Consent agenda, approved as one vote (4-0, on the motion of Jeff Robinson, second by Heidi Wilder): Reappointed Doreen Dromgoole, Kathe Reis and Rich Zimmer to the Parks and Recreation Advisory Board effective May 31, 2020. Approved amendment 2, including additional properties, in the Contract for Mowing and Landscaping of City Properties Bid #2019-014-WCD Enterprises, LLC. Authorized the City Manager to execute a Subdivision Improvement Agreement for the Remington Ridge development.
Hold a PUBLIC HEARING and consider approval of Ordinance #O2020-21 for a conditional use permit for an auto dealer at 1009 Fort Worth Highway, City of Weatherford, Parker County, Texas. CUP2020-0001. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At the April 8, 2020 Planning & Zoning Commission (PZC) meeting, the Commission voted unanimously (6 - 0) to recommend approval of the request subject to the following conditions: 1. All parts installation and auto servicing shall occur inside the main building. 2. No installation or auto servicing activities shall occur between the hours of 6:00 p.m. and 7:00 a.m. 3. All vehicles undergoing servicing or modification and all tires, wheels, or other parts shall remain screened from view at all times. 4. All vehicle inventory shall be parked on the Fort Worth Highway side of the main building. 5. Parking lot to the rear shall be striped to standard dimensions, with curb stops provided, within 180 days, and rear parking area shall be limited to customer and employee parking. 6. Perimeter landscaping shall be installed on both the Fort Worth Highway and Johnson Street frontages as indicated on the recommended site plan within 180 days. 7. Consider a request for a preliminary plat approval for 10 residential lots at 1401 & 1355 North Lake Drive in the extraterritorial jurisdiction of the City of Weatherford, Parker County, Texas. SBD2020-0006 Director of Development and Neighborhood Services Kaleb Kentner presented this item. The PZC met on April 8, 2020 and voted unanimously (6 - 0) to recommended approval of the plat subject to the following conditions: Plat Comments 1. ETJ signature block not required. Please remove. 2. The labels for Lots 4 and 5 do not spell out the word “Lot”. They are labeled as L. 4 and L. 5. 3. Right of way lines must be accurately drawn a. Revise the right-of-way dedication to be a straight line as opposed to a “wavy” line. The right-of-way dedication can be shown by offsetting the overall property corners 30’ and connecting them with a straight line. b. Right-of-way dedication is required along all lot frontage, except where it would encroach on an existing structure. In this case, a right-of-way reservation as opposed to dedication is required. c. Consider a request for final plat approval for the one-lot Victron Addition, described as 2.253 acres out of the George Staggs Survey, Abstract 1196, City of Weatherford, Parker County, Texas. SBD2020-0022. Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their April 8, 2020 meeting, the PZC voted unanimously (6 - 0) to approve the plat subject to the following conditions, which must be met prior to certification and filing: 1. Document completion and acceptance of all public improvements. Sec. 11-5-9(c)(1). 9. Update approval block with the correct language for a final plat. Sec. 11-5-2(n)(3-4). 10. Show the Texas Power & Light Company Easement centerline labeled on the plat. 11. Show the right-of-way centerline for all roadways. Sec. 11-5-2(k). 12. Show recording information for Midcoast Gathering Gas Line Easement. 13. Show recording information for release of the Enbridge Pipeline Easement. 14. Consider a request for final plat approval for the one-lot Blue Beacon Addition, 9.59 acres on Banks Drive and described as being Lot 1, GASARAJ Addition and a tract of land out of the Maria Antonio Mesa Survey, Abstract 856, City of Weatherford, Parker County, Texas. SBD2020- 0023 Director of Development and Neighborhood Services Kaleb Kentner presented this item. At their April 8, 2020 meeting the PZC recommended approval (6 - 0) of the plat subject to the following conditions, which must be met prior to certification and filing: 1. Provide Parker County Appraisal District Tax Certificate (blue sheets) for entire property. 2. Use the language for the City Council and Planning and Zoning Signatures in the signature block. 3. Remove the zoning information shown on the plat. Sec. 11-5-2 4. Include a vicinity or general location map on the plat. Sec 11-5-2(g) 5. Public improvements are required to be accepted before the final plat is recorded Sec. 11-5- 9(c)(1) 6. Consider a request for final plat approval for 4 lots at 1713 East Bankhead Drive in the City of Weatherford, Parker County, Texas. SBD2020-0014. Director of Development and Neighborhood Services Kaleb Kentner presented this item. He stated that, at the time of the PZC meeting, staff was unable to recommend approval of the final plat because it did not dedicate the requisite right-of-way nor provide sufficient information to determine its extent. At their April 8, 2020 meeting, the PZC voted unanimously (6 - 0) to deny the final plat based upon the incomplete right of way and center lines which made the required right-of-way designation undeterminable. A subsequent submittal shows approximate right-of-way width of 57.21 feet on the west property corner abutting East Bankhead Drive and 59.19 on the east property corner abutting East Bankhead Drive. Staff now recommends approval subject to the following conditions: Plat Corrections 1. Right-of-way dedication is required. Sec. 11-6-2(a-c). Applicant shall provide the following required information for the determination of its extent: a. Show the right-of-way limits for East Bankhead Drive and Whiterock Drive. Sec. 11-5-2(k). b.
