Presentation of Service Award. Mayor Hooks presented City Manager Jerry Blaisdell his 25 year service award. Proclamation naming July 2014 as Parks and Recreation Month. Mayor Hooks proclaimed July 2014 as Parks and Recreation Month in the City of Weatherford. Receive the Final Report from the Citizen's Capital Advisory Committee. Terry Hughes, Director of Capital Transportation Projects, presented this item beginning with the timeline leading up to this meeting: July 2011 City Council funds a new Thoroughfare Plan and Transportation Capital Improvement Plan (CIP) January 2012 Freese & Nichols, Incorporated starts the plan development process Transportation Advisory Board acts as steering committee, hosted public meetings and made final recommendation to the City Council February 2013 Council adopts Strategic Plan with Vision and Mission Statements April 2013 Council adopts 2013 T- Plan with 10 & 20 year CIP January 2014 City Council appoints 17 members to Citizen’s Capital Advisory Committee (CCAC) March 20, 2014 first meeting of the CCAC July 8, 2014 Final Report of the CCAC Mr. Hughes noted that he shared the City’s vision and mission statements, and strategic plan goals and objectives at each of the CCAC meetings. Hold a PUBLIC HEARING and consider a request for a Zoning Change from AG Agricultural to PD Planned Development, for a residential neighborhood, for property located in the 900 Block of W. B.B. Fielder, more generally described as a ± 54.745 acre tract in the John Davis Survey, A- 349, City of Weatherford, Parker County, Texas, ZCH2014-0004. Craig Farmer, Director of Planning and Development, presented this item. This zoning change request is from AG to PD and proposes 211 residential lots, some of which are smaller than the required square footage. Mr. Farmer provided details regarding the City's ordinances that require two ways in and out of subdivisions. This request meets the requirements for emergency access and for a temporary fire service road. Mr. Farmer clarified that this request is for property south of BB Fielder and west of Bethel, and that developer Steve Moore is working to gain an easement along Bethel to serve as an all-weather emergency access road. Many traffic related questions will be answered after the traffic impact analysis (TIA) is complete. Concerns were raised that neither of the two proposed access roads from Westover Village on the north side of BB Fielder have been constructed to the frontage road, forcing traffic to the BB Fielder intersection with Bethel. Hold a PUBLIC HEARING and consider a request for a Zoning Change from AG Agricultural to C1 Commercial for property located at 2429 Interstate Highway 20, more generally described as a ± 6.68 acre tract in the Samuel Bond Survey, A-165, City of Weatherford, Parker County, Texas, ZCH2014-0005. Mr. Farmer presented this item, stating that the applicant is trying to prepare the tract for sale and that there are no immediate plans for the property. Mayor Hooks opened the Public Hearing at 7:40 p.m. As there were no speakers, Mayor Hooks closed the hearing at 7:40 p.m. On the motion of Waymon Hamilton, second by Heidi Wilder, the Council voted unanimously to approve Ordinance 682-2014-27. Motion carried 5 - 0.
Hold a PUBLIC HEARING and consider a request for a Zoning Change from C1 Commercial to R1 One-Family Residential, for a subdivision located at 1801 Rayna Drive, Chimney Rock Addition Phase II, more generally described as a ± 11.558 acre tract in the Sarah Monk Survey, A- 906 and Maria Antonio Mesa Survey, A-856, City of Weatherford, Parker County, Texas. CC070814 Page 4 of 7 ZCH2014-0006 Mr. Farmer presented this item. This tract is located at Mesa and Fort Worth Highway involving several homes in the area. This case was initiated by the City because the property is zoned C1 but is almost entirely built out with single family residences. As residents attempt to sell, they encounter problems with mortgage companies because C1 zoning does not provide certain protections that R1 zoning does. Mayor Hooks opened the Public Hearing at 7:43 p.m. Carl Overton, 125 Deanna Lane, trustee for three properties, spoke in favor, stating that following the City’s 2010 adoption of a new zoning ordinance, 31 homes became non-conforming overnight. As there were no other speakers, Mayor Hooks closed the Public Hearing at 7:45 p.m. On the motion of Waymon Hamilton, second by Jeff Robinson, the Council voted unanimously to approve Ordinance 683-2014-28. Motion carried 5 - 0.
Discuss and consider authorizing library staff to apply for a Humanities Collections and References Resources grant from the National Endowment for the Humanities to continue work on the library's public digital database of historic documents found in Weatherford, Azle, Aledo, Springtown, Millsap and other sites in Parker County. Chris Accardo, Assistant Director of Library Services, presented this request, which is a continuation of the library’s Preserving and Expanding Access to Culture and History (PEACH) project. This application is for a direct federal grant with the potential for a certain amount of funding per year for three years. The proposed project is the digitization and preservation of approximately 22,000 pages of minutes, agendas and other permanent records in the City Secretary vault, dating as far back as 1884. The proposal will include one staff person. No resources will be taken from existing projects and hopefully the project will not require any additional staff after the grant period ends. On the motion of Waymon Hamilton, second by Craig Swancy, the Council voted unanimously to approve this request. Motion carried 5 - 0.
Consider a request for a residential Master Plat of Weatherford Heights located in the 900 Block of W. B.B. Fielder, more generally described as a ± 54.745 acre tract in the John Davis Survey, A- 349, City of Weatherford, Parker County, Texas, SBD2014-0014. Craig Farmer presented this item. He stated that he would make sure the minutes of this meeting reflect that the TIA must be completed and that a second paved access street will be required unless the TIA indicates that it is not warranted. The developer will put in a nice entry way and he is happy to build the temporary fire service road, but he does not want to put anything in on Bethel. He has already agreed to the second all-weather emergency access. If the TIA requires the additional access point on Bethel, then the developer will install it. Mr. Farmer noted that this item is the Master Plat and that the preliminary and final plats will still come before the City Council for approval in the future. Mr. Farmer clarified for the CC070814 Page 5 of 7 City Council that the normal process is zoning approval, master plat (concept plan) approval, and then a preliminary and final plat for each phase if the developer chooses to develop the property in phases, otherwise there will be just one preliminary and final plat for the entire development. Waymon Hamilton voted in opposition. Discuss and consider entering into an interlocal agreement between the City of Weatherford and the City of Willow Park for the purpose of providing certain animal control services to the residents of the City of Willow Park through the Weatherford/Parker County Animal Shelter (W/PCAS). Dustin Deel, Assistant Director of Municipal and Community Services, presented this item. He stated that interlocal agreements for animal control services are not new to the City. In 2011, Weatherford entered into an agreement with the City of Hudson Oaks. The endeavor has been beneficial to both cities. Willow Park is interested in doing the same. They will pay $45,000 per year. Council voiced concern about the potential for citizens of Weatherford footing the bill for services provided to Willow Park residents. If the City has concern that we may not be receiving adequate funding from the County and these agreements are based upon the same formula, then we may need to revisit how the formula is calculated and or adjust the agreement. Mr. Deel stated that the fee is broken down by percentage of population of the contracting City as part of whole population of the County.
