The Parker County Commissioners Court met in session Sept. 8, 2025 at the courthouse in Weatherford. What the court decided, as the minutes record it:

Proclaim September 2025 as National Recovery Month in Parker County at the request of Unity Recovery Weatherford. Ashley Gainey presented information, and County Judge Deen read a Proclamation for National Recovery Month in Parker County to the Court. Motion by Commissioner Holt, seconded by Commissioner Walden, to approve; carried.

Program Management services. Chris Bosco, Freese & Nichols, presented information on the Program Management contract. Motion by Commissioner Walden, seconded by Commissioner Hale, to approve; carried.

Kelly Road Construction contracts. Chris Bosco, Freese & Nichols, presented information to the Court requesting the Court approve the award to Prater Dirt Work, LLC. :. Motion by Commissioner Hale, seconded by Commissioner Conley, to approve; carried.

Approve the use.of Parker County lots (4 quadrants, corner parking lot on Dallas/York) . by The Weatherford Chamber of Commerce at no charge for Christmas on the Square on Saturday, December 6th, 2025 from 10:00 A.M. to 4:00 P.M. Gloria Martinez, Weatherford Chamber of Commerce, presented information to the Court. Motion by Commissioner Holt, seconded by Commissioner Hale, to approve; carried.

An executive/closed session meeting will be held pursuant to Sections 551.071(2) and 551.129 of the Texas Government Code (consultation with attorneys) for the Commissioners Court to consult with and seek advice from its attorneys regarding: (a) the active land development __ regulations of Parker County; (b) land development regulation options available to Texas counties; . and (c) any other matter described in this meeting agenda.

Update/Discuss Parker County Justice Center and Jail ¢ . No action taken.

Approve the waiver for a groundwater study for.a subdivision to be known as Whitewolf Trail, with two lots (2), consisting of five point zero zero-two acres (5.002) located off of Dill Road, developed by Rich and Judy Chewning, with well water in Precinct One. ;. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Release the Letter of Credit for Maintenance for Andy Ranch and accept Andy Ranch Court as a County-maintained roadway in Precinct One. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Accept the Extension Letter of Credit for Maintenance for Windmill Creeks in . Precinct One. ;. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Release the Letter of Credit for Maintenance for Calhoun Acres and accept Coalson Crossing, Gatlin Pass, Gilbert Court, Medaris Way, Wind River Pass. Deer Island Court, Slimp Bluff, Collum View as County-maintained roadways in Precinct One. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Release the Letter of Credit for. Maintenance for Oak Grove Addition and accept 1 Hayden Faith Court, Oak Grove Way, Ashlow Court, Tay Tay Way, Slabs Way, Jonny Boy Way, ; Zachary Michael Court as County-maintained roadways in Precinct One. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Approve the waiver for a groundwater study for a subdivision known as Sarra Ranch, with one lot (1) consisting of four point zero acres (4.0) located off of Kilkenny Road, developed by Gayla Fernandez in Precinct Two. Motion by Commissioner Holt, seconded by Commissioner Walden, to approve; carried.

Approve the waiver for a variance for the driveway distances off of Clover Drive for a subdivision to be known as Trails End in Precinct Two. Motion by Commissioner Holt, seconded by Commissioner Walden, to approve; carried.

Approve the final plat for a subdivision to be known as Trails End, with four (4) lots consisting of eight point one eight seven four (8.1874) acres, located off of Clover Drive, developed by Bart and Treva May with well water in Precinct Two. No action taken.

Accept the Special Warranty Deed for additional right of way for Trails End Subdivision in Precinct Two. No action taken.

Begin the revision process for a property known as Arbor Hills, with a f combination of two lots (2) consisting of four point zero-zero four two (4.0042) acres, located off of Arbor Hills Court, developed by Brookson Builders LLC, with well water in Precinct Two. Motion by Commissioner Holt, seconded by Commissioner Walden, to approve; carried.

Accept the performance bond for Blue Jack Ranch Phase 1 in Precinct Four. Motion by Commissioner Hale, seconded by Commissioner Conley, to approve; carried.

RFP PC25-37 Ash Removal Services for North Convenience Center. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

RFP PC25-38 Brush Grinding for the South Convenience Center. Motion by Commissioner Walden, seconded by Commissioner Hale, to approve; carried.

Approval to move $25,000.00 from general fund contingency to Dept. 513 Convenience Center. Sylvia Sandoval, Buildings and Grounds Office Manager, presented information to the Court. Motion by Commissioner Walden, seconded by Commissioner Conley, to approve; carried.

Approval and authorization for the County Judge to sign application to open brokerage account with National Financial Services LLC. Motion by Commissioner Walden, seconded by Commissioner Holt, to approve; carried.

Approval of application from Parker County Special Utility District to lay and maintain a water line through, under, along, across or over the right-of-way at 900 Lacy Drive in Precinct Three. Motion by Commissioner Walden, seconded by Commissioner Conley, to approve; carried.

Approval of the Interlocal Agreement with the City of Hudson Oaks for Dispatch Services. Motion by Commissioner Hale, seconded by Commissioner Conley, to approve; carried.

Approval of the Interlocal Agreement with Azle ISD for Jail Services '. Motion by Commissioner Conley, seconded by Commissioner Hale, to approve; carried.

Approval of the Renewal Agreement with TXDPS for Lease 10647. Motion by Commissioner Holt, seconded by County Judge Pat Deen, to approve; carried.

Approval of the Renewal Agreement with Tarrant Regional Auto Crimes Task Force. Motion by Commissioner Hale, seconded by Commissioner Holt, to approve; carried.
