Report from Chandor Gardens Foundation regarding activities. Chandor Foundation representative Bill Warren presented this report. Christie Tull, 602 West Columbia Street, spoke in favor of Chandor Gardens, the Friends of Chandor Gardens, and the many events held there. No action was required or taken on this item. Presentation of Project of the Year Award from the Texas Chapter of the American Public Works Association for the College Park & Martin Drive Roundabout. Director of Transportation and Public Works Manny Palacios presented this award and a short video regarding the project.

Consent agenda, approved as one vote (5-0, on the motion of Kevin Cleveland, second by Heidi Wilder): Approved Resolution R2020-15 setting two public hearings on the voluntary annexation of "Wossum Ranch 2020" approximately 80.17 acres situated in and being a portion of the T. & P. RR. Co. Survey, Section No. 99, Abstract No. 1446; J. J. Bradford Survey, Abstract No. 1931 and the J. Woosley Survey, Abstract No. 1641, Parker County, Texas and being all that certain lot, tract or parcel of land described by deed to Castlemont Homes recorded in Doc. No. 201822717, Official Records, Parker County, Texas. Approved Resolution R2020-16 setting one public hearing on the voluntary annexation of "University Hills 2020" an approximate 10.74 acre tract of land situated in the T. & P. RR. Co. Survey, Abstract No. 1447, Parker County, Texas and being parts of those tracts conveyed to Rosalind Aurora Lamb by deed recorded In Volume 1562, Page 1853 of the Real Records of Parker County, Texas. Authorized the City Manager to sign a development agreement with D.R. Horton - Texas, LTD. outlining and providing for surety bonds regarding the completion of Ranches West Phase 1 Final Plat, a 139-lot subdivision including the costs of phase 1 and a surety bond of 4.7 million dollars for the installation of water, wastewater, drainage, paving, earthwork, retaining walls and park improvements.

Hold a PUBLIC HEARING and consider approval of Ordinance O2020-37, a request for a zoning district change from AG Agricultural to R-1 One-family Residential and General Plan amendment from MW Manufacturing and Warehouse to SL Suburban Living for the site located on the east side of Tin Top Road and south of BB Fielder Road, described as a 42.14 acre tract of land being a part of J.P. Hart Survey, Abstract No. 592, the J. Beverly Survey, Abstract 74 and the HRS J. Beverly Survey, Abstract 175, City of Weatherford, Parker County, Texas. ZCH2020-0007. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval of the General Plan amendment from MW Manufacturing and Warehouse to SL Suburban Living and the zoning district change from AG Agricultural to R-1 One-family Residential. At their July 8, 2020 meeting the Planning & Zoning Commission recommended approval (7 - 0) of the General Plan amendment from Manufacturing and Warehouse to Suburban Living and the Zoning District change from Agricultural to One-family Residential. Mayor Paschall opened the public hearing at 6:50 p.m. • Jordan Bishop, Jordan Engineering, spoke on behalf of the applicant, Tim Fleet. Director of Transportation and Public Works Manny Palacios presented this item. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.

Consider a request for a PRELIMINARY PLAT located on the east side of Tin Top Road and south of BB Fielder Road, described as a 42.14 acre tract of land being a part of J.P. Hart Survey, Abstract No. 592, the J. Beverly Survey, Abstract 74 and the HRS J. Beverly Survey, Abstract 175, City of Weatherford, Parker County, Texas. SBD2020-0034. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval with the following conditions: 1. The City's thoroughfare plan indicates that a collector is needed to cross this property. Provide the required right of way dedication, revise the layout as necessary and/or provide a traffic impact analysis documenting that the collector is not necessary. Ref. WMC §11-4-4(b) and the City's Engineering Design and Construction Manual (EDCM) §2.1.6. A and §2.1.18. 2. Identify the street and right of way width of Tin Top Road. Ref. WMC §11-4-4(b) and §11-4- 5(a). 3. Show the location and width of sidewalks, trails, and pedestrian ways. Ref. WMC §11-4-4(c). 4. Provide a general utility plan. Ref. WMC §11-4-4(g). 5. Consider a request for final plat approval for Ranches West Phase 1, a 139-lot residential subdivision being 33.799 acres out of the John Davis Survey, Abstract 349, City of Weatherford, Parker County, Texas. SBD2020-0038. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval subject to the following conditions which must be met prior to certification and filing: 1. Provide copy of recorded instrument showing that the 40’ Enbridge Gathering easement (Vol. 2522, Pg. 1445) on Block G has been abandoned. 2. Provide copy of recorded instrument showing that the 20’ TXU Electric Delivery Company Easement (Vol. 2544, Pg. 445) has been abandoned. 3. Plat must meet the Engineering Design and Construction Manual (EDCM) requirements 4. Public improvements are required to be accepted before the final plat is recorded. A subdivision improvement agreement and surety may be accepted as well. (Subdivision Ordinance 11-5- 9(c)(1)). At their July 22nd meeting the Planning and Zoning Commission voted (6 - 0) to approve the plat with conditions which must be met prior to certification and filing. On the motion of Jeff Robinson, second by Matt Ticzkus, the Council voted unanimously to approve this item with the aforementioned conditions. Motion carried 5 - 0.

SBD2020-0036. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval subject to the following conditions which must be met prior to certification and filing: 1. Provide copy of recorded instrument showing that the 40’ Enbridge Gathering easement (Vol. 2522, Pg. 1445) on Block G has been abandoned. 2.
