Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Matt Ticzkus): Approved Resolution R2021-02 authorizing the City Manager to execute an Advanced Funding Agreement with the Texas Department of Transportation for the Downtown Northern Bypass Loop. Authorized the City Manager to execute the Subdivision Improvement Agreement for the Waste Connections Addition subdivision. Reappointed Randy Bacus, Kevin Cleveland, Matt Ticzkus, and Heidi Wilder to TIRZ Board No. 1. Consider award of Request for Proposal (RFP) # 2021-006 to Christian Cleaning for Janitorial Services of Municipal Buildings in the amount of $158,797.80, with options for special events and emergency cleanings set at $35.00 per hour. This item was removed from the Consent Agenda and considered separately. Director of Municipal and Community Services Dustin Deel presented this item. On the motion of Matt Ticzkus, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.

Consider adoption of Ordinance O2021-01 on the voluntary annexation of "Arrowpoint at East Lake" being 6.086 acres including 5.337 acres situated in J.L. Edwards Survey, Abstract Number 416, Parker County, Texas as conveyed to David Wilson, Kyle Lawson and Bobby Joe Whaley as evidence by deed recorded in Instrument No. 201933416, Deed Records, Parker County, Texas. Said 5.337 acres includes all of Lots 4-8, East Lakeview Addition, an addition to Parker County, Texas according to the plat recorded in Volume 290, Page 604, Plat Records, Parker County, Texas. Said 6.086 acres also includes 0.749 acres of Arrowpoint Drive right of way as dedicated to Parker County, Texas, to enlarge and extend the boundary limits of the city. City Manager James Hotopp presented this item. City Council held two public hearings on December 15th and 17th. No one spoke in opposition at either public hearing, and this annexation does not extend the ETJ. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to approve Ordinance O2021-01. Motion carried 5 - 0.

Consider adoption of Ordinance O2021-02 amending Chapter 4 of Title VIII - Food Establishments for the City of Weatherford. Director of Development and Neighborhood Services Kaleb Kentner presented this item. In connection with adjusting the zoning ordinance to allow food trucks, staff recommended amendments to streamline the process for obtaining and renewing food establishment permits. Staff recommended changes to the renewal requirements and the inspection requirements for temporary mobile units. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve Ordinance O2021-02 including any grammatical, formatting, or minor adjustments required from Legal and/or Planning staff. Motion carried 5 - 0.

Update regarding progress of the downtown bypass project. Director of Capital Transportation Terry Hughes presented this report which was for informational purposes only. No action was required or taken.

Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in: 551.074 Personnel Matters: 1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: City Manager's Evaluation. No action taken.
