Update from County Judge on use of 1/2 cent sales tax. County Judge Pat Deen presented this update. He stated that the 1/2 cent sales tax equates to 1/5 of the County's budget. Judge Deen referred to COVID-19 and stated he could not provide a list of where the dollars have been spent other than taking care of citizens. Council requested more involvement and partnership with the City over the next year. Discussion also included road taxes. No action was required or taken.

Approved Ordinance O2020-54 adopting a municipal fee schedule for FY21. The ordinance is captioned as follows: ORDINANCE NO. O2020-54 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEATHERFORD, TEXAS, ADOPTING A FEE SCHEDULE FOR THE CITY OF WEATHERFORD AND REPEALING AND REPLACING ALL OTHER FEE SCHEDULES IN CONFLICT WITH THIS ORDINANCE. Approved Resolution R2020-20 approving an Interlocal Agreement between the City of Weatherford and the Regional Transportation Council of the North Central Texas Council of Governments for advanced funding of the Weatherford Downtown Bypass. Authorized the City Manager to renew a Professional Services Agreement with Bureau Veritas for Consumer Health Inspections.
Hold a PUBLIC HEARING and consider adoption of Ordinance O2020-58 updating the Zoning District Map for the City of Weatherford. MCA 2020-0004. Director of Development and Neighborhood Services Kaleb Kentner presented this item. The Planning and Zoning Commission recommended approval at their meeting held September 9th, 2020. Mayor Pro Tem Heidi Wilder opened the public hearing at 6:58 p.m. • Sue Boyer, 212 West Columbia Street, asked if the new zoning designations will affect taxes. o Mr. Kentner stated that zoning does not affect taxes. • Dr. John Szabuniewicz, 1721 East Bankhead Drive, requested that all previous zoning designations be grandfathered. As there were no other speakers, Mayor Pro Tem Wilder closed the hearing at 7:01 p.m. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted to approve the updated Zoning District Map including any minor adjustments required from GIS and/or Planning staff. Motion carried 4 - 0.
Consider and/or act upon approval of Ordinance O2020-52 adopting the City Manager’s Proposed Budget for the fiscal year beginning October 1, 2020 and ending September 30, 2021. Finance Director Jessica Doss presented this item. On the motion of Kevin Cleveland, second by Matt Ticzkus, the Council voted to approve this item. Motion carried 4 - 0.
Consider and/or act upon approval of Ordinance O2020-53 adopting the ad valorem tax rate of 48.29 cents per $100 of valuation for the 2020 tax year (2021 fiscal year). Finance Director Jessica Doss presented this item as well. Jeff Robinson moved that the property tax rate be decreased by the adoption of a tax rate of 48.29 cents per $100 valuation which is effectively a 1% decrease in the tax rate. This includes a rate of 33.43 cents for the operations and maintenance of the General Fund and 14.86 cents in order to service the city's debt. Second by Matt Ticzkus. Motion carried 4 - 0.
Consider naming the City's new Animal Medical and Surgical Center after The Rees-Jones Foundation, recognizing their significant contribution which helped make the shelter's vision a reality. Director of Municipal and Community Services Dustin Deel presented this item. On the motion of Jeff Robinson, second by Matt Ticzkus, the Council voted to approve this item. Motion carried 4 - 0.
The Council thanked The Rees-Jones Foundation for their generosity.
Update regarding progress of the downtown bypass project. Director of Capital Projects Terry Hughes presented this update. No action was required or taken.
