Discuss and consider allowing the City Manager to accept a $25,000 donation from the Weatherford Library Foundation for the purpose of completing a needs assessment study for the Weatherford Public Library facilities, and sign an agreement with the Weatherford Library Foundation stipulating the conditions of the donation. CC081115 Page 1 of 8 Chris Accardo, Director of Library Services, presented this item. He provided a brief overview of the agreement. Ms. Janice Smith spoke on behalf of the Foundation. On the motion of Craig Swancy, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Presentation of the FY16 City Manager's Proposed Budget. Kyle Lester, Budget and Strategic Planning Manager, presented this item. This budget contains $43.9m in expenditures in 22 funds across the City. It includes every program and service except utilities. The focus areas include addressing action items from the strategic plan which include fleet funding and retiree costs. The budget continues the revenue diversification, provides for certain employee pay increases, strategic increases to staffing, and continued First Monday improvements. Mr. Lester provided the following General Fund Overview: This plan ends with approximately 121 days of fund balance at the end of FY16, which is 30 days more than our requirement. Mr. Lester noted that staff has made no assumptions as to the amounts the City might choose to grant to nonprofit organizations. Once those decisions are made, staff will include the numbers in this budget as one-time items. One-time and ongoing supplemental requests have been grouped into nine categories as follows: Mr. Lester stated that the City's full estimated fleet value is approximately $10m. Current ongoing funding is $152k for two fire apparatus. Staff has targeted vehicles in public safety, those that have a high CC081115 Page 2 of 8 maintenance cost, and those that have a predictable rotation schedule. Consider a Master Plat for Zion Hill Addition, for property located at the northeast corner of Ric Williamson Memorial Highway and Zion Hill Road (FM 2421), Parker County, Texas. SBD2015- 0023. Craig Farmer, Director of Planning and Development, presented this item. The requested waivers are as follows: 1. Waiver to construct septic systems due to the economics of extending the City's Sewer System. Staff supports approval. 2. Waiver to approve a 75' solid stone fence then 75' opening with shrubs and wrought iron fence on RWMH. Staff supports approval of this type of screening. 3. Waiver that no walls be constructed on the north/south collector road. The lots will have deed restrictions and will not allow privacy fences. Staff supports denial. 4. Waiver to use a lay down type curb instead of the standard upright curb. The lay down curb is a much flatter curb style. It still holds and carries water but would not require the applicant to make curb cuts for the driveways. Staff recommends denial. 5. Waiver not to provide sidewalks due to the terrain. Accessibility standards allow for sidewalks to follow topography but they cannot tilt side to side. With curb and gutter streets, standard storm drainage and the density of this area, staff supports denial. 6. Waiver to use asphalt streets instead of concrete due to cost fluctuations. Discuss and consider appointments and/or reappointments to the: Planning and Zoning Commission; the Zoning Board of Adjustments; the Parks and Recreation Board; the Municipal Utility Board; and the Library Board. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to appoint Kevin Cleveland to the Planning & Zoning Commission to fill an unexpired term; appoint George Brian to the vacant alternate seat on the Zoning Board of Adjustments to fill an unexpired term; appoint William Becknal to the Parks & Recreation Advisory Board for a first full term; appoint Susan Cochran to the Weatherford Public Library Advisory Board for a first full term; and reappoint Howard McClurkin to the Municipal Utility Board for another four-year term. Update on 2015 Mosquito Season. Angel Rudolph, Consumer Health Inspector, presented this update. The City's mosquito season began on May 1, 2015. Staff promotes surface reduction and larvaciding. Mosquito traps have been set and are actively tested by the City’s contractor, Municipal Mosquito, who communicates with staff weekly. Ms. Rudolph stated that she posts the test results on the City's website. Until August 6, all results were negative. On August 6, the City did have a positive test for mosquitos carrying West Nile at the Vine Street Park site. The City sprayed two nights within a one-half mile radius of the park. Staff notified residents in that radius via the Blackboard system and Public Relations Manager Blake Rexroat issued a press release. Staff installed signage around Vine Street Park to notify residents that spraying would occur. The notice was also placed on the City's website. Staff is awaiting results from this week’s traps; hopefully those results will be negative. At the beginning of the season, Staff sends out double-sided flyers in English/Spanish in the City's utility bills and Mr. Rexroat featured it in his weekly column in the newspaper. City residents are still provided two mosquito-dunks, free of charge, which they can pick up from customer service.
