Presentation of an award from the Texas Public Works Association regarding the round-about. Manny Palacios, Director of Transportation and Public Works, spoke about the award received from the American Public Works Association-Texas Chapter for the City's round-about. The award was for "Project of the Year-Under $2M" for the round-about at Mockingbird and Charles Streets. Criteria included environmental, transportation, and aesthetics. Additionally, one of the primary factors in the City receiving this award was that the project was built in-house; it is rare for cities to build round-abouts in- house.
Hold a PUBLIC HEARING and consider approval of Ordinance number 850-2017-34 a request for a Zoning Change for property zoned AG Agricultural to be rezoned RE Residential Estate for property located at 1609 Old Dicey Road, more generally described as being an approximate 21.13 acre tract, in the Desideno De La Cruz Survey, Abstract No. 223, City of Weatherford, Parker County, Texas. ZCH2017-0013 Craig Farmer, Director of Planning and Development, presented information regarding the difference between the zoning and platting processes. He spoke about the adopted Comprehensive Plan which calls for a density of 2.5 dwellings per acre in this subject area. The General Plan, to be discussed later in this meeting, calls for RE zoning in this area which starts at one-half acre lots up to two-acre lots. Adjacent property owners request the property remain AG. The property is approximately 450 feet wide. In AG zoning, the property is not wide enough to have both the lots and a two-way road. The Planning & Zoning Commission (PZC) approved the zoning change request for RE and recommended that to the Council. Mr. Farmer stated that zoning approval does not approve the house size or value; it does approve lot size. Mr. Farmer reviewed Council's options. Consider a request for a Preliminary plat for Phase I of the Johnson Estates Subdivision, located at the most southerly extension of Cherry Street, Jade Lane, and Allen Street, more generally described as being in the Oliver Davis Survey A-372, and the Sarah Monk Survey, A-906, City of Weatherford, Parker County, Texas. Project SBD2017-0030 City Planner Stan Hamrick gave a brief overview of this request. He stated that this Preliminary Plat includes the extension of Van Street. The escrow has been provided. Staff anticipates submission of the Final Plat soon. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted to approve this item. Motion carried 4 - 0.
Update regarding storm water projects. Terry Hughes, Director of Capital Transportation, presented this item. Mr. Hughes stated that one significant project recently completed was on the Underwood Branch. He showed a video where runoff water had washed out a manhole and affected a City sewer pipeline. Mr. Hughes then presented a video of the finished project. That same system is expected to be used on improvements at the Black Warrior Creek near the Heritage Park Amphitheater. During that project, a bridge will connect the parking area to the amphitheater. The Underwood Branch improvements were built with a substantial wall system that will not wash away and will not undercut the walls. Improvements will be made along the Town Creek trail system as well. Another goal includes debris collection within a containment system. The first of these systems will be implemented near the Roger Williams dealership. Holland Lake Dam final designs are to be received mid-July. Staff is near finalizing the Town Creek Trail System. Mr. Hughes stated this system also includes a traffic signal at Holland Lake and Santa Fe Drive. All three projects will be coming together for bids at the same time. The City has applied for a grant through the North Central Texas Council of Governments (NCTCOG) to study the entire 9.6 miles of Town Creek. Introduction of the General Plan document. Mayor Swancy called for a recess at 7:41 p.m. Mayor Swancy reconvened the Council at 7:55 p.m. Mr. Farmer introduced Karen Walz with Strategic Community Solutions. Ms. Walz presented a draft copy of the General Plan that staff has been working on for approximately 18 months. Ms. Walz stated that having an up-to-date General Plan will help the PZC and the Council a great deal. The General Plan will provide better tools to achieve what the community desires. Mr. Farmer stated that at the next meeting, Staff will request Council approval of certain chapters. Chapters 1 through 7 affect future growth. Chapters 8 through 10 are infrastructure, public safety, and quality of life. Those chapters are essentially the departments' executive summaries of their existing plans and will be inserted into the General Plan; those chapters will not require approval. Ms. Walz and Mr. Farmer gave a brief overview of the General Plan. Ms. Walz mentioned the acknowledgements section stating that a good General Plan should reflect the community. The City has received a great deal of community involvement in the creation of this plan. City departments have also been very involved.
