3.a: Hold a PUBLIC HEARING to review a request by Robertina Sandoval, regarding a request for a conditional use permit for a Pawn Shop use on an approximate 0.435- acre tract being generally located at 1205 S. Main Street, in the City of Weatherford, Parker County, Texas. CUP-25-0008. Director of Public Works Matt Leppla presented a conditional use permit request for Pawn Shop use at 1205 S. Main Street, submitted by applicant Robertina Sandoval. Applicant Robertina Sandoval, 9220 Marianna Way, Alvarado, spoke about her proposed business, and responded to questions from the Commission. Chair Brian McKeown opened the Public Hearing at 2:40 p.m. • David Ford, 104 Twin Hill Court, expressed his concerns regarding the request. There being no further comments, Chair McKeown closed the Public Hearing at 2:43 p.m. On the motion of John Hinton, second by Rod White, the Commission voted unanimously to recommend disapproval of the Conditional Use Permit request. The motion carried 6 - 0.
3.b: Consider a request for final plat approval for Whiterock Homes, Phase 2, being 34 residential lots on approximately 10.273 acres of land, generally located on 1713 E. Bankhead Dr., City of Weatherford, Parker County, Texas. SBD-25-0006. Planner Katelyn Seckman presented a request for preliminary plat approval for Whiterock Homes, Phase 2 generally located at 1713 E. Bankhead Drive, submitted by applicant Glenn Lynch. On the motion of Brian McKeown, second by Zachary Cray, the Commission voted unanimously to recommend approval of the final plat subject to all requirements of the Subdivision Ordinance and the following three conditions: PZC 07162025 Page 1 of 3 1. Final alignment and all public improvements are subject to review and approval of the civil plans during the Site Development Permit process. Proposed plat appears to be Sheet 1 of the Preliminary Plat. Refer to Title XI Subdivision Ordinance for Final Plat requirements. 2. Provide a centralized mail collection location. Refer to Chapter 5 Sec.11-5-2 (h(1(c))) of the Subdivision Regulations. 3. Revise sheet number. Shall be one sheet. The motion carried 6 - 0.
3.c: Consider a request for preliminary plat approval for Heritage Hills, being 89 residential lots on approximately 34.631 acres of land, generally located on 330 N. Denton Road, City of Weatherford, Parker County, Texas. SBDP-25-0007. Planner Katelyn Seckman presented a request for preliminary plat approval for Heritage Hills, generally located at 330 N. Denton Road, submitted by applicant Marina Sears. On the motion of John Hinton, second by Zachary Cray, the Commission voted unanimously to recommend approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and the following three conditions: 1. All public improvements are subject to review and approval of the civil plans during the Site Development Permitting process. 2. The lots that do not display a width of 75 ft. at the lot line will need to provide the 75 ft. width dimension at the build line to ensure measurement accuracy. 3. If a greater front yard building setback is required, the corresponding dimension will need to be provided for that setback. The motion carried 6 - 0.
3.d: Hold a PUBLIC HEARING to review a request for a general plan and zoning map amendment from C1 General Commercial to C2 Interstate Commercial with a conditional use permit for a Recreational Vehicle Park/Campground Use on an approximate 10.97-acre tract being generally located at 2205 Tin Top Road, City of Weatherford, Parker County, Texas. ZCH-25-0006 & CUP-25-0006. Chair McKeown reported that the applicant had submitted a letter requesting this item be tabled to allow more time to gather requested documentation. Chair Brian McKeown opened the Public Hearing at 2:55 p.m. There being no comments, Chair McKeown closed the Public Hearing at 2:55 p.m. On the motion of Zachary Cray, second by Kathy Wylie, the Commission voted to table this item to the next Planning and Zoning Commission Meeting, August 13, 2025. The motion carried 6 – 0.
