5.a: New Police K-9 Introduction and Pinning Ceremony. Police Chief Jason Hayes introduced Weatherford Police Department K-9 handlers Preston Harper and Devin Jones. Officer Harper pinned newest K9 member, Draco.
5.b: Proclamation Recognizing the 25th Anniversary of the Quilters Guild of Parker County. The City Council presented a proclamation to the Quilters Guild of Parker County in recognition of their 25th anniversary.
5.c: Presentation regarding the Parker County Sheriff's Posse Frontier Days PRCA Rodeo and accompanying events. Rodeo Captain Larry Waldon and Rodeo Treasurer Wesley Jennings shared a summary of events scheduled for the 2025 Parker County Sheriff’s Posse Frontier Days PRCA Rodeo.
Consent agenda, approved as one vote: 7.a: Authorized the City Manager to execute a professional services contract with Kimley- Horn & Associates, Inc. for the Spring Street Intersection Improvements Project, generally located at the intersection of Spring Street and North Main Street, in an amount not to exceed $13,500 for a total aggregate fiscal year expenditure amount of $1,921,570. 7.b: Authorized the City Manager to execute a contract with Graham Associates, Inc. for professional engineering services related to a Flood Study, Drainage Assessment and other necessary analysis in an amount not to exceed $123,205. 7.c: Authorized the City Manager to execute a contract with Lee Engineering, LLC for professional engineering services related to a Traffic Impact Analysis Report in an amount not to exceed $205,900 for a total aggregate fiscal year expenditure amount of $217,700.
8.a: Consider authorizing the City Manager to execute a contract with Graham Associates, Inc. for professional civil engineering and survey services in an amount not to exceed $336,985 for a total fiscal year expenditure amount of $460,190. Assistant City Manager Chad Marbut presented a proposed professional services contract with Graham Associates that would assess infrastructure needs along the south side of Interstate 20, between Quincy Lane and Ric Williamson Memorial Highway. He added that the study included surveying city-owned property and identifying regional infrastructure needs to proactively support future development. On the motion of Luke Williams, second by Matt Ticzkus, the City Council voted unanimously to authorize the City Manager to execute a contract with Graham Associates, Inc. for professional civil engineering and survey services in an amount not to exceed $336,985 for a total fiscal year expenditure amount of $460,190. The motion carried 5 - 0.
8.b: Receive an update and hold a discussion regarding the implementation and adoption of building and fire codes. Director of Development Services Kaleb Kentner and Fire Marshal Kevin Dozier presented proposed updates to the City’s building and fire codes through the adoption of the 2021 International Codes and the 2020 National Electrical Code, in order to align with current safety practices, construction standards, and state mandates. Mr. Kentner explained that the goal was to reduce local amendments to simplify implementation and minimize confusion while addressing Weatherford’s specific conditions. Fire Marshal Dozier reviewed key changes in the International Fire Code, including raising the sprinkler requirement threshold from 7,500 to 12,000 square feet in most cases and removing inconsistent amended language. Mr. Kentner reviewed that a public hearing was scheduled for June 24, 2025, to consider adoption, and if adopted, the new codes would take effect immediately, with a grace period through December 31, 2025. The City Council requested a list of affected business types with the proposed adoption of the 2021 International Fire Code. No action was taken on this item.
Future agenda items: Mayor Paschall requested a review and update of the City’s Parks ordinance to ensure it is adequately protecting neighboring residents from inappropriate music, language, and clothing in park areas.
