Consent agenda, approved as one vote (5-0, on the motion of Jeff Robinson, second by Kevin Cleveland): Approved the minutes of the City Council meetings held August 25, 2020 and August 31, 2020. Authorized the Mayor to designate Lance Arnold as the Emergency Management Director for the City of Weatherford. Approved Resolution R2020-18 designating the Weatherford Democrat as the official newspaper for the City of Weatherford’s legal publications for fiscal year 2020-2021. Adopted Ordinance O2020-48 establishing traffic control signs at the intersections of Southland and Bois D'Arc Streets and Harcourt and Bridge Streets. The ordinance is captioned as follows: ORDINANCE NO. O2020-48 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, AMENDING WEATHERFORD CODE OF ORDINANCES, TITLE X MOTOR VEHICLES AND TRAFFIC, CHAPTER 3 TRAFFIC-CONTROL DEVICES, SECTION 10-3-12 SPECIFICALLY CONTROLLED STREETS BY ADDING THERETO CERTAIN INTERSECTIONS FOR THE ENFORCEMENT OF TRAFFIC CONTROL DEVICES ON RIGHT-OF-WAYS IN THE CITY OF WEATHERFORD, TEXAS, PROVIDING FOR THE REPEAL OF ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; AND PROVIDING A SAVINGS CLAUSE, ESTABLISHING A PENALTY. Adopted Ordinance O2020-50 amending Title V, Chapter 2 – Itinerant Vendor Regulations for the City of Weatherford. MCA2020-0005. The ordinance is captioned as follows: ORDINANCE NO. O2020-50 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, AMENDING TITLE V, CHAPTER 2 "ITINERANT VENDORS" RELATING TO THE REGULATION OF ITINERANT VENDORS WITHIN THE CORPORATE LIMITS OF THE CITY. Adopted Ordinance O2020-51 repealing Title VIII, Chapter 6 – “Private Property Requirements” and Title VIII, Chapter 11 – “Weeds and Grass” for the City of Weatherford. MCA2020-0006. The ordinance is captioned as follows: ORDINANCE NO. O2020-51 AN ORDINANCE OF THE CITY OF WEATHERFORD, TEXAS, REPEALING TITLE VIII, CHAPTER 6 "PRIVATE PROPERTY REQUIREMENTS" OF THE CITY CODE OF WEATHERFORD AND TITLE VIII, CHAPTER 11 "WEEDS AND GRASS" OF THE CITY CODE OF WEATHERFORD AS THE PROPERTY MAINTENANCE REQUIREMENTS THEREIN ARE REGULATED AND SUPERSEDED BY THE PROVISIONS OF TITLE IV, CHAPTER 11 ("PROPERTY MAINTENANCE") OF THE CITY CODE OF WEATHERFORD.
Hold a PUBLIC HEARING and consider approval of Ordinance O2020-44 on the voluntary annexation of "602/610 West Lake" an approximate 14.668 acres of land, more or less, described by deed from Brazos Electric Power Cooperative Inc., a Texas electric cooperative corporation to the City of Weatherford, Texas, dated July 30, 2020, recorded in Document Number 202023785 of the Deed Records of Parker County, Texas, and being out of the Michael McGwin 320 acre Survey, Abstract 914, to enlarge and expand the boundaries of the City of Weatherford. City Manager James Hotopp presented this item. The voluntary annexation request was received on August 5, 2020 from Rick Shaffer, Director of Water Utilities, regarding this property recently purchased by the City of Weatherford. Mr. Hotopp explained that this process is different than the previous two annexations because it does not move the City’s ETJ. Mayor Paschall opened the public hearing at 6:34 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:34 p.m. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve Ordinance O2020-44. Motion carried 5 - 0.
Hold a PUBLIC HEARING on the proposed ad valorem tax rate of $0.4879 per $100 valuation, including $0.3393 per $100 valuation for operations and maintenance and $0.1486 per $100 valuation for interest and sinking (debt service). Finance Director Jessica Doss presented this item. The proposed ad valorem tax rate of $0.4879 per $100 valuation is the maximum rate the Council may adopt; however, the proposed budget is based upon a tax rate of $0.4829 per $100 valuation. Mayor Paschall opened the public hearing at 6:36 p.m. As there were no speakers, Mayor Paschall closed the hearing at 6:36 p.m. Hold a PUBLIC HEARING on the City Manager's Proposed FY21 Budget. Discuss and consider the Official Ballot for the Texas Municipal League Intergovernmental Risk Pool Board of Trustees Election for places 1 -4. City Manager James Hotopp presented this item. Staff recommended the following nominees: Place 1, Robert T. Herrera; Place 2, John W. (Buzz) Fullen; Place 3, Jeffrey Snyder; and Place 4: Robert S. Hauck. On the motion of Matt Ticzkus, second by Kevin Cleveland, the Council voted unanimously to approve staff’s recommendation. Motion carried 5 - 0.
