Presentation regarding employee health insurance. City Manager Sharon Hayes introduced Dawn Powell and Stephen Schultze with Gallagher and Associates. Ms. Powell and Mr. Schultze gave a brief presentation. This item was for informational purposes only. No action was required or taken. Reveal the City of Weatherford's new logo. Blake Rexroat, Director of Communications and Marketing, presented this item and revealed the new logo. Terry Hughes, Director of Capital Projects, and Manny Palacios, Director of Transportation and Public Works, also participated in this presentation. The new logo represents simplicity, timelessness, and adaptability. An implementation schedule will be developed; the old logo will be phased out as equipment and other materials are replaced. Mr. Rexroat thanked all citizens, community groups, and employees that helped in the development of this new logo. This item was for informational purposes only. No action was required or taken.
Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Heidi Wilder): Approved the minutes of the City Council meeting held September 26, 2017. Authorized purchases of library books, audiovisual materials, material processing, Summer Reading Challenge books, and Book Club books from Ingram Library Services, Inc. for a total amount not to exceed $129,531 under Texas State Comptroller of Public Accounts contract #715-M2. Adopted ordinance 865-2017-49 establishing a stop sign on Roberts Bend at the Austin Court intersection. Approved ordinance 866-2017-50 for a school zone on South Main Street (Hwy 171/ FM 51) adjacent to the Weatherford 9th Grade Center. Approved ordinance 870-2017-54 amending the City of Weatherford's schedule of fees and charges. Approved ordinance 869-2017-53 on first and final reading for the voluntary annexation of ‘PCCOA,’ located at 1410 Vine Street, land generally described as 35.968 acres tract of land out of the T. & P. R.R. Co. Survey, section 163, Abstract No. 1451, and the R.E. Davis Survey, Abstract No. 393, all In Parker County, Texas, all that certain "tract 2" as recorded in volume 2601, page 1501, real records, Parker County, Texas. Awarded fleet vehicle purchase to Holiday Chevrolet through the Tarrant County Cooperative competitive bid contract #2016-006 for two 2018 Chevrolet Tahoe Police package patrol vehicles for the amount of $64,200.14 and award of fleet vehicle purchase to Sam Pack Five Star Ford through the Tarrant County Cooperative competitive bid contract #2016-185 for Two 2018 Police Interceptor SUV vehicles for the amount of $54,026.00. Total purchase price of vehicles is $118,226.14. Approved resolution R2017-35 amending the 2016 Weatherford Little League User Agreement. Discuss and consider allowing the City Manager to execute an interlocal agreement with Parker County to provide library services for Parker County residents. This item was removed from the Consent Agenda for separate consideration. Chris Accardo, Director of Library Services, presented this item. He stated that Parker County has paid the City the sum of $45,100 since FY 2012. Since 1999, the County has paid between $44,000 and $45,100 towards a $1m budget. Approximately 55 percent of the users are residents from the County, not the City. Kathy Lee, 1020 West Lake Drive, spoke about fairness to the ratepayers and to all of the citizens. Councilmember Wilder invited the County Judge and the Commissioners to join the City at the next regular City Council meeting. Ms. Wilder encouraged residents and county residents to reach out to the Commissioners Court about how important the library is to the children and their futures. Council consensus was to hold a work session on October 17 before meeting jointly with the Commissioner's Court. item. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider approval of Ordinance 868-2017-52, a zoning change for property currently zoned C1 Commercial, and AG Agriculture to be changed to PD Planned Development for multifamily and commercial at 1801 Fort Worth Highway, on an approximately 27.07 acre tract of land out of the E. Crockett Survey, A-214, Weatherford, Texas. ZCH2017-0022 Craig Farmer, Development and Neighborhood Services Director, presented this item. Mr. Farmer gave an overview of the area. The developer plans to leave frontage on Fort Worth Highway for commercial development. Mr. Farmer presented an extensive draft of the planned development ordinance. This ordinance was made available to the developer and they have requested several changes which have been redlined. The developer is proposing fewer garages but will exceed the number of required carports. The developer has asked to reduce the amount of parking per bedroom from 1.5 to 1.3 providing that they have additional land and will correct any future parking issue that arises. The proposal is for 288 units. Bill Smith, Engineer for the City of Weatherford, stated that the City is in the process of designing a water line on Fort Worth Highway to serve this and future developments. Hold a PUBLIC HEARING and consider approval of ordinance 867-2017-51, zoning change for property currently zoned R1 One-family Residential, and AG Agriculture to be changed to PD Planned Development for a senior activities center with future senior living at 1410 Vine Street, on an approximately 35.968 acre tract of land out of the T.&P.R.R. Co. Survey, Section 163, A-1451, and the R.E. Davis Survey, A-393, Weatherford, Texas. ZCH2017-0024 Mr. Farmer presented this item as well. The subject property extends off Vine Street. The proposal is for the Parker County Committee on Aging's Senior Center which is to be located on the front/south portion and will accommodate the Meals on Wheels program. The northern portion/rear of the property is proposed for approximately 120 senior living units. The land has significant topography on the rear of the property and the development will need an additional road on the north for second way in/out once the senior living is developed. The Planning and Zoning Commission recommended approval of the zoning change with two phases, 1 being the senior center on the southern portion, and phase 2 for the senior living which to come back to the Commission for separate approval when more information is available to structure type, amenities, and etcetera. Discuss and consider nominations for positions on the Parker County Appraisal District Board of Directors. City Manager Sharon Hayes presented this item. The Council did not make any nominates in addition to those directors currently serving. No action was taken.
Staff will bring this item back to the Council in November or December once the city receives the ballot from the Appraisal District. Discuss and consider the City Council meeting schedule for November and December 2017. Ms. Hayes presented this item as well. Staff recommended November 14, 2017 and December 12, 2017 as the City Council holiday meeting schedule. Should any issue arise that requires immediate action between these dates, staff will poll the Council and schedule a special meeting. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve holiday schedule as proposed by staff. Motion carried 5 - 0.

Report regarding tax notes. Brad Burnett, Assistant City Manager, presented this item. He mentioned some significant capital needs that have come up recently. Mr. Burnett stated that the city still has the opportunity to go out for bank qualified tax notes this year. They are for seven years and have to be under $10m dollars. The city did this for the Tax Increment Reinvestment Zone (TIRZ) and received a 1.45 percent interest rate. The capital needs include the citywide radios at a cost of approximately $3.2m, and some issues at the city pool with regard to health standards for approximately $1.5m. Mr. Burnett stated annual debt service payments would be approximately $700-750k per year depending on how much the city issues. Cody Mulloy, Emergency Management Coordinator, spoke about the citywide radio needs assessment that was conducted approximately one year ago. Through that assessment, staff learned that approximately 90 percent of the police and fire radios are nearing or have exceeded the end of their useful life: handheld radios have a lifespan of approximately five to seven years and mobile radios have a lifespan of approximately seven to ten years. Utilities and public works also use radio systems and they are nearing the end of their lifespan as well. Additionally, the police dispatch consoles have exceeded their life expectancy.
