Weatherford City Council, March 24, 2020: 17 items; public hearing, discuss and consider approval of Ordinance O2020-15 amending Figure 6.2

Consent agenda, approved as one vote (4-0, on the motion of Heidi Wilder, second by Kevin Cleveland): Authorized the City Manager to enter into an agreement with Jerry's GM LLC for the 3-year lease-purchase contract of four unmarked police vehicles for an amount of $139,569.93. Approved Ordinance O2020-19 amending the City of Weatherford's fee schedule for FY20. Approved Resolution R2020-09 stating that the Investment Policy and Strategy, which conforms to the Public Funds Investment Act of the Texas Government Code Chapter 2256 and the Public Funds Collateral Act Chapter 2257, covering the four primary objectives of safety, liquidity, diversification and yield, as well as the key components of investment strategy, delegation of responsibility, prudence, internal controls, authorized investments, reporting collateral and safekeeping, has been reviewed. The following item was removed from the Consent Agenda due to the cancelation of the Tax Increment Reinvestment Zone (TIRZ) Board No. 2 meeting which was previously scheduled for 5:00 p.m. this date. The Council did not consider this item. Consider approval of Ordinance O2020-18 approving the final project and finance plan for the Tax Increment Reinvestment Zone (TIRZ) Number Two (2). Consider authorizing the City Manager to execute an interlocal agreement with Parker County to provide library services for Parker County residents. Assistant City Manager Brad Burnett presented this item. Parker County will pay $51,865 per this agreement. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 4 - 0.

Hold a PUBLIC HEARING, discuss and consider approval of Ordinance O2020-15 amending Figure 6.2 of the Weatherford Thoroughfare Plan. Director of Capital Projects Terry Hughes presented this item. The City of Weatherford’s Transportation Advisory Board began a review of the Thoroughfare Plan and held a series of public meetings between August 2019 through January 2020. The Board finalized its recommended changes to the Thoroughfare Plan on February 27, 2020. Mr. Hughes reviewed the recommended changes. Mayor Paschall opened the public hearing at 6:40 p.m. As there were no speakers, neither in attendance, nor remotely, Mayor Paschall closed the hearing at 6:40 p.m. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this ordinance. Motion carried 4 - 0.

Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-16 for an amended Conditional Use Permit (CUP) for outdoor storage and display accessory to a retail use in the C1 Commercial zoning district at 102 College Park Drive, City of Weatherford, Parker County, Texas. ZCH2020-0002 Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their March 11, 2020 meeting, the Planning and Zoning Commission (PZC) voted (7 - 0) to approve the CUP with the following staff provided conditions of approval: 1. Approve proposed outside storage and sales sites as shown on development site plan except for north western parking lot next to kiosk. 2. Relocated compound shall be screened using previously approved fencing and masonry columns requirements. The side, of the relocated compound, facing the store may be exempted from the vinyl coated fence screen requirement for display and security reasons. 3. Previous site must be restored to parking lot with median and properly striped for parking. 4. Provide striping for 15 feet display border in the two storage areas behind the store. 5. No further expansions of exterior storage or display will be allowed under the approved CUP. Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-17 for a CUP for Mini- Warehouse/Self Storage at 901 West Interstate Highway 20, City of Weatherford, Parker County, Texas. ZCH2020-0004. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The PZC met on March 11, 2020 and voted unanimously (7 - 0) to recommend approval of the CUP for mini- warehouse/self-storage with the following conditions: 1. Office units will only be C2 Permitted Uses unless approved by future CUP(s) and must not exceed required parking space allotments per Zoning Regulations section 12-5-4. 2. No more than two signs (monument or pylon) total for the entire property. Wall signs for individual offices per Zoning Regulations section 12-5-7. Approved sign permit(s) required prior to putting up any signs. 3. Screened fencing or wall around the storage units of 6 feet in height and of approved materials per Zoning Regulations section 12-5-5. Approved fence permit required prior to erection of any wall or fence. 4. Hold a PUBLIC HEARING and consider adoption of O2020-20 amending Title XI – Subdivision Regulations for the City of Weatherford and its extraterritorial jurisdiction (ETJ). MCA2020- 0002. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommends revisiting the proposal to park land fees that was originally presented to the PZC on March 11, 2020 at a later time. The Commission unanimously recommended approval (7 - 0) at its meeting March 11, 2020. Mayor Paschall opened the public hearing at 6:55 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 6:55 p.m. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve this item. Consider a PRELIMINARY PLAT for the 44-lot Crown Valley, Phase 2, Section 3B, 16.51 acres on Crown Valley Drive, City of Weatherford, Parker County, Texas. SBD2019-0054. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their March 11, 2020 meeting, the PZC voted (7 - 0) to approve the plat as proposed. Applicant’s engineer Chuck Stark, 6221 Southwest Boulevard, Fort Worth, Texas was available remotely. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 4 - 0.

