Hold a PUBLIC HEARING and consider a request for a Zoning Change for property zoned PD Planned Development to C2 Commercial/Interstate with a Conditional Use Permit for motor vehicle rental, located at the southwest corner of South Main Street and Alford Drive, more specifically described as being Lot 1, Block 2, Alford Addition, City of Weatherford, Parker County, Texas. ZCH2015-0007 Craig Farmer, Director of Planning and Development, presented this item. The property is currently zoned PD Planned Development. The applicant is requesting C2 zoning and is required to have a conditional use permit (CUP) for rental vehicles. They will have a screening fence on the rear of the facility for collision/repair work; the front of the building will not have a screening fence. Mr. Robinson inquired whether the applicant has communicated with the Environmental Protection Agency (EPA) regarding regulations on exhaust. Mayor Hooks opened the public hearing at 6:50 p.m. As there were no speakers, Mayor Hooks closed the hearing at 6:50 p.m. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to approve Ordinance 760-2016-06. Motion carried 5 - 0.
Consider a Final Plat for the Phillip's Addition, located northwest of 501 W. Lake Drive, more generally described as an approximately ±7 acre tract, being a portion of various lots within the Lakeshore Hills Estates Addition, City of Weatherford, Parker County, Texas. SBD2015-0047. Mr. Farmer presented this item as well. The applicant is proposing to combine several lots into one and will be putting one house on the lot. Approval of the plat will abandon the right-of-way to this applicant. On the motion of Jeff Robinson, second by Craig Swancy, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Discuss and consider approval of Ordinance 759-2016-05 adopting the Public Rights of Way Management ordinance for the City of Weatherford. Manny Palacios, Director of Transportation and Public Works presented this item. The city has approximately 177 right-of-way (R.O.W.) miles. This ordinance will protect the city's investment in facilities, and minimize congestion, deterioration, visual impacts and, other adverse effects. Highlights of the ordinance include: Registration required for all owners of facilities within public R.O.W. Construction permit required for any work within the public R.O.W. Multiple parallel pole lines are prohibited Pole transfers within 30 days Above ground utility structures o No more than two per location o Not located within visibility triangle o Not larger than 25 cubic feet within residential zoning Working hours within the R.O.W. 7 am to 7 pm Lane closure between 9 am and 6 pm Work that obstructs the flow of vehicular traffic will be required to submit a traffic control plan per the Manual of Uniform Traffic Control Devices (MUTCD) For construction projects scheduled to last more than 10 calendar days: o Are required to place an informational sign stating the identity of person or contractor doing work AND o Notify adjacent property owners by written notification of scheduled work New underground facilities must be installed a [...]
Discuss and consider approval of a contract with Black & Veatch to conduct a radio needs assessment. James Hotopp, Assistant City Manager, presented this item. The city has over 275 radios utilized by more than eight departments. Staff is beginning to plan for a radio system replacement driven by both technology changes and federal mandates which will cut the broadcast frequency in half. Mr. Hotopp stated this happened once in 2013 and will happen again in the next five years. Most of the city's current radios will become incompatible when the Federal Communications Commission (FCC) institutes the second round of narrow banding. To plan adequately for a radio system replacement, staff recommends hiring of a professional consultant to conduct a comprehensive needs assessment. The consultant would meet with departments to determine current and future needs. They will perform a complete evaluation of the city's equipment and what can be maintained or reused in future configurations. They will evaluate the public safety dispatch operation currently in place including staffing levels. They will provide a description of system alternatives along with budgetary cost estimates. Report regarding the upcoming Citizen University. Blake Rexroat, Public Relations Manager, presented this item. Citizen University is a new program to encourage citizen involvement and provide instruction about municipal government. Mr. Rexroat reviewed the schedule, the eligibility requirements, and the application deadline, which is February 15. Quarterly financial report for first quarter FY16. Kyle Lester, Budget Manager, presented this information. Mr. Lester provided information on a new 'Open Budget' program that will soon be available via the city's website. Ms. Hayes highlighted certain goals and accomplishments including the launch of the redesigned website and its abilities, the implementation of Citizen University and the Youth Advisory Council, recent approval of policies for a Transportation Investment Partnership (TIP), a new General Plan for the city, an economic development strategic plan, a new parks master plan, recent progress at Heritage Park and the amphitheater which staff will begin programming this spring, the hike/bike trail system, the animal shelter fundraising campaign, the library facility needs assessment, a new electric substation, updated water/wastewater plans, the city's emergency management [...]
