Recognize Lyndsie Montgomery for being named an International Downtown Association fellow for 2022. Mayor Paschall presented this recognition to Ms. Montgomery. Proclamation naming March 27, 2022 as Curtis Jefferson Day. Council Member Kevin Cleveland presented this proclamation to Pastor Jefferson. Proclamation naming April 2022 as Sexual Assault Awareness Month. Council Member Matt Ticzkus presented this proclamation to representatives of Freedom House. Presentation of the 2021 Achievement of Excellence in Libraries Award from the Texas Municipal Library Directors Association. Curren McLane of the Azle Memorial Library presented this award to Director of Library Services Chris Accardo on behalf of the Texas Municipal Library Directors Association.
Consent agenda, approved as one vote (5-0, on the motion of Matt Ticzkus, second by Jeff Robinson): Approved the minutes of the City Council meeting held March 8, 2022. Authorized the City Manager to renew the support contract of Central Square for the Computer Aided Dispatch/Records Management System (CAD/RMS) system in the amount of $81,765.24. Approved the final plat for the Hidden Lake Estates, Phase 1 subdivision, 73 lots located at 540 East B.B. Fielder Road, being 12.397 acres out of the R. Inman Survey, Abstract Number 726, City of Weatherford, Parker County, Texas, SBD2022-0010, on recommendation of the PZC, subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. Indicate the centralized mail collection location. WMC 11-5-2(h)(1)(c) 2. Provide bearings and distances for the street centerline segments. There are inconsistencies with line labels and tables. WMC 11-5-2(m) 3. Provide sufficient information to accurately reproduce easements (VAM, private retaining walls) on the ground. WMC 11-5-2(m) 4. Record an easement for the temporary turnaround and show recording information on the plat. WMC 11-5-2(m) 5. Provide recording information for the Storm Water Detention Pond Easement if it has been abandoned. Otherwise, remove the note to be abandoned. WMC 11-5-2(m) 6. Provide the required Owner's Dedication statement. WMC 11-5-2(q)(1) 7. Provide the required certificate of responsible surveyor. WMC 11-5-2(q)(2) 8. Approved an amendment to the professional services contract with Pacheco Koch Consulting Engineers, LLC for Interstate Highway 20 (I-20) Gateway Design in the amount not to exceed $9,200. Approved the TML Health Benefits Pool COBRA Continuation of Coverage Administrative Agreement. Approved an addendum to the General Services contract (Bid #2022-009) with Brightview Landscape Services Inc. for Mowing and Landscaping City Properties in the amount not to exceed $31,432.59. Approved a final plat for Everlaugh, two residential lots being 10.425 acres located at 1651 Friendship Rd, in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2022-0007, on recommendation of the Planning and Zoning Commission, subject to all requirements of the subdivision ordinance. Authorized the City Manager to renew the enterprise license agreement with Environmental Systems Research Institute, Inc. (ESRI) for the ESRI software system in the amount of $38,500.00 annually for a 3-year term. Consider approval of a preliminary plat approval for Freeman Ranch, 77 residential lots being 177.37 acres located at West Lambert Road, in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2022-0009. This item was removed from the Consent Agenda for separate consideration. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of the preliminary plat for Freeman Ranch, subject to all requirements of the subdivision ordinance and, specifically, the following conditions: 1. Show the names of all proposed streets and proposed street dimensions. WMC §11-4-4(b) 2. Update proposed lot dimensions showing right-of-way to be dedicated for West Lambert Road WMC §11-6-2(b) Correct the spelling of "VARIABLE WIDTCH ROW DEDICATION". 3. Street B and Street D shall be in alignment or shall be separated by a distance greater than 150'. WMC §11-6-3(f) 4. Confirm property boundaries to resolve conflicting surveys. Mr. Kentner stated that a fifth condition has been added as follows: 5. The two (2) required access points or roads shall be placed a distance apart equal to or not less than one half of the length of the maximum overall diagonal dimension of the property or area to be served, measured in a straight line between access points. WMC §11-6-3(a) The following spoke regarding this item:. Robert Randolph, 327 Duke Trail, spoke for himself as well as Joe and Ann Geer of 107 Cahill Court. Mr. Randolph mentioned concerns with the proposed development including the floodplain, drainage, boundary lines, and utility easements. Chuck Stark, Barron Stark Engineers, stated he had not been able to review the diagonal distance; however, anticipated being able to meet all the conditions prior to the submission of the final plat. Ralph Freeman, 12895 Josey Lane, Farmer's Branch, Texas spoke in favor of the project. Cary McKay, 125 Big Jake Court, spoke in favor of the project and stated that Mr. Randolph has made numerous attempts to purchase land from the Freemans. this item with the aforementioned five conditions. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2022-05 amending the Weatherford Municipal Code Title XI, Subdivision Regulations. Assistant City Manager Aaron Russell presented this item. Mr. Russell stated that staff has determined that the health, safety, and general welfare within the City and its extraterritorial jurisdiction (ETJ) are promoted by the amendment of Title XI, Subdivision Regulations, to include clarifying provisions for supplying water and sewer services to properties subject to such regulations. The proposed amendment specifies that all subdivisions within the City and the ETJ shall be provided with an approved water supply and distribution system and an approved sewage collection and disposal system, and further provides that requests for the City's water and wastewater services within the ETJ shall be considered in accordance with the City's Water and Wastewater Service Policy. Mr. Russell stated there are no current developments in the process that this amendment would affect. At their March 22, 2022 Special Session, the Planning and Zoning Commission voted 6 – 0 to recommend adoption of Ordinance O2022-05 to the City Council.
