Receive Certification of Unopposed Candidates and consider adoption of Order of Cancellation for the General Election for Council Member Place No. One and Council Member Place No. Two. Assistant City Secretary Krista Beach presented this item. The City's General Election for Council Member Place Number One and Council Member Place Number Two was ordered on February 11, 2014. The period to file an application for a place on the ballot was January 29 through February 28. Heidi Wilder filed for Place One on January 30, Jeff Robinson filed for Place Two on February 3. No other applications were filed with the City Secretary and no write- in candidates were declared. In accordance with section 2.053 of the Election Code, the City Council may cancel the General Election for May 10, 2014.In accordance with section 2.053 of the Election Code, because the City ordered a Special Election to be held on the same Election Day, the ballot will include the Following two Charter amendment propositions: Proposition Number 1 - Shall the Weatherford Home Rule Charter be amended to stagger the term of the Mayor separate from council places, by providing for the Mayor to be elected to a one year term at the regular 2015 City Council election, and to three year terms thereafter, by revising Section 5 of Article VII? Consider a request for a Preliminary Plat of the East Pointe Plaza Addition, located at 1908-10 Fort Worth Highway, more generally described as being an approximately 17.71 acre tract in the Hannibal Good Survey, A-535, and the Maria Antonio Mesa Survey, A- 856, City of Weatherford, Parker County, Texas. Director of Planning and Development Craig Farmer presented this item. The Planning and Zoning Commission (PZC) approved this item at their meeting on February 26. On the motion of Waymon Hamilton, second by Jeff Robinson, the Council voted unanimously to approve the plat. Motion carried 5 - 0.
Consider approval of an Interlocal Governmental Contract for Emergency and Fire Protection Services with Parker County. This item was removed from the agenda. CC 031114 Page 2 of 4 Reappoint Bill Kiker, Debbie Browder, Jeff Brazzell, and Johanna Long to the Weatherford Housing Authority. Mayor Dennis Hooks reappointed Bill Kiker, Debbie Browder, Jeff Brazzell, and Johanna Long to the Weatherford Housing Authority. No action was required on this item. Discuss and consider reappointments to the Historic Preservation Commission, the Parks and Recreation Advisory Board, and an additional appointment to the Citizen Capital Advisory Committee. On the motion of Waymon Hamilton, second by Craig Swancy, the Council voted to reappoint Bill Warren and Teri Hubbard for second terms to the Historic Preservation Commission. Motion carried 5 - 0.
On the motion of Heidi Wilder, second by Waymon Hamilton, the Council voted to reappoint Kathy Wylie, Jan Barton, and Kimberly Dietz for their second terms on the Parks and Recreation Board. Motion carried 5 - 0 On the motion of Craig Swancy, second by Waymon Hamilton, the Council voted unanimously to appoint Paul Smith to the 2014 Citizen Capital Advisory Committee. Motion carried 5 - 0.
Update regarding the City's Curbside Recycling program. Director of Municipal and Community Services Steve Bates presented this item. No action was required or taken. Kathleen Wildwood, 602 South Waco Street, asked about the future possibility of recycling for businesses and apartment complexes.
