Consider a Master Plat for Heroes Court Addition, for property located at the east end of E. Water Street, between Front and Estel Streets, City of Weatherford, Parker County, Texas. SBD2014-0022. Craig Farmer, Director of Planning and Development, presented this item. The request is to plat an approximate 4.9 acres tract of land into 12 to 24 R2 residential lots and one commercial lot. On April 8, the Planning & Zoning Commission approved the conceptual Master Plat with the removal of the fence across Heroes Court. Staff recommends approval subject to the removal of the fence. Staff received one comment regarding the name of the addition; the City has no regulations regarding the naming of plats. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve staff's recommendation. Motion carried 5 - 0.
Consider and/or act upon approval of Resolution R2015-13 nominating the Town Creek Hike and Bike Trail Phase III for construction funding through the 2015 Transportation Alternative Program from the Texas Department of Transportation (TxDOT). Terry Hughes, Director of Capital Transportation Projects, presented this item. On January 16, 2015, TxDOT issued a call for alternative transportation projects. This is an 80/20 funding program, construction only, of shared-use trail facilities. Only $52M is available statewide. Phase III would extend the existing trail from Holland Lake Park along Santa Fe Drive to the existing trail located at the Santa Fe Apartments. This meets the TxDOT criterion established for funding approval. Phase III is 7,300 feet long and includes a signalized intersection at Santa Fe Drive and Anderson Street to connect to Weatherford Regional Medical Center. Total project construction cost is $1,397,986, which includes $182,346 required for TxDOT administrative expenses. The 20 percent local match is $279,597. Engineering and environmental costs must be borne locally and are estimated at $100,000 bringing the total local expenditure to $379,597. Construction must start within three years of selection for funding. The trail would be 10 feet wide like our current trail. Consider and/or act upon approval to extend the Interlocal Agreement with Parker County Emergency Services District No. 3. Fire Chief Paul Rust stated that April 30th ends the 18 month period of the original contract. Two Council members were previously appointed to an advisory committee with ESD3 and those members have been working with Ms. Hayes and Chief Rust on amending the agreement. This request is for the extension of the current agreement until a new agreement is approved by both parties. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this extension. Motion carried 5 - 0.

Monthly Financial Report for March 2015. Kyle Lester, Budget and Strategic Planning Manager, presented this item. He advised the Council that he will transition into presenting quarterly reports. If concerns arise, Mr. Lester will provide additional reports. Ms. Wilder inquired about trends in sales tax and how they appear to be well over the 2014 trajectory. Staff would like to wait a few months to ensure the trend continues. Ms. Wilder asked for an amendment in coming months that would allow Council to take actions they discussed during the current FY budget process. No action was required.
Receive a presentation and financial review including funding sources, major liabilities, retirement buyback, and future financial needs of the City. Dave Croff, Chief Financial Officer, presented this item. Mr. Croff reviewed the City's funding sources which are property taxes, sales tax, transfers and intergovernmental revenue, royalty revenue, and fund balance. The City's funding needs include: recommendations from the recent facilities needs assessment; the proposed library renovation; an ongoing fleet replacement program; general government capital projects; a fixed one percent annual cost of living adjustment; and benefit costs. Mr. Croff expects to receive the new actuarial estimate of the City's OPEB (other post-employment benefits) liability soon. The City is pay-as-you-go and dollars are set aside in both the General and Utility Funds. In 2008, we took steps to limit post-employment benefits so this liability will diminish in time. Regarding retirement benefits, employees can no longer bank all accrued leave hours. Vacation hours are limited to 320/employee and 480/firefighter. Sick leave is limited to 720/employee and 1,080/firefighter. Maximum accrual is six months’ leave. A few employees retire in any given year; if all that are eligible retired at once, it would cost the City $3.3M. Mr. Croff added that the City could manage it if needed. Regarding the service [...]

Dave Croff, Chief Financial Officer, presented this item. Council discussed this information in the Work Session. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.
