Adopted Ordinance O2023-02, on first and final reading, amending Section 2-6-5, Proceedings of the Commission, of Chapter 6, Building and Standards Commission, of Title II, Commissions and Boards, of the Official City Code of the City of Weatherford relating to procedures of the Building and Standards Commission to be consistent with state law; providing that this Ordinance shall be cumulative of all Ordinances; providing a severability clause; and establishing an effective date. Approved contract renewal of Christian Cleaning for Janitorial Services for Municipal Buildings in the amount of $268,344. Accepted the 2022 Weatherford Police Department Racial Profiling Analysis. Approved Gotham Artists to provide entertainment services for Spark in the Park for 2023 in the amount of $75,750. Approved the purchase of crack sealing services for various City streets via an interlocal agreement with the City of Grand Prairie from Curtco, Inc. in the amount not to exceed $100,000. Appointed Sharon Hayes and Zack Smith to the Planning and Zoning Commission. Designated WPDrecords@weatherfordtx.gov and P.O. Box 255, Weatherford, TX 76086 as the email address and the mailing address by which written requests for public information may be made to the City of Weatherford in accordance with section 552.234 of the Texas Government Code. Authorized the City Manager to execute Opioid Settlement Participation forms for settlements with Allergan, CVS, Walgreens, and Walmart; and authorized the City Manager to execute any future participation forms with specific regard to the Global Opioid Settlement.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2023-04 closing, vacating, and abandoning a portion of Shannon Street in Shannon's Subdivision of Block 56 of the Original Town of Weatherford in the City of Weatherford, Parker County, Texas. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Mayor Paschall opened the public hearing at 6:06 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:06 p.m. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted unanimously to approve this item as presented. Motion carried 5 - 0.
Discussion and consideration of all matters incident and related to the issuance and sale of City of Weatherford, Texas, Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Taxable Series 2023, including the adoption of Ordinance O2023-06 authorizing the issuance of such certificates of obligation. Assistant City Manager Brad Burnett explained that these Certificates of Obligation will reimburse the City for land purchased out of reserves for the intent of building a City-owned convention center with an attached developer-owned hotel. Mr. Burnett introduced Marty Shew with Hilltop Securities, the City’s financial advisor. Ms. Shew stated that the City’s bonds received a very positive market response and that the final true interest cost came in at 6.01%. This is a little higher due to rising rates, but also because these bonds are taxable due to the underlying nature of the project. Ms. Shew stated it is significant to note the City’s AA credit rating with Standard and Poor’s S&P Global. The City is only two notches away from a perfect score, which places the City is in a very elite category of rating. The bonds are amortized over a 20-year period with equal annual payments.
