Consent agenda, approved as one vote: 6.a: Consider a request for preliminary plat approval for University Hills Phases 3 and 4, being 97 residential lots on approximately 39.61 acres of land being generally located along Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. SBDP-25-0010. Director of Development Services Scott McDonald presented items 6.a., 6.b., and 6.c. together and responded to questions from the Council. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to approve the preliminary plat as presented, subject to all requirements of the Subdivision Ordinance. The motion carried 4 - 0. 6.b: Consider a request for final plat approval for University Hills Phase 3, being 55 residential lots on approximately 25.00 acres of land being generally located along Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. SBD-25-0012. On the motion of Matt Ticzkus, second by Heidi Wilder, the City Council voted unanimously to approve the final plat as presented, subject to all requirements of the Subdivision Ordinance. The motion carried 4 - 0. 6.c: Consider a request for final plat approval for University Hills Phase 4, being 42 residential lots on approximately 14.61 acres of land being generally located along Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. SBD-25-0011. On the motion of Matt Ticzkus, second by Luke Williams, the City Council voted unanimously to approve the final plat as presented, subject to all requirements of the Subdivision Ordinance. The motion carried 4 - 0. 6.d: Approved the final plat approval for Heritage Hills, being a total of 89 lots on approximately 34.631 acres of land, generally located on 330 N. Denton Road, City of Weatherford, Parker County, Texas. SBD-25-0013. 6.e: Authorized the City Manager to utilize additional funds not to exceed $60k for contracted legal services with Taylor, Olson, Adkins, Sralla & Elam, LLP (TOASE) for the remainder of FY25. 6.f: Accepted the FY25 4th Quarter Investment Report for fiscal year ended September 30, 2025. 6.g: Authorized the purchase of a 2025 John Deere 320p Backhoe Loader from RDO Equipment Company through Sourcewell, a cooperative purchasing organization, in an amount not to exceed $151,392. 6.h: Authorized the purchase of a 2026 Kenworth T880 Dump Truck from MHC Kenworth - Fort Worth through Sourcewell, a cooperative purchasing organization, in an amount not to exceed $219,655. 6.i: Authorized a contract renewal to Christian Cleaning Ltd for Janitorial Services for Municipal Buildings in an amount not to exceed $276,084. 6.j: Consider authorizing the City Manager to execute a contract with DRI under the TIPS Program for construction services related to the 221 North Main Plaster Removal project in an amount not to exceed $155,000, for a total aggregate fiscal year expenditure of $780,910. Director of Public Works Matt Leppla presented a proposed contract from DRI (Davidson Reconstruction, Inc.) related to the plaster removal project at 221 North Main. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to authorize the City Manager to execute a contract with DRI under the TIPS Program for construction services related to the 221 North Main Plaster Removal project in an amount not to exceed $155,000, for a total aggregate fiscal year expenditure of $780,910. The motion carried 4 - 0.
7.a: Consider authorizing the procurement of pavement resurfacing services from Reynolds Asphalt and Construction Company through an existing contract with Grand Prairie under an interlocal agreement in an amount not to exceed $1,900,000. Director of Public Works Matt Leppla presented the FY26 proposed thoroughfare and residential street maintenance projects, noting that the projects were anticipated to begin in November, depending on weather and workload. On the motion of Heidi Wilder, second by Matt Ticzkus, the City Council voted unanimously to authorize the procurement of pavement resurfacing services from Reynolds Asphalt and Construction Company through an existing contract with Grand Prairie under an interlocal agreement in an amount not to exceed $1,900,000. The motion carried 4 - 0.
8.a: Short-term rentals update. Director of Development Services Scott McDonald reviewed the timeline of the Short-Term Rental (STR) Ordinance adopted by the City Council in January 2025 and provided an update on compliance progress. He explained that STR property owners are expected to achieve compliance with the ordinance by December 1 before citations are issued. The City Council requested a follow-up report on this item in three months.
Future agenda items: There were no future agenda items requested. City Manager James Hotopp reminded the Council and audience that only one City Council meeting was scheduled in November, on November 18th.
