Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council Work Session with the Planning & Zoning Commission held April 13, 2017; and the City Council meeting held April 25, 2017. Approved Resolution R2017-14 requesting the temporary closure of U.S. Highway 180 for the annual Parker County Peach Festival. Approved a one year extension to the current contract to the Weatherford Farmer’s Market agreement. Appointed James Dickason, Wayne Garrett, Phil Trew, Jim Duncan, Mark Bryant, Bob Glenn, and Sharon Hayes to the Weatherford Industrial Corporation. Adopted Ordinance 841-2017-25 to revise the existing school zones for Longhorn Drive and establishing new school zones on South Bowie Drive, Edna Street and Walnut Street, and adopting ordinance 840-2017-24 establishing a No Parking zone on South Bowie Drive. Hold a PUBLIC HEARING and consider approval of Ordinance 843-2017-27 for a zoning change from C1 Commercial District to C1 Commercial District with a Conditional Use Permit (CUP) for Veterinarian Clinic (no outside kennels) located at 1320 Santa Fe Drive, more generally described as Lot 2, Block 12R, College Park Addition, City of Weatherford, Parker County, Texas. Project ZCH2017- 0010 Stan Hamrick, City Planner, presented this item. The veterinary clinic on East Park Avenue is moving into the larger building that fronts on Santa Fe, on the same corner. The facility is slightly larger and will be busier; however, it will still be a small animal vet clinic. The entire operation will be moving into the new space. Per the ordinance, the kennels ae required to be inside. Mayor Swancy opening the Public Hearing at 6:35 p.m. As there were no speakers, Mayor Swancy closed the hearing at 6:35 p.m. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this item. Consider a request to Master Plat Phases I and II of the Johnson Estates Subdivision, located at the most southerly extension of Cherry Street, Jade Lane, and Allen Street, more generally described as being in the Oliver Davis Survey A-372, and the Sarah Monk Survey, A-906, City of Weatherford, Parker County, Texas. Project SBD2017-0016 Mr. Hamrick presented this item as well. The current owner wants to split their 12 acres in half. The westernmost six acres is to be sold and it is anticipated that a single-family home is to be built on that lot. Jade Lane and Cherry Street end in cul-de-sacs. Van Street, at the end of the cul-de-sacs had never been built. Van Street will be a connector street allowing connectivity to Jade Lane and Cherry Streets. The current owner will still own phase II and has no immediate plans for that property. If phase II develops, the City will obtain the right-of-way to continue Van Street to the east. The Preliminary Plat or Minor Plat will further detail the escrow of funds for the connectivity of Van Street for Cherry Street and Jade Lane. Staff makes no assumptions as to why Van Street was never developed. Doing so now provides loop connectivity for Jade Lane and Cherry Street as they both need two means of ingress/egress and currently there is only one means for each street. Discuss and consider a recommendation to name Field #2 at the Holland Lake Sports Complex after Tommy Williams. Shannon Goodman, Director of Parks, Recreation, and Special Events, presented this item. With the support of Parks and Recreation Advisory Board, staff recommended naming Field #2 at the Holland Lake Sports Complex after Tommy Williams. Mr. Williams passed away in February after a lengthy battle with cancer. He made many contributions to baseball in Weatherford for over 20 years and has been a great ambassador for the Parks Department. On the motion of Heidi Wilder, second by Dale Fleeger, the Council voted unanimously to approve this request. Motion carried 5 - 0.
Discuss and consider development of a policy for funding General Fund and Hotel Occupancy Tax fund requests. City Manager Sharon Hayes presented this item asking for Council's direction on giving General Fund and Hotel Occupancy Tax Fund grants to local organizations. Discussion included: • Do not draw HOT funds down such that the fund becomes depleted. • Organizations requesting/receiving HOT funds should use specific criteria to prove their organization or events put 'heads in beds'. • General Fund grants should be given to organizations that have a direct cost benefit to the citizens. • No more than one fund day should be allocated for General Fund grants. • Some agencies that request General Fund grants use the money to pay utility bills. • The City should not provide a grant that will pay an agency who in turn will pay the City back for the client’s utility bills. • Develop an evaluative process regarding the services the entities provide. • The agencies know which clients need the money/bills paid; the City does not know who needs it. • Only two organizations receive HOT funds because the state statues are very strict. • Be responsible with the distribution of funds. • HOT funds are expected to fluctuate so there is no issue with depleting the fund. • Use very specific criteria for General Fund grants since they are given with taxpayers' dollars.
