Hold a public hearing on the FY15 City Manager's Proposed Budget. Kyle Lester, Budget and Strategic Planning Manager, presented this item. This is the first and only Public Hearing on the budget, which is scheduled for adoption on September 23, 2014. Mayor Hooks opened the Hearing at 6:31 p.m. John Hoehle, 116 Woodland Trail, spoke about the ever-increasing costs of the City's projects and the wasteful use of taxpayers' money. As there were no other speakers, Mayor Hooks closed the Hearing at 6:34 p.m.

Consider approval of Ordinance 695-2014-40 on the final reading amending Title IX, Chapter 8 Utility Rates, Sections 9-8-1, 9-8-3 and 9-8-5. Sharon Hayes, Assistant City Manager, stated that this is final reading of the utility rate ordinance. Overall, the electric rate design is revenue neutral. Water rates will increase revenue primarily due to the need for repair and replacement (R&R) of aging infrastructure, capital projects, and to purchase raw water from Tarrant Regional Water District. Wastewater rates will increase revenue primarily due to funding for R&R, infrastructure replacement, and improvements at the wastewater treatment plant. On the motion of Craig Swancy, second by Heidi Wilder, the Council voted unanimously to approve Ordinance 695-2014- 40. Motion carried 5 - 0.
