Proclamation for Motorcycle Safety and Awareness Month. Mayor Hooks proclaimed May 2014 as Motorcycle Safety and Awareness Month in Weatherford.
Consider and/or act upon authorizing the City Manager to apply for a grant through the North Central Texas Council of Governments (NCTCOG) to increase and promote recycling efforts. Dustin Deel, Assistant Director of Municipal and Community Services, presented this item. The four goals of this grant are to: 1) increase recycling awareness through marketing and public relations in the local communities; 2) increase City of Weatherford curbside recycling program customer participation by 25-30 percent; 3) increase curbside recycling revenues; and 4) allow for the one-time purchase of up to 300 more recycling carts. While there is no cash match required for this grant, staff recommends the contribution of in-kind services to make Weatherford's grant application more marketable. Ultimately, the goal is to reduce the amount of waste going into the landfill, which prolongs the life of the landfill. Recycling services will still be provided on a voluntary basis. Resolution number R2014-16. Bobbie Narramore, 209 West First Street, spoke in favor of recycling. On the motion of Jeff Robinson, second by Heidi Wilder, the Council voted unanimously to approve this grant application. Motion carried 5 - 0.
Consider and/or act upon authorizing the City Manager to apply for a co-op grant from the Texas Parks and Wildlife Department. Shannon Goodman, Interim Director of Parks and Recreation, presented this item. This grant application is for outdoor recreation activities and requires no funding from the City. The proposal is to teach up to 100 youth outdoor survival skills such as camping, fishing, cooking outdoors, kayaking, and archery at Holland Lake. Resolution number R2014-17. On the motion of Waymon Hamilton, second by Craig Swancy, the Council voted unanimously to approve this grant application. Motion carried 5 - 0.
Consider a request for a Preliminary Plat of Lockwood Estates, Phase III, located at the extension of Ethan and Zachary Drives, more generally described as being an approximately ±11.3 acre tract in the John Rucker Survey, A-1144, City of Weatherford, Parker County, Texas. Project SBD2013-0020. Craig Farmer, Director of Planning and Development, presented this item. Mr. Farmer reviewed the following waivers that have been requested: WMC §11-3-1(u) and §11-3-1(c)(4) Points of access. The developer is dedicating right-of-way for a north-south collector according to the Thoroughfare Plan to provide additional points of access. This road will be built in the future as additional off-site right-of-way becomes available. WMC §11-5-5(a) and §11-5-9(a) Construction of onsite, internal streets. The developer does not wish to construct north-south collector at this time. They feel that the dead-end stubs will become nuisance areas. WMC §11-5-5(b) Concrete street construction. The developer wishes to continue the existing asphalt streets. The Planning and Zoning Commission recommended approval of this preliminary plat with the requested waivers. On the motion of Craig Swancy, second by Jeff Robinson, the Council voted unanimously to CC 052714 Page 2 of 5 approve the preliminary plat of Lockwood Estates, Phase III, with the aforementioned waivers. Motion carried 5 - 0.
Discuss and consider Resolution R2014-15 authorizing an exception to the distance regulations for alcoholic beverage sales, for property located at 1125 PALO PINTO STREET, City of Weatherford, Parker County, Texas. City Manager Jerry Blaisdell presented this item. He reviewed the distance requirement, per the Texas Alcoholic Beverage Code, of 300 feet from front door to front door. The New Hope Baptist Church has designated their front door as the door that faces South Bowie. Using that front door, to the current front door of the convenience store located at 1125 Palo Pinto, known as Moe's Mini Mart, the measurement is 218 feet, which does not meet the requirement of the law. If distance is measured from the door of the church facing Oak Street and which leads into the sanctuary, to the current front door of the convenience store, the approximate distance is 484 feet, which is well beyond the 300 foot requirement. If the convenience store moves their front door to the north side of their building, and still using the South Bowie Street door designated by the church, the distance becomes 356 feet, also beyond the requirement. The convenience store is listed for sale and staff has been approached about how an alcoholic beverage license could be obtained for the location. Craig Swancy and Heidi Wilder voted in opposition. Discuss and consider exemptions and or amendments to the City's smokefree Ordinance. City Manager Jerry Blaisdell presented this item, following the Council's request at the last meeting where the local Veterans of Foreign Wars Post (VFW) requested an exemption. Mr. Blaisdell reviewed potential options for the Council. Roger Blair, resident of Millsap and spokesperson for the VFW, explained that the VFW has separate air handlers in the building, that smoking is only allowed in the Canteen, and that they would be happy to extend their no smoking policy, even in the Canteen, when the building is open to the public at their fundraisers and cook-offs. At any time, members are allowed to sign in a guest, but they must be signed in by a member and as such, the VFW is not actually open to the public except for during their fundraisers and cook-offs. Mr. Blair estimated that 60 percent of their members want to allow smoking while approximately 40 percent do not. They have approximately 250 members who are veterans, as well as their women’s and men’s auxiliaries which are comprised of members that did not fight overseas. He estimated 45 to 55 percent of their members attend regularly. Council considered whether there could be an underserved population who are not members of the VFW because smoking is allowed.