Consider a FINAL PLAT for the 20-lot Windmill Meadows Addition, being 7.765 acres, located between East Columbia and Tower Street, City of Weatherford, Parker County, Texas. SBD2020- 0007. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The PZC met on March 11, 2020 and recommended approval (6 - 1) of the plat subject to the following conditions indicated by staff: 1. Update title block to reflect the correct year 2020 (Currently has April 2019). (Completed 3/10) 2. Remove all references to zoning districts from plat. (Completed 3/10) 3. Include the number of lots and open space lots within the subdivision in the title block. (Completed 3/10) 4. Show the right-of-way centerline of East Columbia Street. (Completed 3/10) 5. Public improvements are required to be accepted before the final plat is recorded 6. The right-of-way dimensions are missing. 7. A 10’ access easement along the back of Lots 1-3, Block 1 is required. This easement will provide access to the existing concrete channel and a note related to fences being constructed outside of the easement will need to be added to the plat. (Completed 3/10) 8. Consider a FINAL PLAT for one lot and right-of-way dedication at 816 East Oak Street, described as 0.72 acres and a portion of Lot 1, Block 11, Yeoman’s Addition, City of Weatherford, Parker County, Texas. SBD2020-0008. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The PZC met on March 11, 2020 and voted unanimously (7 - 0) to approve the plat. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 4 - 0.

Consider a MINOR PLAT for a 2.545-acre lot at 1507 Ranger Highway in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2020-0009. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their March 11, 2020 meeting, the PZC voted (6 - 1) to approve the plat with the following conditions, all of which must be met prior to certification and filing: 1. Please show the right-of-way centerline of Ranger Highway (Weatherford Municipal Code (WMC) §11-5-2(k)). 2. Please show bearings and distances for each property line (Weatherford Municipal Code (WMC) §11-5-2(k)). 3. Ranger Highway is shown as a major arterial roadway on the City Thoroughfare Plan with an ultimate right-of-way of 120’. Ten feet (10’) of right-of-way dedication is required (Weatherford Municipal Code (WMC) §11-6-2). 4. Drainage Report must be accepted by City Engineer. Applicant’s engineer Scott Crawford, 12409 Bella Vineyard Drive, Fort Worth, Texas was available remotely. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve with the aforementioned conditions. Motion carried 4 - 0.

Consider a PRELIMINARY PLAT for the 137 residential lot Waterford Park on 44.253 acres out of the Texas and Pacific Railway Company Survey, Abstract No. 1499 and the John McCullough Survey, Abstract No. 911, City of Weatherford, Parker County, Texas. SBD2020-0010 Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their March 11, 2020 meeting, the PZC voted (7 - 0) to approve the plat with the following conditions, all of which must all be met prior to certification and filing: 1. Corner lots shall have a minimum lot width equal to the minimum depth of the zoning district (110 feet) pursuant to Subdivision Regulation 11-6-1(a). 2. Dedicate a proportionate ratio of land for amenities as required by the Planned Development (6 acres). 3. Revise the Waterford Way right-of-way to be 60’ as opposed to 100’. The revision should avoid reserve strips, but an access easement will be acceptable if a reserve strip exists. 4. All street centerlines, intersections, and right-of-way radii shall conform to the standards in the Engineering Design and Construction Manual and are subject to approval by the City Engineer. 5. Consider a PRELIMINARY PLAT for the one-lot Victron Addition, described as 2.253 acres out of the George Staggs Survey, Abstract 1196, City of Weatherford, Parker County, Texas. SBD2020-0011. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The PZC met on March 11, 2020 and voted unanimously (7 - 0) to approve the plat subject to the following condition: prior to approval of final plat, show recording information for Midcoast Gathering Gas Line Easement and release of the Enbridge Pipeline Easement. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve the plat subject to the aforementioned condition. Motion carried 4 - 0.

Consider a FINAL PLAT for the Remington Ridge Addition, 13.826 acres located on Kirkpatrick Drive and situated in the T.W. Beal Survey, Abstract No. 166, City of Weatherford, Parker County. TexasSBD2020-0013 Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their March 11, 2020 meeting, the PZC voted (7 - 0) to approve the plat with the following conditions: 1. Public improvements are required to be accepted before the final plat is recorded (Subdivision Regulation 11-5-9(c)(1)). Alternatively, an approved development agreement and surety are required to record the plat prior to acceptance of public improvements (Subdivision Regulation 11-5-9(c)(2)). 2. Approval of the development agreement. 3. Dedication of right-of-way for Kirkpatrick Drive. 4. Show the right-of-way centerline of Kirkpatrick Drive (Subdivision Regulation 11-5-2(k)). 5. Label the Kirkpatrick Drive right-of-way dedication. 6. The 15’ and variable width drainage easement will need to be labeled as private. 7. Consider adoption of Resolution R2020-10 extending the Declaration of Local Disaster until midnight on May 12, 2020. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to approve this item. Motion carried 4 - 0.

Receive local COVID-19 update from City Manager. City Manager James Hotopp and Assistant City Manager Brad Burnett presented this item. Emergency Management Coordinator Sean Hughes also spoke regarding this item. No action was required or taken.
