Recognize Christina Soontornvat for her accomplishment in being awarded two Newbery Honors by the American Library Association for her books A Wish in the Dark and All Thirteen: The Incredible Cave Rescue of the Thai Boys' Soccer Team. Director of Library Services Chris Accardo presented this item. Ms. Soontornvat was applauded for this amazing accomplishment.

Consent agenda, approved as one vote (4-0, on the motion of Matt Ticzkus, second by Jeff Robinson): Approved the minutes of the City Council Meeting held June 8, 2021. Approved a final plat approval for the Hickory Place subdivision, 22 lots on 4.29 acres situated in the Sarah Monk Survey, Abstract No. 906, City of Weatherford, Parker County, Texas. SBD2021-0028. Approved a final plat for a 1 lot single family lot on 2.05 Acres situated in the J.L. Edwards Survey, Abstract No. 416, City of Weatherford ETJ, Parker County, Texas SBD2021-0010. Approved Resolution R2021-14, allowing staff to apply for the North Central Texas Council of Governments Call for Projects for FY2022-2023 Solid Waste Implementation Grant Program to conduct a Composting Feasibility Study and Implementation Plan. Adopted Ordinance O2021-33 establishing a No Parking zone on White Settlement Road; and Ordinance O2021-34 extending the Mary Martin School Zone; and Ordinance O2021-35 for establishing stop signs at various street locations within the City. The ordinances are captioned as follows: ORDINANCE O2021-33 AN ORDINANCE AMENDING TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 4 PARKING REGULATIONS, SECTION 10-4-21 PROHIBITED PARKING OF THE CITY CODE OF WEATHERFORD, TEXAS, BY ADDING THERETO AND DESIGNATING PORTIONS OF CERTAIN STREETS AND AVENUES WHERE THE PARKING OF VEHICLES SHALL BE PROHIBITED DURING CERTAIN PERIODS OF THE DAY; PROVIDING A PENALTY OF FINE NOT TO EXCEED $200.00; PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THE PROVISIONS HEREOF; PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY. ORDINANCE O2021-34 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING TITLE 10, CHAPTER 17, SECTION 10-17-2 BY AMENDING THE SCHOOL ZONE OF SAID SECTION TO AMEND SCHOOL ZONE TIME REQUIREMENTS FOR THE DESIGNATED SCHOOL ZONES; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A SAVINGS CLAUSE; AND PENALTY. ORDINANCE O2021-35 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING WEATHERFORD CODE OF ORDINANCES, TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 3 TRAFFIC-CONTROL DEVICES, SECTION 10-3-12 SPECIFICALLY CONTROLLED STREETS BY ADDING THERETO CERTAIN INTERSECTIONS FOR THE ENFORCEMENT OF TRAFFIC CONTROL DEVICES ON RIGHT-OF-WAYS IN THE CITY OF WEATHERFORD, TEXAS, PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; AND PROVIDING A SAVINGS CLAUSE, ESTABLISHING A PENALTY. Authorized the city manager to execute a subdivision improvement agreement pertaining to the Montclaire final plat. Consider a request for preliminary plat approval for Old Oaks, 44 residential lots being a 96.689 acres tract of land in the R.S. Green Survey Abstract No. 543 and the T. Boyd Survey, Abstract No. 66, City of Weatherford ETJ, Parker County, Texas. SBD2021-0034. This item was removed from the Consent Agenda for separate consideration. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At the June 9th, 2021, meeting the Planning and Zoning Commission (PZC) voted (5-0) to approve the preliminary plat subject to the following conditions which must be met prior to approval: 1. Show the property information for all properties within 125’ of the subdivision (Reference Subdivision Ordinance 11-4-5(a)). 2. Are the proposed gas easements for existing or proposed gas lines/infrastructure? If they are for existing lines/infrastructure, they should be shown on the existing conditions sheet (Reference Subdivision Ordinance 11-4-5(c)). 3. The existing right-of-way width of Harmony Spur is less than 60’, therefore dedication is required (Reference Subdivision Ordinance 11-6-2(c)). Provide documentation that Parker County finds the road easement in leu of right-of-way dedication acceptable. 4. The Parker County Thoroughfare Plan shows Harmony Circle as up to an ultimate 120’ right-of- way width. Provide the necessary dedication based on an ultimate 120’ right-of-way or provide documentation from Parker County that a lesser width is acceptable. 5. Adjust the plat to reflect accurate acreage after the boundary agreement. 6. Remove the Boyd Survey reference from the plat. The following spoke:. Marvin Adams, 1529 Greenwood Road, spoke about the conditions mentioned at the PZC regarding the total acreage and the surveys listed within the plat. Applicant Todd Phillips, 211 South Rusk, stated that the plat has been corrected. Mr. Kentner stated that this item, the preliminary plat, has six conditions. Four of these are the same as recommended to the PZC. The Commission recommended the two additional conditions mentioned by Mr. Adams. preliminary plat subject to the aforementioned conditions. Motion carried 4 - 0. Consider a request for final plat approval for Old Oaks, 44 residential lots being a 96.689 acres tract of land in the R.S. Green Survey Abstract No. 543 and the T. Boyd Survey, Abstract No. 66, City of Weatherford ETJ, Parker County, Texas. SBD2021-0034. This item was removed from the Consent Agenda for separate consideration. At the June 9th, 2021, meeting the PZC voted (5-0) to the approve the final plat subject to the following conditions which must be met prior to certification and filing: 1. Include a note on the plat stating that all pre-existing easements and/or dedications have been vacated or incorporated into the creation of this plat (Reference Subdivision Ordinance 11-5- 2(m)). 2. The existing right-of-way width of Harmony Spur is less than 60’, therefore dedication is required (Reference Subdivision Ordinance 11-6-2(c)). Provide documentation Parker County finds the road easement in leu of right-of-way dedication acceptable. 3. The Parker County Thoroughfare Plan shows Harmony Circle as up to an ultimate 120’ right-of- way width. Public improvements are required to be accepted before the final plat is recorded (Reference Subdivision Ordinance 11-5-9(c)(1)). A subdivision improvement agreement and surety are required to record the plat prior to acceptance of public improvements (Reference Subdivision Ordinance 11-5-9(c)(2)). with the aforementioned conditions. Motion carried 4 - 0.

