Presentation of the FY 2021-2022 Annual Report. City Manager James Hotopp presented the Annual Report. This item was for informational purposes only; no action was required or taken.

Consent agenda, approved as one vote (5-0, on the motion of Heidi Wilder, second by Kevin Cleveland): Approved the minutes of the City Council meeting held November 16, 2021. Reappointed Brian McKeown to the Planning and Zoning Commission. Appointed Liza Walters to the Weatherford Public Library Board and appointed Kindra Lucia to the Weatherford Parks and Recreation Advisory Board. Approved the Administrative Services Agreement with TML Health Benefits Pool. Approved the purchase of crack sealing services for various city streets via an interlocal agreement with the City of Grand Prairie from Curtco, Inc. in an amount not to exceed $100,000. Approved a final plat for Wossum Ranch Phase 3, 25 residential lots plus 1 existing gas-well site being 36.735 acres in the JJ Bradford Survey, Abstract No. 1931, City of Weatherford, Parker County, Texas, SBD2021-0085, on recommendation of the Planning and Zoning Commission (PZC), subject to all requirements of the subdivision ordinance, and to the following conditions which must be met prior to certification and filing: 1. Public improvements are required to be accepted before the final plat is recorded (Reference Weatherford Municipal Code (WMC) §11-5-9(C)(1)). A subdivision improvement agreement and surety are required to record the plat prior to acceptance of public improvements (Reference WMC) §11-5-9(C)(2). 2. The date the drawing was produced is not clearly shown on sheet 2 (Reference WMC) §11-5- 2(h)(2). 3. Include a note that Lot 39X is not for residential development and will be owner maintained. 4. A signed letter from the Weatherford Post Office stating that they accept the proposed location and placement of cluster box units (Reference WMC §11-5-3(e). 5. Include the recording information for the existing 30’ gas line easement shown on the plat (Reference WMC §11-5-2(m). 6. The temporary turnaround shown offsite is required to be within an easement. The easement will need to be recorded before the final plat is approved. 7. Provide documentation that at least 50 percent of the total street centerline length is curvilinear (Reference WMC §11-6-3(d). This applies to each phase of the development. 8. An approved preliminary plat is required before the final plat can be approved (Reference WMC §11-5-4(b). 9. Provide a recorded easement for offsite water line. Approved a preliminary plat for Glenn Addition, 11 residential lots being 45.855 acres in the J.M.V. Blackwell Survey, Abstract 2517 and the D. Blackwell Survey, Abstract 50, Parker County, Texas, SBD2021-0088, on recommendation of the PZC, subject to all requirements of the subdivision ordinance, and to the following conditions which must be met prior to approval: 1. The proposed 15’ utility easement on the northeast side of the roadway appears to be mislabeled in some areas. An extra line may also be showing up. The easement is shown adjacent to the right-of-way on Lots 1-3. Lots (4) and (6) show the easement label not adjacent to the right-of-way. The easement lines do not appear to be shown correct on Lot 7 as they don’t close. 2. Show all existing structures on the property on the existing conditions sheet (Reference WMC §11-4-5(d). 3. Include contour labels on the existing conditions sheet (Reference WMC §11-4-5(e). Contour intervals shall be no more than 2’. Approved a final plat for Glenn Addition, 11 residential lots being 45.855 acres in the J.M.V. Blackwell Survey, Abstract 2517 and the D. Blackwell Survey, Abstract 50, Parker County, Texas, SBD2021-0089, on recommendation of the PZC, subject to all requirements of the subdivision ordinance, and to the following conditions which must be met prior to certification and filing: 1. A signed letter from the Weatherford Post Office stating that they accept the proposed location and placement of cluster box units (Reference WMC §11-5-3(e). 2. The final plat shall exclude any additional information (e.g., physical features of or on the land, well heads) (Reference WMC §11-5-2. 3. An approved preliminary plat is required before the final plat can be approved (Reference WMC §11-5-4(b). 4. A note indicating the flood zones for the subdivision as provided by the FEMA Flood Insurance Rate Map and, if applicable, the limits of any areas within the 100-year flood plain (Reference WMC §11-5-2(o).

Consider authorizing the City Manager to execute a Lease Purchase Agreement with Motorola Solutions, Inc. in an amount not to exceed $4,900,000 for the P25 System Expansion. Director of Public Safety Lance Arnold presented this item. Following a brief presentation, the Council adjourned into Executive Session under Section 551.089 – deliberation regarding security devices or security audits: the deployment, or specific occasions for implementation, of security personnel, critical infrastructure, or security devices. The Council convened in Executive Session at 6:38 p.m. They reconvened in open session at 7:34 p.m. On the motion of Matt Ticzkus, second by Heidi Wilder, the Council voted unanimously to authorize the City Manager to execute a purchase agreement with Motorola Solutions, Inc. in an amount not to exceed $4.9 million for the expansion of the P25 system. Motion carried 5 - 0.
