Proclamation naming October 2021 as Domestic Violence Awareness Month. Mayor Pro Tem Heidi Wilder issued this proclamation to representatives of Freedom House. Presentation of the Texas Association of Municipal Information Officers (TAMIO) Award for social media and video production. Director of Communications and Marketing Blake Rexroat and Communication and Marketing Coordinator Nicole Wright announced these awards to the Council. Weatherford received the following: • Award of Honor in the Technology Services Category, 3rd Place • Public Service Announcement Marketing for the Strong Community Campaign, 2nd Place
Consent agenda, approved as one vote (5-0, on the motion of Heidi Wilder, second by Kevin Cleveland): Approved the minutes of the City Council meeting held September 14, 2021. Adopted Resolution R2021-19 declaring the intention to issue certificates of obligation, Series 2021, for the purpose of providing for payment of contractual obligations to be incurred in connection with designing, planning, acquisition, construction, equipping, expansion, repair, and/or renovation of City-owned convention center facilities; and declaring the official intent of the City to reimburse itself for capital expenditures paid or incurred prior to the issuance of Certificates to be issued to fund the cost of the project. Approved Ordinance O2021-53, amending the adopted municipal fee schedule for FY22. Approved Bid #2021-025 for demolition of a commercial structure located at 107, 109, 111 College Avenue, Weatherford, TX in the amount not to exceed $76,860.00. Approved Bid #2021-027 for annual aggregate and materials for road improvements with items 1a, 1c, 2a, 2c, 4a and 4c to Austin Bridge & Road, Inc. and items 1b, 2b and 4b to Texas Bit, Inc. and items 5 - 7 to P&K Stone, LLC. for asphalt and aggregate material based on lowest most responsive bid. Approved the renewal of Bid #2019-024 for annual concrete work to Devil Dogs Concrete Construction based on lowest most responsive overall bid for combined concrete work. Authorized the City Manager to execute a subdivision improvement agreement pertaining to the Montclaire final plat. Adopted Resolution R2021-21 authorizing the City Manager to execute a contract with the law firm of Linebarger, Goggan, Blair & Sampson, LLP to provide fines and fees collection services for the Weatherford Municipal Court. Adopted Resolution R2021-22 authorizing the City Manager to execute an Interlocal Agreement with the Texas Department of Motor Vehicles to effectuate the terms and provisions of the Contract for Fines and Fees Collection Services. (Resolution R2021-22 is subject to the prior approval and adoption of Resolution R2021-21.).
Discuss and consider the City Council holiday meeting schedule for November and December 2021. City Manager James Hotopp presented this item. Mr. Hotopp recommended the November 16, 2021, and December 14, 202, due to the city’s holiday schedule. On the motion of Jeff Robinson, second by Matt Ticzkus, the Council voted unanimously to approve these dates. Motion carried 5 - 0.
Future agenda items: City Manager James Hotopp announced that the Park Dedication Fee update will be presented at the first Council meeting in October.
Action on executive session items: To take action, if necessary, pursuant to Chapter 551, Texas Government Code, VTCS, (Open Meetings Law): In accordance with the authority contained in: Section 551.071 Consultation with Attorney: 1) pending or contemplated litigation: Oncor Electrical Substation, 3009 East Bankhead Drive, City of Weatherford, Parker County, Texas.
