Proclamation for "National Volunteer Week" April 21-27, 2013. Mayor Hooks issued the proclamation and thanked all of our volunteers including board, commission, and committee members. Recognize First Monday Committee members. Danielle Felts, Director of Parks and Recreation, thanked the First Monday Committee members for their service over the last several years. Parks and Recreation staff members Michael Howard and Karen King presented engraved paper weights to committee members Don Johnston, Woody Stovall, Sherry Wyler, Kathy Matthews, and Andrea Lynn. Woody Stovall, Andrea Lynn, and Don Johnston thanked the Council for their support of the First Monday Trade Days, which is a vital part of Weatherford, and for the revitalization of First Monday and Heritage Park. Receive City of Weatherford 2013 Strategic Plan. Chad Janicek, Director of Office of Management and Budget, introduced Marty Wieder who presented official copies of the 2013 Strategic Plan, which the Council adopted on February 26, 2013. The hope is that Staff can use this as a tool as the City begins the budget planning process for Fiscal Year 2014 and beyond.
Discuss and consider a recommendation from the Park Board to name a street within Soldier Spring Park after baseball legend James Leslie "Hippo" Vaughn. Ms. Felts presented this item to the Council. The request is to name the drive accessing the four ball fields in the north section of Soldier Spring Park. James Leslie "Hippo" Vaughn was born 4/9/1888 in Weatherford and attended grade school here. He played for several teams including the Senators. On March 16, the Parks Board voted unanimously to name this section of road as Hippo Vaughn Court in his honor. On the motion of Craig Swancy, second by Heidi Wilder, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Discuss and consider Ordinance 616-2013-10 adopting the 2013 Thoroughfare Plan as an amendment to the 2002 Comprehensive Plan. Terry Hughes, Director of Capital Transportation, stated that the Council previously directed the Transportation Advisory Board (TAB) and City staff to update the 2002 Thoroughfare Plan and develop a short and long range Capital Improvement Plan. Freese & Nichols, Inc. (FNI) was retained as the City's consultant to help with technical elements of the plan. Mr. Hughes introduced Eddie Haas with FNI. Mr. Haas gave an overview of each chapter of the 75 page plan and stated that the plan should serve the City through the year 2035. Mr. Haas identified changes between the 2002 and the 2013 plans and spoke about local/regional aspects, critical intersections, and design standards. The following potentials are included in the plan: commuter rail, bike/pedestrian pathways, and a general aviation airport. Mr. Haas discussed suggestions for downtown as well as other special area planning. All of this work leads up to the Capital Improvement Plan which consists of 21 projects and approximately $96 million dollars at 2013 rates. FNI also conducted an economic benefit analysis. Council was asked to consider the formation of a capital review committee to work with the TAB to prioritize the projects and begin moving forward. After discussion, on the motion of Waymon [...]
