Hold a PUBLIC HEARING and consider approval of Ordinance 895-2018-10, a request for a zoning district change to allow C1 Commercial to C3 Commercial/Heavy for property located at 2318 Fort Worth Hwy, and described as being 4.754 acres out of the Addison Hawkins Survey, Abstract 665, Volume 562, Page 69, Deed Records, City of Weatherford, Parker County, Texas. ZCH2018-0003 Director of Development and Neighborhood Services Craig Farmer presented this item. The property is located on the south side of the road at 2318 Fort Worth Highway, approximately 1,000 feet west of the city's eastern limit. The site is essentially undeveloped. The applicant, Ronald Canion, is proposing to develop a new electric contractor's shop. The property has been zoned commercial for decades, but the use as a construction contractor's shop with the likelihood of outside storage requires a zoning change from C1 to C3. The property to the east is developed to provide automotive repair services. The General Plan calls for the area to be Community Commercial (CC) with a nearby gateway. The proposed site plan will place the offices near Fort Worth Highway with the workshop and storage areas to the rear of the property. Consider a request for a waiver from the requirements to improve White Settlement Road during the construction of Phase 7 of Silverstone at Pearson Ranch, located just east of the proposed Eastern Loop, and west of North Oakridge Drive. SBD2015-0040. Mr. Farmer presented this item as well. This request is for a waiver from the requirement to improve White Settlement Road during the construction of Phase 7 of Silverstone at Pearson Ranch located just east of the proposed Eastern Loop, and west of North Oakridge Drive. The preliminary plat has been approved and city engineers and the Transportation and Public Works Department have been working with the developer since November of 2015. During the platting and site development process, staff agreed to support the requested waiver for the following reasons: 1) White Settlement Road is currently outside of the city limits, therefore owned and maintained by Parker County; 2) the Traffic Impact Analysis (TIA) provided for the project did not recommend improvements for White Settlement Road except for the construction of a right turn/deceleration lane at the intersection of White Settlement Road and Saddle Ridge Trail; and 3) an updated TIA will be provided with the development of the next phase of Silverstone at Pearson Ranch.
