Consent agenda, approved as one vote (5-0, on the motion of Heidi Wilder, second by Dale Fleeger): Approved the minutes of the City Council meeting held May 9, 2017. Ratified the Canvass of the Votes for the May 6, 2017 General Election for Council Member Places No. 1 and No. 2 held May 16, 2017. Approved Resolution R2017-15 authorizing the Weatherford Police Department to apply for grant funding offered through the Texas Department of Transportation. Approved the disposition of replaced Self-Contained Breathing Apparatus (SCBA) to the Texas A&M Forest Service’s Helping Hands Program. Approved Ordinance 844-2017-28 amending the FY17 Adopted General City Budget.
Hold a PUBLIC HEARING and consider approval of Ordinance No. 845-2017-29 requesting a zoning change for property zoned AG Agriculture to be rezoned C3 Commercial/Heavy, located at 1850 Mineral Wells Highway, Weatherford, Texas. ZCH2017-0009 Craig Farmer, Director of Planning and Development, presented this item. The subject property is approximately 3.8 acres between Mineral Wells Highway and Old Mineral Wells Highway. The applicant is proposing a transportation depot for public transit services. This is the first C3 zoning designation for the City. The area is suitable for C3 and both the Planning and Zoning Commission and staff recommended approval. Mayor Craig Swancy opened the Public Hearing at 6:36 p.m. As there were no speakers, Mayor Swancy closed the Hearing. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve this project. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider a request for a Zoning Change for property zoned C1 Commercial to be rezoned C1 Commercial with a Conditional Use Permit (CUP) for a Used-Auto Dealer, located at 808 Fort Worth Highway, Weatherford, Texas. ZCH2017-0012 Mr. Farmer stated that this item was tabled at the Planning and Zoning Commission meeting. Staff recommends tabling the item until the next City Council meeting. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to table this item until the next meeting. Motion carried 5 - 0.
Consider a waiver request from subdivision regulations, Section 11-3-9, requiring connection to city provided water and wastewater systems for property located at 846 Moss Lane, Weatherford, Parker County, Texas. Mr. Farmer presented this request. The total property is approximately six acres with an existing house on the front of the property. Council approval is required since the applicant is requesting a waiver from City sewer and water requirements for a property that is less than two acres in size. Staff and the Planning and Zoning Commission recommended approval. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to grant the waiver request. Motion carried 5 - 0.
Discuss and consider development of a policy for funding General Fund and Hotel Occupancy Tax fund requests. Kyle Lester, Assistant Director of Finance, reviewed the draft policy for General Fund grants. Discussion included the ability for applicants to provide their website address and email address on the application, and that the applicants be able to submit their application electronically. Mr. Lester noted that staff has a better opportunity to obtain information and details when applicants communicate directly with the finance department. Staff and Council stated they are hesitant to negotiate with applicants since that is a time-consuming project during the already time sensitive budget process. No subcommittee is proposed; Council will serve as the review committee. Council directed three changes to the draft policy for General Fund grants: 1) limit General Fund grants to a total of $25k annually; 2) cap grants at $5k per program; 3) require that General Fund grants are matching grants. Organizations can be held accountable by requiring them to provide their budget before and after the program is complete. Mr. Lester provided an overview of the Hotel Occupancy Tax (HOT) fund grant policies.
