Consider approval of a Final Plat for the Cutter’s Crossing Lots 1 & 2, Block A. The property is a portion of the approximate 25.147 acre Cutter’s Crossing Subdivision in the James A. Yeoman Survey, Abstract No. 1691, located between West Park Avenue and South Bowie Drive adjacent to I-20. SBD2016-0034 Craig Farmer, Director of Planning and Development, presented this item. This item pertains to the Quik Trip (QT) on South Bowie. This is the first phase. Staff has expedited the process and issued the permits but the building cannot be occupied until the developer completes the public improvements. Those improvements will be completed prior to the filing of plat, or the developer will have to provide a surety. Staff anticipates the QT opening in approximately the next two weeks. In the long term, a traffic light is proposed as part of the Tax Increment Reinvestment Zone (TIRZ) program when Bowie is widened. Storm water will drain to the detention pond, then outfalls, and goes under the interstate. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.
Consider approval of a Preliminary Plat for the North Ridge Estates being approximately 65.43 acres of land in the T. & P.R.R. Co. Survey, Abstract No.1348. Located on FM 920 near Green Oaks Road. SBD2016-0022 Mr. Farmer presented this item as well. This project is located in the Extra Territorial Jurisdiction (ETJ) on FM 920. The lots are two acres and above. This subdivision does not have a second means of ingress/egress. All of the property around this subdivision is landlocked. Staff covered this issue with the Master Plat and Council did approve the waiver request for two ways in/out. There will be 25 lots and they will have wells and septic systems. On the motion of Jeff Robinson, second by Kevin Cleveland, the Council voted unanimously to approve this item. Motion carried 5 - 0.

Hold a PUBLIC HEARING and consider approval of Ordinance 808-2016-54, a request for a Zoning District Change for a C1-Commercial District to a R1- Single Family Residential District, described as being 2.66 acres of land located at the corner of Ric Williamson Hwy And Zion Hill Road, in the T. & P. RR. Co. Survey, Abstract No. 1447, Parker County, Texas. ZCH2016-0010 Mr. Farmer presented this item as well. He stated that the applicant originally requested commercial zoning on this property when they voluntarily annexed into the City. After further consideration, the applicant now requests residential zoning which will allow four more residential lots. Mayor Swancy opened the Public Hearing at 6:44 p.m. As there were no speakers, Mayor Swancy closed the Public Hearing at 6:44 p.m. On the motion of Heidi Wilder, second by Jeff Robinson, the Council voted unanimously to approve this item. Motion carried 5 - 0.

Railroad Company Survey, Abstract 1790 and the Hannibal Good Survey, Abstract 536, Parker County, Texas.
