Recognize David Mote, Recreation Manager of the Parks, Recreation & Special Events Department as the Recreational Professional of the Year 2019 awarded by Texas Recreation and Parks Society North Region. Director of Parks, Recreation and Special Events Shannon Goodman presented this award to David Mote. Recognition of the Parks, Recreation & Special Events Department for receiving the Recreation Facility Design Excellence Award from the Texas Recreation and Parks Society North Region for the Cherry Park Pool Renovation. Deputy City Manager James Hotopp presented this award to Director of Parks, Recreation and Special Events Shannon Goodman, Assistant Director Jaycob Kirkpatrick and Recreation Manager David Mote. Recognize City Manager Sharon Hayes' career and her retirement from the City of Weatherford. The Mayor and Council along with former Mayors Craig Swancy and Dennis Hooks, Deputy City Manager James Hotopp and Director of Electric Joe Farley recognized Sharon Hayes’ 34 years of service to the City of Weatherford. Presentation of the City's FY 2018-2019 Annual Report. City Manager Sharon Hayes presented this report.
Consent agenda, approved as one vote (5-0, on the motion of Kevin Cleveland, second by Heidi Wilder): Approved the minutes of the City Council meeting held November 12, 2019. Reappointed John Hinton, Rachel Pattillo, and Matt Ticzkus to the Planning and Zoning Commission; and reappointed Howard McClurkin to the Municipal Utility Board. Authorized the City Manager to purchase computer workstations with budgeted dollars in the amount of $95,513.00 using Texas Department of Information Resources (DIR) Contract DIR- TSO-4159. Adopted Ordinances O2019-56 and O2019-57 for establishing Stop and Yield signs at various street locations within the City and a speed zone change on East Lake Drive. The ordinances are captioned as follows: ORDINANCE O2019-56 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING WEATHERFORD CODE OF ORDINANCES, TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 3 TRAFFIC-CONTROL DEVICES, SECTION 10-3-12 SPECIFICALLY CONTROLLED STREETS BY ADDING THERETO CERTAIN INTERSECTIONS FOR THE ENFORCEMENT OF TRAFFIC CONTROL DEVICES ON RIGHT-OF-WAYS IN THE CITY OF WEATHERFORD, TEXAS, PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PAR.TS OF ORDINANCES IN CONFLICT, AND PROVIDING A SAVINGS CLAUSE, ESTABLISHING A PENALTY. ORDINANCE O2019-57 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING TITLE 10, CHAPTER 17, SECTION 10-17-2 BY MODIFYING FARM TO MARKET 730 REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A SAVINGS CLAUSE; AND PENALTY OF A FINE NOT TO EXCEED $200.00 FOR VIOLATION OF THIS ORDINANCE. Approved a professional services agreement with Catalyst Commercial, Inc. for services related to retail recruitment. Approved Resolution R2019-30 to name authorized City signers on all bank accounts at First Financial Bank. Approved Resolution R2019-31 authorizing City of Weatherford representatives to perform activities associated with the City's investment accounts at TexPool. Approved Resolution R2019-32 to name authorized City signers on all accounts at TexSTAR. Approved Ordinance O2019-58 repealing Title V, Chapter 10, regarding massage establishments, in its entirety. Authorized the City Manager to execute a professional services agreement with Brown Reynolds Watford Architects for architectural and engineering services for the City of Weatherford Public Safety building.
Consider approval of Resolution R2019-29 casting the City's votes for the Parker County Appraisal District Board of Directors (PCAD). City Manager Sharon Hayes presented this item. On the motion of Kevin Cleveland, second by Heidi Wilder, the Council voted unanimously to cast the City’s votes equally for Jerry Durant and John Hinton. Motion carried 5 - 0.
Consider preliminary plat approval for the Blue Beacon Addition, 9.53 acres on Banks Drive and a replat of Lot 1 of the Gasaraj Addition, City of Weatherford, Parker County, Texas. SBD2018- 0046. Director of Development and Neighborhood Services Kaleb Kentner presented this item. This is a single- lot preliminary plat. The Planning and Zoning Commission voted unanimously at their last meeting to recommend approval of this item. On the motion of Jeff Robinson, second by Curtis Tucker, the Council voted unanimously to approve this item as presented. Motion carried 5 - 0.
Consider preliminary plat approval, including waiver from certain requirements of Title XI, Subdivision Ordinance, specifically waiver from Sec. 11-5-9(a), construction or reconstruction of adjacent substandard street, for the Waste Connections addition, 14.323 acres at 3306 Old Brock Road, City of Weatherford, Parker County, Texas. SBD2019-0047. Director of Development and Neighborhood Services Kaleb Kentner presented this item. On the motion of Kevin Cleveland, second by Curtis Tucker, the Council voted unanimously to approve this item with the following conditions: 1. Prior to issuance of site development permit, revise plat to show lot and block number of the proposed lot to be platted. Weatherford Municipal Code 11-2-4(i)(5). 2. Prior to issuance of site development permit, revise plat to show zoning of the subject property and all adjacent properties. Weatherford Municipal Code 11-2-4(i)(16). 3. Prior to issuance of site development permit, applicant shall escrow funds equal to the cost of constructing one-half of Old Brock Road along the project frontage to a standard minor arterial section. 4. Prior to acceptance of public improvements, vehicle entrance to property from Old Brock Road shall be constructed as concrete. 5. SBD2019-0053. Director of Development and Neighborhood Services Kaleb Kentner presented this item. On the motion of Jeff Robinson, second by Curtis Tucker, the Council voted unanimously to approve this item with the following condition: 1. Prior to plat certification and filing, all public improvements shall be completed by developer and accepted by the City. Sec. 11-2-5(a). Motion carried 5 - 0.
Consider final plat approval for the 40-lot Parker’s Draw Section 1 addition, being 10.251 acres on Charles Street between Newport Road and S Bowie Drive, City of Weatherford, Parker County, Texas. SBD2019-0057. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The Planning & Zoning Commission met on Nov. 13 and voted unanimously (5 - 0) to recommend approval with two conditions. On the motion of Curtis Tucker, second by Jeff Robinson, the Council voted unanimously to approve this item with the following conditions: 1. Prior to plat certification and filing, provide recorded easement documents for offsite storm drain and access roadway and update plat to include the recording information for such easements. 2. Prior to plat certification and filing, all public improvements shall be completed by developer and accepted by the City. Weatherford Municipal Code Sec. 11-2-5(a). Motion carried 5 - 0.
