Proclaim October 26 — November 1, 2025, as Texas Extension Education Association Week in Parker County. Kathy Smith, Coordinator/FCS Agent, and Karen Rutherford, Association Chairman of the Texas Extension Education Association, presented information to the Court regarding the Awards won for the Outstanding County Education Award for District 3, and the Honor Roll of Counties Award for Volunteering. County Judge Deen read the Proclamation. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve proclaiming October 26-November 1, 2025 as Texas Extension Education Association Week; carried.
Parker County Water Resources Study Update. Andrew Franko, Freese and Nichols, presented update on the Parker County Water Initiative, and announced there will be a Water Symposium at the Parker County Sheriff's Posse Clubhouse on November 21, 2025 that is open to the public. County Judge Deen, Commissioner Walden, and Rick Shafer, Director of Water Utilities with City of Weatherford, presented information to the Court. Update only. No action taken.
Construction Phase Contract and corresponding Services for Midway Road. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve allowing for ‘ a bond program budget adjustment to reduce the budget from W; carried.
Discuss/Authorize the County Judge to sign Advanced Funding Agreement CSJ 0902-38- 140 - AFA Amendment 2 with TxDOT regarding Old Weatherford Rd from FM 3325 to Coder. Motion by Commissioner Hale, seconded by Commissioner Conley, to authorize the County Judge to sign the Amended Revised Advanced Funding Agreement with TxDot in the amount of $19,708,515; carried.
Approve the salvage/destruction of Bulletproof Vests. Motion by Commissioner Walden, seconded by Commissioner Conley, to approve to destroy three Plate Carrier Vests that have expired their usage; carried.
Potential sale of property located in Navarro County, Account Number 58022, Legal Description: R1550.03 RUSTLING OAKS ESTATES PHASE II BLK B LOT 14.5 ACRES. Motion by Commissioner Holt, seconded by Commissioner Hale, to approve hiring an; carried.
Notify Commissioners Court of FY25 missing inventory that has been located. ' Kim Rivas, Purchasing Agent, provided update to the Court that the missing Dell Laptop, Asset Number 19016, has been found. UPDATE ONLY.
Authorization to Advertise RFP PC26-11 Rainwater Harvesting System. ;. Motion by Commissioner Hale, seconded by Commissioner Holt, to approve authorization to issue the RFP to advertise October 29" and November 5" to open the award, and bids on November 24", with an anticipated award date of December 8"; carried.
Authorization to Advertise RFP PC26-13 Precinct Two Renovations. Motion by Commissioner Holt, seconded by Commissioner Hale, to approve both bathroom and wall damage renovations; carried.
Approve the Purchasing Agent to have authorization to sign POs. Motion by Commissioner Walden, seconded by Commissioner Holt, to approve Purchasing Agent to have authorization to sign POs for; carried.
Approve and execute the Motorola Solutions Tower Grounding Updates for Onsite Shelter & Generator. Motion by Commissioner Holt, seconded by Commissioner Conley, to approve authorization for approval to allow the County Judge to execute the Motorola Solutions Agreement for the Tower Grounding Shelter, Interior Grounding, and an additional onsite generator to complete the Smith Tower ‘ 700 mega-hertz system; carried.
Commissioner Holt to attend 2025 South Central Texas MTUG. Commissioner Holt, James Caywood, IT Director, and Commissioner Hale presented information to the Court. No action taken.
Acceptand authorize the County Judge to sign Upper Trinity Groundwater Conservation District grant agreements. Bianca Lord, Budget Analyst, provided information to the Court. 5 Motion was made by Commissioner Holt and seconded by Commissioner Hale to approve accepting grant agreements for rainwater harvesting projects for Precinct Two and Precinct Four. Carried.
Discuss potential refunding of 2016 Bond Series. County Auditor, Brianna Fowler, provided information to the Court. No action taken.
Authorize the County Attorney and District Attorney to allocate salary and benefit funds in accordance with Senate Bill 22, as allowable under the grant guidelines and as funds are available. County Treasurer Becky McCullough provided information to the Court. Motion by Commissioner Holt, seconded by Commissioner Hale, to approve allowing the District Attorney and the County Attorney to allocate funds as they see fit as long as it is within the grant guidelines and available balance in SB 22 when an additional raise is requested; carried.
Reclassify Law Clerk position to Assistant District Attorney position in Department. Motion by Commissioner Walden, seconded by Commissioner Holt, to approve; carried.
Reclassify the Assistant Planner position to an Assistant County Attorney position County Attorney John Forrest, and County Treasurer Becky McCullough provided information to the Court. Motion by Commissioner Hale, seconded by Commissioner Walden, to approve; carried.
Approve renewal contract for Abandoned Cemetery Association for fiscal 2025/2026 year N County Attorney provided information to the Court. Motion by Commissioner Walden, seconded by Commissioner Holt, to approve; carried.

Approve the final hearing for the subdivision known as Encore Industrial Park, consisting of twenty-six point three one nine (26.319) acres, located off of Encore Avenue, developed by RCJ Properties, LLC. with Parker County SUD water in Precinct Three. Motion by Commissioner Walden, seconded by Commissioner Holt, to approve; carried.
Accept the Special Warranty Deed for the additional right-of-way off of Fairview Road for Encore Industrial Park in Precinct Three. Motion by Commissioner Walden, seconded by Commissioner Holt, to approve; carried.
Approve the waiver for a groundwater study for the subdivision to be known as Ranger Highway Development Phase 2 in Precinct Three. Motion by Commissioner Walden, seconded by Commissioner Holt, to approve; carried.
Notification of a subdivision to be known as Farmer Road and Old Weatherford Addition, located in the ETJ of the City of Fort Worth, consisting of eleven point one seven-three (11.173) acres, located off of FM Highway 3325, developed by Tim Fleet in Precinct Four. No action taken.
