3.a: Hold a PUBLIC HEARING and consider a request for Grand Adventure, concerning a conditional use permit for an Outdoor Commercial Amusement use on an approximate 4.0-acre tract generally located at 2065 Tin Top Road, City of Weatherford, Parker County, Texas. CUP-24-0011. Senior Planner Monica Johnson presented a conditional use permit request for Outdoor Commercial Amusement use at 2065 Tin Top Road, submitted by applicant Steve Pennington. Lonnie Pennington, 110 Candleridge Court, spoke about the expansion plans for Grand Adventure family entertainment center. Chair Brian McKeown opened the Public Hearing at 2:38 p.m. There being no speakers, Chair McKeown closed the Public Hearing at 2:39 p.m. On the motion of Brian McKeown, second by John Hinton, the Commission voted unanimously to recommend approval of the Conditional Use Permit request subject to the following conditions: 1. The Soaring Eagle amusement ride, including all towers, bracing, support structure, ride cart, and ride features may reach a maximum height of 110 feet above grade. CUP-24-0010. Planner Katelyn Seckman presented a conditional use permit request for Communication Tower use at 3103 Sonora Canyon Road, submitted by applicant Reagon Hicks. Chris Prescott, 4613 Sandera Lane, Flower Mound, of Celeris Group, spoke on behalf of AT&T Wireless regarding the conditional use permit request. Director of Development and Neighborhood Services Kaleb Kentner shared two letters of opposition for inclusion in the Public Hearing submitted by Jennifer Janeiro of 805 Blue Quail Drive, Hudson Oaks, and Bret Privitt of the Parker County Airport at 3816 E. Interstate 20, Hudson Oaks. ZCH-24-0013. Planner Katelyn Seckman presented a request for a zoning map amendment at 1701 Ranger Highway, submitted by applicant Hedgefield Homes. Chair Brian McKeown opened the Public Hearing at 3:38 p.m. • Brian Carlin, 760 Jenkins Road, Aledo, of Hedgefield Homes, spoke about the plans for the Hedgefield Homes sales offices. There being no further speakers, Chair McKeown closed the Public Hearing at 3:40 p.m. PZC01082025 Page 2 of 5 On the motion of Kathy Wylie, second by Sharon Hayes, the Commission voted unanimously to recommend approval of the zoning map amendment request. 3.d: Consider a request for final plat approval for Ranger at Weatherford, being 1 lot on approximately 1.2605 acres of land, generally located at 1701 Ranger Highway, City of Weatherford, Parker County, Texas. SBD-24-0015. Planner Katelyn Seckman presented a request from Hedgefield Homes for final plat approval of Ranger at Weatherford, located at 1701 Ranger Highway. On the motion of Brian McKeown, second by Zachary Cray, the Commission voted unanimously to recommend approval of the Final Plat for Ranger at Weatherford, subject to all requirements of the Subdivision Ordinance and specifically the following conditions: 1. General Notes should be updated as inconsistent information exists. Note 2 references Houston Texas Notes 5 & 6 are inconsistent with City of Weatherford details. This project is not located in the ETJ. 2. Provide the location of the boundary lines of the subdivision, a description of the subdivision by metes and bounds. Refer to Chapter 5 Section 11-5-2 (k) of the subdivision regulations. 3. A note shall be included on the plat stating that all pre-existing easements and/or dedications have been vacated or incorporated into the creation of this plat. Refer to Chapter 5 Section 11-5-2 (m) of the subdivision regulations. 4. Provide centerlines on Ranger Hwy and Ric Williamson Memorial Hwy. 3.e: Hold a PUBLIC HEARING and consider amending Title V, Business Regulations, of the Official City Code of the City of Weatherford, to create a new Chapter 15 defining and governing the standards and requirements for short-term rentals; amending the City of Weatherford Fee Schedule to provide for administrative fees associated with the permitting and inspection of short-term rental properties; amendi ng Title XII, Zoning Ordinance, to identify short-term rentals as a permitted use in residential districts, subject to certain conditions, and to revise definitions and regulations pertaining to short-term rentals. Senior Planner Monica Johnson presented proposed amendments to the City of Weatherford's Official City Code to establish regulations for the operation of short-term rentals (STRs) within the city limits that would balance the rights of property owners with the interests of the community and apply to all residential zoning districts excluding the residential lake lots. She reviewed three alternatives based on citizen feedback gathered during two Town Hall Meetings held at City Hall on December 4, 2024.
