during budget and that the City will no longer accept only $45,100 for library services. Motion carried 5 - 0.
Discuss and consider approval of Resolution R2017-36 supporting a feasibility study for construction of a general aviation airport in the Weatherford vicinity. City Manager Sharon Hayes stated that the City’s 2013 Transportation Plan identified the need for a General Services Airport in this area. The first step in this process is conducting a feasibility study. There is absolutely no site that is under consideration now. The City is requesting financial assistance from the Texas Department of Transportation (TxDOT) for the proposed feasibility study at an estimated cost $100,000. The City of Weatherford will be responsible for 10 percent of the cost estimated to be $10,000. This phase of the project will take approximately 20 months to complete. If the study determines it is feasible to move forward with this project the next phase is site selection. Ms. Hayes reiterated that no specific site is being considered now. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve Resolution R2017-36 authorizing TxDOT to begin the process of conducting a feasibility study. Motion carried 5 - 0.
Discuss and consider appointment of two council members as liaisons to reach out to the Parker County Library Association, their governing bodies, and the Parker County Commissioner's Court regarding library funding. Ms. Hayes presented this item as well. To ensure that all library needs are met throughout the County, and so as not to lose ground where the City is with the Parker County Library Association, Council discussed a task force during the last City Council work session on October 17. Appointed Council liaisons will work together with a group of citizens and or other organizations to reach out to the other libraries and Councils regarding the library. Part of the goal would be to obtain increased funding not only for the Weatherford library, but also all other libraries in the County, both for operating and capital funding. On the motion of Craig Swancy, second by Kevin Cleveland, the Council voted unanimously to appoint Heidi Wilder and Dale Fleeger to the library task force. Motion carried 5 - 0.
Discuss and consider appointment of two council members as liaisons regarding a feasibility study for a general aviation airport in the Weatherford vicinity. Ms. Hayes stated that the airport liaisons would serve a different function than the library liaisons. Staff would serve as the lead in the airport feasibility study, working primarily with TxDOT. If one or more members of Council want to be appointed as liaisons, staff would invite the liaisons to meetings and keep members up-to-date throughout the study. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to appoint Kevin Cleveland and Jeff Robinson as liaisons. Motion carried 5 - 0.
