3.a: Consider a request for preliminary plat approval for Whiterock Homes Phase 2, being 34 residential lots on approximately 10.273 acres of land, generally located on 1713 E. Bankhead Dr., City of Weatherford, Parker County, Texas. SBDP-25-0004. Planner Katelyn Seckman presented a request for preliminary plat approval for Whiterock Homes Phase 2, located at 1713 E. Bankhead Drive, submitted by applicant Glenn Lynch. On the motion of Zachary Cray, second by Sharon Hayes, the Commission voted unanimously to recommend approval of the preliminary plat, subject to all requirements of the Subdivision Ordinance and the following three conditions: 1. The final alignment and design of all public improvements are subject to review and approval of the civil plans during the Site Development Permit process. 2. Per Section 11-6-3(d), at least 50% of the total centerline length of all streets within a residential subdivision must incorporate a curvilinear design. Please provide a chart or details showing how this criteria is met. 3. Please include a note on the plat indicating that Lot X Block 1, designated for the drainage easement, will be owned and maintained by the HOA. The motion carried 7 - 0.
3.b: Hold a PUBLIC HEARING to review a request for a general plan and zoning map amendment from C1 General Commercial to C2 Interstate Commercial with a conditional use permit for a Recreational Vehicle Park/Campground Use on an approximate 10.97-acre tract being generally located at 2205 Tin Top Road, City of Weatherford, Parker County, Texas. ZCH-25-0006 & CUP-25-0006. Planner Sergio Baeza presented a general plan and zoning map amendment from C1 General Commercial to C2 Interstate Commercial with a conditional use permit for a Recreational Vehicle Park/Campground Use for the property located at 2205 Tin Top Road, submitted by applicant James McDonald. PZC06112025 Page 1 of 5 • David Konen, 8101 Boat Club Road, Suite 315, Fort Worth, spoke on behalf of the applicant and addressed the plans for the project. Chair Brian McKeown opened the Public Hearing at 2:40 p.m. There being no speakers, Chair McKeown closed the Public Hearing at 2:41 p.m. The Commission held a discussion with City staff and Mr. Konen regarding the request and associated project. On the motion of John Hinton, second by Rod White, the Commission voted unanimously to table this item to the next Planning and Zoning Commission meeting, July 16, 2025. The motion carried 7 - 0.
3.c: Consider a request for final plat approval for McDonald Addition, being 1 lot on approximately 10.97 acres of land, generally located at 2205 Tin Top Road, City of Weatherford, Parker County, Texas. SBD-25-0002. David Konen withdrew this request on behalf of the applicant.
3.d: Hold a PUBLIC HEARING to review a request by Charles Carter, regarding a request for a conditional use permit for a New Office Building on an approximate 0.364-acre tract being generally located at 215 E. Church Street, in the City of Weatherford, Parker County, Texas. CUP-25-0007. Planner Sergio Baeza presented a conditional use permit request at 215 E. Church Street, submitted by applicant Charles Carter. • Applicant Charles Carter, 215 E. Church Street, stated he was available for any questions. Chair Brian McKeown opened the Public Hearing at 3:05 p.m. There being no speakers, Chair McKeown closed the Public Hearing at 3:05 p.m. On the motion of Brian McKeown, second by Zachary Cray, the Commission voted unanimously to recommend approval of the Conditional Use Permit request subject to the following two conditions: 1. Hours of operation for the business shall be limited to Monday - Sunday, 7:00 a.m. to 8:00 p.m. 2. Temporary signs, banners, and other advertisements shall not be permitted on the property. The motion carried 7 - 0.
3.e: Hold a PUBLIC HEARING and consider a request for Vida Weatherford for a general plan and zoning map amendment from (AG) Agricultural to (R3) Multifamily Residential with a (P) Planned Unit Development Overlay, being two phases with 306 multifamily units on an approximate 14.17-acre tract generally located at the Southeast corner of Cleburne Ave. and Tin Top Road, City of Weatherford, Parker County, Texas. ZCH-25-0007. Director of Development Services Kaleb Kentner presented and reviewed the current housing analysis. Senior Planner Monica Johnson presented a request for a general plan and zoning map amendment from (AG) Agricultural to (R3) Multifamily Residential with a (P) PZC06112025 Page 2 of 5 Planned Unit Development Overlay, generally located at the southeast corner of Cleburne Avenue and Tin Top Road, submitted by applicant BT Cobb Development LLC. • Michael Smith, 111 S. SBDP-25-0005. Senior Planner Monica Johnson presented a request for preliminary plat approval for Vida Weatherford, located at the southeast corner of Cleburne Avenue and Tin Top Road, submitted by applicant BT Cobb Development LLC. On the motion of Brian McKeown, second by John Hinton, the Commission voted to recommend approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and the following seven conditions: 1. 3.h: Consider a request for preliminary plat approval for Avilla Lockwood, being 1 lot on approximately 17.819 acres of land, generally located at the Southeast corner of BB Fielder Road and Causbie Road, City of Weatherford, Parker County, Texas. SBDP- 25-0006. Senior Planner Monica Johnson presented a request for preliminary plat approval for Avilla Lockwood, generally located at the southeast corner of BB Fielder Road and Causbie Road, submitted by applicant NexMetro Communities. On the motion of Brian McKeown, second by Kathy Wylie, the Commission voted unanimously to recommend approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and the following four conditions: 1. Provide a 10-foot Utility Easement along BB Fielder Road and Causbie Road. 2. Update with the correct Acreage and metes and bounds as well as include the topography of the property after any grading has been done. 3. Include the width of both E BB Fielder and Causbie Roads. 4.d: Fueling Station Update. Director of Development Services Kaleb Kentner presented an update on fueling stations, as requested by the Commission at the previous month’s meeting. He reported an average of 11.5 pumps per station, totaling 380 pumps within the city limits, with nearly all offering both gasoline and diesel. The Commission concurred with staff’s recommendation to continue requiring future fueling stations to obtain approval through the Conditional Use Permit (CUP) process.