Hold a PUBLIC HEARING to consider, Ordinance O2021-23, a Conditional Use Permit for Texas Classics and Customs at 711 Palo Pinto Street, being a 1.792 acres tract of land out of the James Veasey Survey, abstract No. 1585, City of Weatherford, Parker County, Texas. CUP2021 - 0004 Director of Development and Neighborhood Services Kaleb Kentner presented this item. At the June 9th meeting the PZC voted (5-0) to approve the Conditional Use Permit for auto restoration/repair with accessory auto sales use with the following conditions of approval: 1. The minimum required landscaping along Palo Pinto Street frontage is required to be installed and maintained free of weeds and high grass. 2. The dumpster(s) shall be properly screened. 3. Any signage be in good repair (Pole sign prohibited). 4. A screening fence meeting the city’s requirements be maintained around the property (See exhibit 6 and 7). 5. A landscaped screening buffer be maintained along the southern property line (See exhibit 6). 6. All loading/unloading of vehicles must be done on-site, and no on-street parking of vehicle carriers/tow-trucks will occur. 7. All repairs shall be conducted in one of the bays, behind the fence or in the accessory structure (once the certificate of occupancy is issued). 8. Vehicles (including those for sale) may be displayed in the front of the property during business hours only. All [...]

Hold a public hearing to consider a request for a zone change from PD Planned Development to C1 General Commercial for an Oncor Electrical Substation at the lot located at 3009 East Bankhead Drive, City of Weatherford, Parker County, Texas. ZCH2021-0004. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At the June 9th meeting, the PZC voted (4 - 1) to deny the zone change. Mr. Seth Sampson gave a brief presentation and explanation on behalf of Oncor. Mayor Pro Tem Heidi Wilder opened the public hearing at 7:06 p.m. • Thomas Fletcher of Kimley-Horn, consulting engineer for Oncor, spoke briefly and was available for questions. • Mac Smith, 704 West Lake Drive, spoke in opposition and requested the Council to deny this zone change. As there were no other speakers, Mayor Pro Tem Wilder closed the public hearing at 7:10 p.m. Mr. Sampson and Mr. Fletcher addressed questions and concerns. After discussion, on the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted to deny this request. Motion carried 4 - 0.

Consider a preliminary plat for a 2 commercial lot subdivision for an Oncor electrical substation on a 32.03-acre tract of land out of the L.P. Duncan Survey, Abstract No. 391, Parker County, Texas SBD2021-0024. Mr. Kentner presented this item as well. Due to the zoning change being denied in the previous item, this proposed use is not allowed in the existing zoning designation. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted to deny this item. Motion carried 4 - 0.

Consider a request for preliminary plat approval for Silverstone at Pearson Ranch Phase 8, 54 residential lots being a 19.4 acres tract of land in the T. and P. RR CO. Survey Abstract No. 1499, LP tract, City of Weatherford, Parker County, Texas. SBD2021-0031. Mr. Kentner presented this item as well. At the June 9th meeting the PZC voted (5 - 0) to approve the plat with the added condition that, pursuant to the results of the traffic impact analysis, some form of pedestrian crossing either over, under, or through the Ric Williamson Memorial Highway be installed for access to the elementary school and subdivision amenities. Applicant Adam Reeves, Engineer for Pape-Dawson, and Don Allen addressed the Council regarding this project. On the motion of Matt Ticzkus, second by Jeff Robinson, the Council voted to approve the plat with the aforementioned condition. Motion carried 4 - 0.
