5.a: Proclamation naming November 2023 as Home Care and Hospice Month in the City of Weatherford. Mayor Paschall presented a proclamation to Interim Healthcare recognizing the month of November 2023 as Home Care and Hospice Month in the City of Weatherford.
Consent agenda, approved as one vote: 7.a: Authorized the procurement of holiday and event lighting & decorative services and supplies from The Decor Group (DFW Holiday Kings), through The Interlocal Purchasing System (TIPS) program, in the amount not to exceed $200,000.00. 7.b: Authorized a roof replacement by DK Haney Roofing, Inc. for the Old City Hall Building, via The Interlocal Purchasing System (TIPS) Contract Number 21060301, in the amount not to exceed $85,700.00. 7.c: Appointed Zachary Cray to the Planning and Zoning Commission. 7.d: Authorized the City Manager to purchase and accept the Texas Department of Information Resources (DIR) state bid contract for the renewal of Microsoft Enterprise Agreement licensing through SHI Government Solutions with budgeted dollars in the amount of $131,155.44. 7.e: Authorized the approval of a purchase from CDW, Inc. in the amount of $62,970.13 for a support agreement renewal for the data storage systems used throughout the City. 7.f: Accepted the FY23 4th Quarter Investment Report for quarter ended September 30, 2023. 7.g: Authorized the City Manager to renew an interlocal agreement with the City of Fort Worth's Environmental Collection Center, allowing citizens to purchase Household Hazardous Waste vouchers. 7.h: Authorized the City Manager to renew the support contract with Tyler Technologies for the Municipal Justice system and to purchase additional software licenses and professional services from Tyler Technologies in the collective amount of $74,467.57. 7.i: Approved the purchase of six non-patrol vehicles from Southwest Ford/Gilchrist Automotive for an amount not to exceed $208,000.00 through an interlocal agreement with the Weatherford Independent School District. 7.j: Approved for the purchase of replacement body armor, carriers, accessories and tactical headsets for the Weatherford Police Department members of the Parker County Regional SWAT team from Primary Arms, LLC, under Texas BuyBoard Cooperative Purchasing contract # 698-23 for an amount not to exceed $72,000.00; and a combined purchase of approximately $100,000.00 from Primary Arms, LLC for the above listed equipment and the replacement firearms and firearm accessories.
8.a: Hold a PUBLIC HEARING and consider adoption of Ordinance 2023-38 concerning a request for a zoning map amendment and conditional use permit for a QT LLC. Fueling Station from Agriculture (AG) to General Commercial (C1) on a 4 acre tract of land generally located at the southwest corner of Ric Williamson Hwy and North Main, said tract being situated in Abstract No. 1447, City of Weatherford, Parker County, Texas. ZCH2023-0011 and CUP2023-0015. Director of Development and Neighborhood Services Kaleb Kentner addressed the City Council regarding this request for a zoning map amendment and conditional use permit for QT LLC located at the southwest corner of Ric Williamson Highway and North Main Street and reported that the applicant had requested this Public Hearing be continued to the next regularly scheduled City Council meeting on December 12, 2023. The City Council agreed to continue the Public Hearing to the next regularly scheduled meeting of the City Council on December 12, 2023.
8.b: Hold a PUBLIC HEARING and consider adoption of Ordinance O2023-39 concerning a request for a zoning map amendment from AG Agriculture and C2 Interstate Commercial to C2 Interstate Commercial, SF 7.5 Single Family 7.5 Residential, and R3 Multifamily Residential with a P Planned Unit Development Overlay and a conditional use permit for a Fueling Station/Auto Wash Use, on a +/-92.5 acre tract being g enerally located on the Northwest corner of Bethel Road and Interstate Highway 20 service road in the City of Weatherford, Parker County, Texas. ZCH2023-0012 & CUP2023-0016. Director of Development and Neighborhood Services Kaleb Kentner presented this item regarding a request for a zoning map amendment and conditional use permit for a fueling station/auto wash use located on the northwest corner of Bethel Road and Interstate Highway 20 service road. He explained that the Planning and Zoning Commission had voted unanimously (5-
9.a: Consider approval of Resolution R2023-23 casting the City's votes for the Parker County Appraisal District Board of Directors (PCAD). City Manager James Hotopp presented this item and explained that the City of Weatherford was entitled to 235 votes in the selection of candidates to serve on the Parker County Appraisal District Board of Directors for 2024. He added that because the City did not have enough votes to elect any members individually, the City would typically align their votes with Weatherford ISD, who had cast their votes for Jerry Durant and John Hinton. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to approve Resolution R2023-23 casting votes for Jerry Durant and John Hinton to serve on the Parker County appraisal District Board of Directors for 2024. The motion carried 4 - 0.
10.a: Notification of U.S. Department of Transportation funding award for the Weatherford Comprehensive Safety Action Plan. Public Works Director Chad Marbut presented this item and reported that the City of Weatherford was 1 of 12 cities in Texas awarded with a federal grant supporting the planning, infrastructure, behavioral, and operational initiatives to prevent death and serious injury for all roadway users. He explained that the grant, in the amount of $224,000.00, was a typical 80/20 partnership used to capitalize on state and federal transportation agencies to benefit the citizens of Weatherford, with the City of Weatherford’s match amount being $56,000.00.
10.b: Notification of Texas Department of Transportation funding award for the Weatherford Active Transportation Plan. Public Works Director Chad Marbut presented this item and explained that the City Council had approved a resolution of support for the City of Weatherford to apply for funding assistance through the TxDOT Transportation Alternatives Program back in May of 2023 in which the City was awarded $966,000.00 with the City of Weatherford match of $240,000.00. He added that with the grant, the City anticipated obtaining a route study, environmental clearance, and schematic design for a trail that would extend from the Chamber of Commerce to Cartwright Park and connect to the Mineral Wells trailway; in addition to specific pedestrian improvements to North Main Street.
