Hold a PUBLIC HEARING on the voluntary annexation of approximately 5,100 feet of roadway of the East Loop being an approximate 25.785 acre tract of land situated in the J. M. Ruth Survey, Abstract No. 2256 the Johnson Woosley Survey, Abstract No. 1641, and the Thomas Jackson Survey, Abstract No. 745, Parker County Texas and being all or a portion of those tracts of land described in Document Numbers 201900840, 201730332, 201824870, 201731699, 201731513 and 201916683 of the Deed Records of Parker County, Texas and a portion of Farm to Market Road 730 to enlarge and extend the boundary limits of the city. City Manager James Hotopp presented this item. This is the second of two required public hearings for the proposed annexation of the of the East Loop roadway adjacent to Wossum Ranch. The first hearing was held on August 25th. Mayor Paschall opened the public hearing at 5:31 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 5:31 p.m.

Consider adoption of Ordinance O2020-45 on the voluntary annexation of approximately 5,100 feet of roadway of the East Loop being an approximate 25.785 acre tract of land situated in the J. M. Ruth Survey, Abstract No. 2256 the Johnson Woosley Survey, Abstract No. 1641, and the Thomas Jackson Survey, Abstract No. 745, Parker County Texas and being all or a portion of those tracts of land described in Document Numbers 201900840, 201730332, 201824870, 201731699, 201731513 and 201916683 of the Deed Records of Parker County, Texas and a portion of Farm to Market Road 730 to enlarge and extend the boundary limits of the city. City Manager James Hotopp presented this item. Two public hearings were held on this proposed annexation. If adopted, the annexation will become effective immediately. Mr. Hotopp noted that Parker County Commissioner’s Court met and consented to the City’s annexation of this portion of the East Loop. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve Ordinance O2020-45. Motion carried 5 - 0.

Consider adoption of Ordinance O2020-46 on the voluntary annexation of "Wossum Ranch 2020" approximately 80.17 acres situated in and being a portion of the T & P RR COMPANY SURVEY, SECTION No. 99, ABSTRACT No. 1446; J. J. BRADFORD SURVEY, ABSTRACT No. 1931 and the J. WOOSLEY SURVEY, ABSTRACT No. 1641, Parker County, Texas and being all that certain lot, tract or parcel of land described by deed to Castlemont Homes recorded in Doc No. 201822717, Official Records, Parker County, Texas to enlarge and extend the boundary limits of the city. City Manager James Hotopp presented this item. Required public hearings were held on August 10th and 11th. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted unanimously to approve Ordinance O2020-46. Motion carried 5 - 0.

Hold a PUBLIC HEARING and consider adoption of Ordinance O2020-47, a request for a zoning district change from unzoned (ETJ) to City of Weatherford zoning RE Residential Estate for the Wossum Ranch Phase 2 subdivision, a 22.48-acre tract located on Oak Bend Trail adjacent to Wossum Ranch Phase 1, City of Weatherford, Parker County, Texas. ZCH2020-0010. On the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.

Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their July 22nd, 2020 meeting, the Planning and Zoning Commission voted 5 - 0, with one recusal, to recommend approval of the zoning district change contingent upon approval of annexation. The Council initially heard this item on August 11, 2020 and voted unanimously to table this item until action upon the annexation request. Mayor Paschall opened the public hearing at 5:36 p.m. As there were no speakers, Mayor Paschall closed the public hearing at 5:36 p.m. On the motion of Heidi Wilder, second by Matt Ticzkus, the Council voted unanimously to approve this item. Motion carried 5 - 0.
