3.a: Consider a request for preliminary plat approval for Villas at Heritage Point Addition, being 90 single family lots, 9 townhome lots, and 6 open space lots on approximately 16.788 acres of land being generally located along East 1st Street, City of Weatherford, Parker County, Texas. SBDP-26-0004. Senior Planner Monica Johnson presented a request for preliminary plat approval for the Villas at Heritage Point Addition located along East 1st Street, submitted by applicant Rob Foster. On the motion of Sharon Hayes, second by Zachary Cray, the Commission voted unanimously to recommend approval of the preliminary plat as presented, subject to all requirements of the Subdivision Ordinance. The motion carried 6 - 0.

3.b: Hold a PUBLIC HEARING and consider a request for a Zoning Map Amendment from (AG) Agriculture to (RE) Residential Estate on an approximate 1.71-acre tract being located at 106 Woodland Trail, City of Weatherford, Parker County, Texas. ZCH-26-0004. Senior Planner Monica Johnson presented a Zoning Map Amendment request for 106 Woodland Trail, submitted by applicant Garth Willson. Chair Tarbay opened the Public Hearing at 2:38 p.m. • Margorie Putnam, 108 Woodland Trail, spoke in opposition to the request. With no further public comments received, Chair Tarbay closed the Public Hearing at 2:41 p.m. PZC05132026 Page 1 of 3 On the motion of Sharon Hayes, second by John Hinton, the Commission voted to recommend approval of the Zoning Map Amendment request as presented. The motion carried 5 - 1. Commission Member Zachary Cray voted in opposition.

3.c: Hold a PUBLIC HEARING and consider a request by Eureka Land & Development Company LLC to amend the existing Planned Development (PD) District Standards and Development Plan for Eureka Trails Addition, City of Weatherford, Parker County, Texas. ZCH-26-0006. Planner Katelyn Seckman presented a request to amend the existing Planned Development District Standards and Development Plan for Eureka Trails Addition, submitted by applicant Eureka Land & Development Company, LLC. Chair Tarbay opened the Public Hearing at 2:53 p.m. • Frank Williford, 914 El Dorado Street, and Thomas Scott Hart, 938 El Dorado Street, expressed concerns regarding the proposed amendment and requested the item be tabled to allow additional time for research. With no further comments, Chair Tarbay closed the Public Hearing at 3:02 p.m. • Richard Teague, 940 El Dorado Street, spoke about the proposed plans for the project. On the motion of John Hinton, second by Zachary Cray, the Commission voted unanimously to recommend approval of amending the existing Planned Development and Development Plan request as presented. The motion carried 6 - 0.

3.d: Hold a PUBLIC HEARING and consider a request for a Zoning Map Amendment from (CBD) Central Business District to (CN) Central Neighborhood on an approximate 0.2-acre tract being located at 210 W. Water St, City of Weatherford, Parker County, Texas. ZCH-26-0005. Planner Katelyn Seckman presented a request for a Zoning Map Amendment located at 210 West Water Street, submitted by applicant Reggie Smith. Chair Tarbay opened the Public Hearing at 3:11 p.m. With no comments received, Chair Tarbay closed the Public Hearing at 3:12 p.m. On the motion of Zachary Cray, second by Wayne Garrett, the Commission voted unanimously to recommend approval of the Zoning Map Amendment request as presented. The motion carried 6 - 0.

3.e: Hold a PUBLIC HEARING and consider a request for a Zoning Map Amendment from (RE) Residential Estate to (RE) Residential Estate with a (P) Planned Unit Development Overlay on an approximate 21.13-acre tract being located at 1609 Old Dicey Rd., City of Weatherford, Parker County, Texas. ZCH- 26-0007. Planner Sergio Baeza presented a request for a Zoning Map Amendment with a Planned Unit Development Overlay at 1609 Old Dicey Road, submitted by applicant Rustin Kinman. Chair Tarbay opened the Public Hearing at 3:19 p.m. PZC05132026 Page 2 of 3 • Janis Burgess, 117 North La Colina Road; James Wright, 117 Ashley Lane; Robert Miller, 103 North La Colina; Lisa Catlin, 2109 Old Dicey Road; and Cheryl Dunkley, 2300 Old Dicey Road, all spoke in opposition to the request. • Lynn Baber, 2126 Timber Cove Court, reiterated that the Planned Unit Development Overlay would remain with the property. • Chair Tarbay reported that a letter of opposition had been received from Crystal Pfeil, 214 De La Cruz Street. With no further comments, Chair Tarbay closed the Public Hearing at 3:33 p.m. Development Services Director Scott McDonald addressed concerns raised during the Public Hearing and responded to questions from the Commission.
