Accepted the FY21 3rd Quarter Investment Report for the quarter ended June 30, 2021. Authorized the City Manager to sign an Interlocal Agreement between the North Central Texas Emergency Communications District and the City of Weatherford for Regional 9-1-1 Service. Authorized the City Manager to execute a professional services agreement with Freese and Nichols, Inc. in the amount of $86,450 for engineering services needed to design a replacement bridge recently destroyed on North Boundary Street. Approved the purchase of a 2022 Ford F-750 dump truck for the Transportation and Public Works (TPW) department from Southwest Ford, Inc. through a corporative purchasing agreement with the Weatherford Independent School District (WISD). Approved a final plat for BD Acres, 2 residential lots being 10.864-acres in and being a portion of the McKinney and Williams Survey, Abstract No. 961 and portion of the D.W. Mayor Paschall announced that staff provided a new copy of this ordinance with grammatical changes. The ordinance is captioned as follows: ORDINANCE O2021-43 AN ORDINANCE AMENDING THE EXISTING ELECTRIC FRANCHISE BETWEEN THE CITY AND ONCOR ELECTRIC DELIVERY COMPANY LLC, TO EXTEND THE TERM OF THE FRANCHISE; PROVIDING AN EFFECTIVE DATE; PROVIDING FOR ACCEPTANCE BY ONCOR ELECTRIC DELIVERY COMPANY LLC; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS ORDINANCE IS PASSED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW. Consider adoption of Ordinance O2021-19 to close, vacate and abandon a portion of Oldham Avenue in the Milliken Heights Addition to the City of Weatherford and authorize the Mayor to execute a Quit Claim deed to the adjacent landowners. EDWARDS SURVEY, ABSTRACT NO. 416, Parker County, Texas, being a portion of that certain tract of land described in deed to Wilson Ranch and Development, LLC, recorded in Instrument Number 202025436, Official Public Records, Parker County, Texas and being a portion of the existing Right-of-Way of White Settlement Road. Director of Development and Neighborhood Services Kaleb Kentner presented this item. This is a public hearing for the annexation only. Mr. Kentner and City Engineer Bill Smith stated that this item will still have to come forward for a zone change and platting in the future, at which time drainage concerns will be taken into consideration. At the July 14th meeting, the Planning and Zoning Commission approved the zone change by a vote of 5 - 0. As there were no other speakers, Mayor Paschall closed the hearing at 7:07 p.m. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve and adopt the ordinance for the amendment to the PD with the understanding that masonry will be used for the exterior of the detached garages and that wrought iron fencing will be used around the entire property. Hold a PUBLIC HEARING and consider adoption of Ordinance O2021-38, a request for conditional use permit approval for a bed and breakfast and accessory event facility at 808 South Lamar Street, City of Weatherford, Parker County, Texas. CUP2021-0005. Mr. Kentner presented this item. Staff recommended approval of the conditional use permit for a bed and breakfast and accessory event facility, subject to the following conditions: 1. 1. An additional 11 parking spaces shall be constructed at the rear of the property as proposed in the applicant’s site plan. 2. No bed and breakfast guests, event attendees, or staff may park on-street. 3. Events may occur on the exterior grounds only between the hours of 9:00 a.m. and 9:00 p.m. Events outside of these hours or extending beyond these hours shall be entirely indoors. 4. Events shall be limited to a capacity of 100 attendees. 5. Events shall be limited to a total of 12 per calendar month. 6. Full compliance will all applicable conditions and ordinances must be maintained. If a third violation notice is issued within an 18-month period, all operations must cease until compliance is met. 7. This conditional use permit will be void if not completed within 1 year or if abandoned for more than 180 days.
