Receive a presentation from Commissioner Larry Walden regarding the Parker County Sheriff's Posse Annual Rodeo and Trail Drive. Commissioner Larry Walden and Doug Leeper provided information about the Frontier Days. Festivities begin on June 5th and include a cattle drive, the Rodeo Parade, the street dance, the Youth Livestock Show, and the rodeo. Receive a presentation from the Tarrant Area Food Bank. Julie Butner with Tarrant Area Food Bank (TAFB) gave a presentation about their organization including the needs in Parker County and the new facility located in western Parker County. Recognize the Weatherford Christian School Lions Baseball Team for their back-to-back TAPPS Division V Championship. Mayor Paschall and the Weatherford City Council recognized the WCS Lions Baseball team and coaches for the team's second consecutive state championship.
Consent agenda, approved as one vote (4-0, on the motion of Heidi Wilder, second by Kevin Cleveland): Approved the minutes of the City Council meeting held May 11, 2021. Accepted the FY21 2nd Quarter Investment Report for quarter ended March 31, 2021. Approved Ordinance O2021-29 amending the FY21 Adopted General City Budget. Approved the purchase of two 2022 Freightliner Rear Loading Residential Refuse Collection Trucks for the Solid Waste and Recycling Division from Premier Truck Group of Fort Worth through a cooperative purchasing agreement with Tarrant County for an amount not to exceed $416,242. Awarded BID#2021-016 to MHD Construction for Library's Restroom Renovation in the amount of $138,695.19, with a not to exceed amount of $160,570.19 in the event alternate proposal is needed. Awarded BID#2021-017 to MHD Construction for City Hall's Restroom Renovation (East) in the amount of $99,675.83. Approved Ordinance O2021-30 amending the Animal Control ordinance Chapter 5 - "Impoundment" of Title XIV "Animal Control" to deem ownership of animals not redeemed after their hold periods to the City of Weatherford. Approved a final plat for the Woodland Lakes subdivision, 72 lots on 167.257 acres in the T & P RR Company Survey, Section No. 167, Abstract No. 1346 and Section No. 161, Abstract No. 1448, the S. Trimble Survey, Abstract No. 1289, and the J.S. Shadle Survey, Abstract No. 1279, in the extraterritorial jurisdiction (ETJ) of the City of Weatherford, Parker County, Texas. SBD2021-0023. Approved Ordinance O2021-27 amending Title IX, Public Ways and Property, by adding a new chapter 15, Camping, Lodging, Lounging, Sleeping in Certain Locations. Approved Resolution R2021-12 nominating the Town Creek Hike and Bike Trail Phase III for construction funding through the Texas Department of Transportation 2021 Transportation Alternatives Set-Aside (TA) Program. Approved Resolution R2021-13 nominating the Town Creek Hike and Bike Trail Phase IV for construction funding through the Texas Department of Transportation 2021 Transportation Alternatives Set-Aside (TA) Program. Appointed Eric Shumar to the Animal Shelter Advisory Committee replacing Ashley Woolnough in the position of "person involved in the day-to-day operations of the shelter" as required by both the Texas Health and Safety Code and City Ordinance.
Hold a PUBLIC HEARING and consider approval of ordinance O2021-28 to consider an application by TJ Services regarding a request for a conditional use permit (CUP) for a tool and machinery rental use with outdoor storage at 200 TD Studio Lane, City of Weatherford, Parker County, Texas. CUP2021-0003. Director of Development and Neighborhood Services Kaleb Kentner presented this item. Staff recommended approval subject to the following conditions which must be met prior to the issuance of the certificate of occupancy: 1. All outside parking and storage of materials is required to be on impervious surface (chip-n-seal, concrete, or asphalt). 2. All surfaces with parking and/or storage of dumpsters shall be maintained free from weeds and loose gravel. 3. Leasing of other buildings requires separate Revised Occupancy Request (R.O.R.) (and potentially separate CUP) for each building. 4. Repair of trucks/automobiles or anything else not owned by TJ Services is prohibited. 5. Only TJ Services’ trucks and empty dumpsters may be stored on site. 6. TD Studio Lane shall be maintained to be free of potholes. 7. Outside storage shall be screened from public view. 8. Full compliance must be maintained and if a third violation notice is issued within an 18-month period, all operations must cease until compliance is met. 9. Hold a PUBLIC HEARING and consider a request for a zone change from PD Planned Development to C1 General Commercial for the lot located at 3009 East Bankhead Drive, City of Weatherford, Parker County, Texas. ZCH2021-0003. The applicant has withdrawn this application. No action is required. Mayor Paschall announced that the applicant has withdrawn this item; however, a public hearing was published to be held on this date. Mayor Paschall opened the public hearing at 7:02 p.m. • Philip Smith, 203 North River Buck Court, nearby property owner, spoke in opposition. • Dan Carney, 111 York Avenue, nearby property owner, spoke in opposition of this item. • Mac Smith, 704 West Lake Drive, nearby property owner, spoke in opposition of this item. As there were no other speakers, Mayor Paschall closed the public hearing at 7:13 p.m. No action was taken since the applicant had withdrawn this item.
Discuss and consider adoption of Special Events Ordinance O2021-22. Director of Parks, Recreation & Special Events Shannon Goodman presented this item. On the motion of Heidi Wilder, second by Kevin Cleveland, the Council voted to approve this item as presented. Motion carried 4 - 0.
