Update from the Weatherford Chamber of Commerce concerning tourism and the use of hotel occupancy tax funds. Peggy Hutton, Weatherford Chamber of Commerce Tourism Director, presented this information. Ms. Hutton reviewed tourism and events the Chamber has hosted or participated in since October 2015, including: State Fair of Texas; Greenwood Farm Horse Trials; Capernaum Open House; Red Steagall; Hideaway RV Group; DFW Marketplace at Lone Star Park; Texas Lakes Trails in Sherman; Christmas on the Square; Holiday in the Park; Candlelight Tour of Homes; Jacobsen Tour directors visit; Star of Bethlehem; RV group from Whitney, TX; Texas Lake Trails in Hurst; Women's group learning about Weatherford and all that Weatherford has to offer; Great Canadian Tour; Motorhome Tour Group; Jacobsen Tour Group (Arkansas); and Lone Star RV Group. Ms. Hutton stated that Weatherford has a presence in the following state publications: Texas Heritage Travel Guide; Dallas Fort Worth & Beyond; Authentic Texas; Texas Lakes Trail Travel Map; and Texas State Travel Guide.
Consider and/or act upon award of Bid #2016-009 to Joe R. Jones Construction, Inc. for remodeling of City Hall building construction based on lowest, most responsive, overall bid. CC030816 Page 1 of 3 Brad Burnett, Chief Financial Officer, presented this item. Staff held a bid opening on February 23, 2016 for the remodel of city hall. The remodel will include the addition of three customer service windows at the utility billing department which will close the northwest hallway; three customer service windows and a juvenile case manager office for municipal court; glass security doors for the northeast, southwest, and southeast hallways. Joe R. Jones Construction, Inc. submitted the lowest, overall bid. Much of the construction will occur on the weekends and after hours to limit disruption to customers. Construction should be completed within 90 days. On the motion of Dale Fleeger, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider a request for approval of Ordinance 773-2016-19 for a Zoning Change for property zoned AG Agricultural to C1 Commercial with a Conditional Use Permit for equipment rental and outside storage, being ±10.388 acres located at the northeast corner of Greenwood Road and Ric Williamson Memorial Hwy, City of Weatherford, Parker County, Texas. ZCH2015-0006 Mayor Hooks announced that this item was tabled at the February 23, 2016 meeting. On the motion of Jeff Robinson, second by Dale Fleeger, the Council voted unanimously to remove this item from the table. Motion carried 5 - 0.
Craig Farmer, Director of Planning and Development, presented this item. This item was tabled at the last meeting pending a recommendation from the Planning and Zoning Commission. The applicant met with adjacent homeowners and this item was approved with conditions by the Planning and Zoning Commission at their meeting on February 24. Mr. Farmer reviewed the conditions: 1. The use as a rental facility (requires the CUP); 2. Open storage area with “flex base”; 3. The two accessory buildings in the rear can be metal buildings; 4. Four (4) “Shipping container” storage boxes as shown on plan; and 5. Maintain a 55 ft. buffer from adjacent residential areas with a screening fence and landscaped area. Applicant Bert Thompson spoke on this matter. He explained where the shipping containers were to be located, and that the accessory buildings would be for future expansion/use. Mayor Hooks asked if they would be painted and Mr. Thompson indicated yes. On the motion of Kevin Cleveland, second by Jeff Robinson, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider a Final Plat for Sonora Estates, located at the intersection of Sonora Canyon Road and North Oakridge Drive, more generally described as an approximately 4.996 acre tract, being a portion of Tract 9, Block 1, North Oakridge Acres, City of Weatherford, Parker County, Texas. SBD2015-0021. Mr. Farmer presented this item as well. This plat is on North Oakridge near Mary Martin School. Sonora Canyon runs east and west. The applicant has escrowed money with the City for the improvements to CC030816 Page 2 of 3 Sonora Canyon. The plat meets all requirements and all lots conform to the zoning requirements. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider approval of an Interlocal Agreement between the City of Weatherford and Parker County, Texas for joint transportation projects. This item was tabled at the February 9, 2016 meeting. Mayor Hooks announced that this item will remain tabled.
Future agenda items: 1. Memorialize the methodology for various baseline revenues 2. Discuss budgetary priorities 3. Consider holding work sessions and executive sessions before the regular meetings Council agreed to hold work and executive sessions prior to regular meetings for the next 120 days.
Joint meeting with the Youth Advisory Council at 5:30 p.m. on March 22. City Manager Sharon Hayes reminded the Council of the joint meeting with the Youth Advisory Council in the Downstairs Meeting Room to give the youth an opportunity to interact with the City Council.
Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in section 551.087 - Deliberations regarding economic development negotiations: Jordan Taylor & Co., Inc. On the motion of Dale Fleeger, second by Jeff Robinson, the Council voted unanimously to approve the economic development agreement. Motion carried 5 - 0.
